We have a healthy serving of big news stories \u2014 plus a whole bunch of climate-related events kicking off today around the region.<\/p>\n<p><strong>THE BIG CLIMATE STORY- <\/strong>Dubai-based offsetting company Blue Carbon signed an MoU with Zimbabwe worth USD 1.5 bn to finance forest protection and rehabilitation projects to generate tradable carbon credits<\/p>\n<p><strong>HAPPENING TODAY- <\/strong><\/p>\n<p><strong>The Abu Dhabi International Petroleum Exhibition <\/strong><strong>and Conference (<\/strong><strong><a href=\"https:\/\/www.adipec.com\/visit\/adipec-2023-visitor-registration\/?actioncode=DIGI108&utm_source=google-search&utm_medium=cpc&utm_campaign=ADIPEC+Visprom+Conversions+Branded+GCC+EM+2023&ppc_keyword=adipec&gad=1\">Adipec<\/a><\/strong><strong>) kicks off at the Abu Dhabi National Exhibition Centre today and runs through this Thursday<\/strong>, 5 October. The event will see heads of the global energy industry and policymakers convene to advance decarbonization and the transition to clean energy, reports <a href=\"https:\/\/wam.ae\/en\/details\/1395303203293\">Wam<\/a>. The conference's main pillars are Decarbonization, Maritime and Logistics, and Digitalisation in Energy, and will see companies showcasing the tech driving the industry including direct air capture, carbon capture, utilization and storage, green hydrogen electrolyzers, artificial intelligence, and the Industrial Internet of Things.<\/p>\n<p><strong>Expect climate to be the big focus at Adipec: <\/strong>Discussions on climate are set to be at the top of the agenda at the Adipec summit just two months ahead of UAE-hosted COP28, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-01\/climate-looms-large-over-middle-east-s-biggest-oil-gathering\">Bloomberg<\/a> reports. Oil producers now \u201cwant to be part of the energy-transition discussion,\u201d Ed Bell, a senior director for market economics at Emirates NBD PJSC in Dubai, told Bloomberg. However, \u201cthey\u2019re going to be stressing the need for reliable supplies and that renewables can\u2019t do the job on their own,\u201d Bell said.<\/p>\n<p><strong>ALSO HAPPENING TODAY-<\/strong> <strong>Qatar\u2019s OIC <\/strong><strong><a href=\"https:\/\/www.oic-oci.org\/topic\/?t_id=39641&t_ref=26657&lan=en\">Conference<\/a><\/strong><strong> on Food Security<\/strong><strong> and Agricultural <\/strong><strong>Development kicked off yesterday and wraps today. <\/strong>Led by the Organization of Islamic Cooperation (<a href=\"https:\/\/www.oic-oci.org\/home\/?lan=en\">OIC<\/a>), the ministerial conference will address agriculture and food security in its 57 member states, identifying priorities and solutions and reviewing the work of the IOFS and other OIC institutions in agriculture, rural development, and food security.<\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- <\/strong><strong>The world\u2019s first CO2 border tax officially kicks off:<\/strong> The EU has launched the first phase of the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/9822c88d-307b-46f7-9288-d5afdf64d4c5\">world\u2019s first carbon border<\/a>, requiring importers to report emissions from products sold in Europe or risk fines, <a href=\"https:\/\/www.reuters.com\/business\/environment\/eu-launches-first-phase-worlds-first-carbon-border-tariff-2023-09-30\/\">Reuters<\/a> reported yesterday. The CO2 levy \u2014 called the Carbon Border Adjustment Mechanism (CBAM) \u2014 will require firms importing steel, cement, aluminum, electricity, fertilizers, and hydrogen into the EU to report CO2 emitted during manufacturing, and eventually charging pollution fees on those products by 2026. The planned tariff has caused disquiet among trading partners, especially <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/9822c88d-307b-46f7-9288-d5afdf64d4c5\">Turkey, Ukraine, China, and Russia<\/a>. These include improved weather forecasts, digital agricultural extension services, climate-responsive social protection programs, and necessary training for rainwater harvesting techniques. Other areas include microbial fertilizers, techniques to help lower livestock methane emissions, and alternative proteins, according to the statement.<\/p>\n<p><strong>Why this matters: <\/strong>Food systems account for a third of global emissions, with small farmers in low and middle-income nations being the most vulnerable to climate change, according to the statement.<\/p>\n<p><strong>AND-<\/strong> <strong>Could<\/strong><strong> Indonesia be phasing out coal 10 years earlier than expected?<\/strong> Indonesia is planning to formally announce plans to expedite its retirement of coal at COP28, Indonesian Finance Minister Sri Mulyani Indrawati <a href=\"https:\/\/www.thenationalnews.com\/world\/2023\/09\/28\/indonesia-preparing-to-announce-early-retirement-of-coal-at-cop28\/\">said<\/a> at a conference in Berlin last week. The plan would see Indonesia cutting out reliance on coal-powered electricity by 2030 instead of 2040 <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/indonesia-could-phase-out-coal-by-2040-with-financial-help-minister-2021-11-02\/\">as earlier suggested<\/a>. Order books for institutional investors were oversubscribed multiple times at the top of the price range by the end of the first day of bookbuilding, according to Bloomberg. Belgium-based Fluxys International, Saudi Arabia\u2019s Public Investment Fund (PIF), and the Qatar Investment Authority are purchasing a combined 30% as anchor investors, while the retail tranche accounts for 30% of the IPO. The sale could raise up to OMR 297 mn (c. USD 771 mn) if priced at the top range, beating Oman Telecommunications Co SAOG\u2019s USD 748 mn IPO, which is currently the Gulf country\u2019s biggest.<\/p>\n<p><strong>WATCH THIS SPACE #3-<\/strong><strong> Muted demand for Marafiq\u2019s stake sale making PIF think <\/strong><strong>twice: <\/strong>Saudi Arabia\u2019s Public Investment Fund (PIF) has postponed the potential sale of its remaining stake in utility firm Marafiq on the back of weak demand from investors, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-01\/saudi-wealth-fund-said-to-hit-weak-demand-for-marafiq-stake-sale?srnd=premium-middle-east\">Bloomberg<\/a>reported on Sunday, citing sources in the know. They said the PIF has held informal negotiations on raising up to USD 800 mn from a share placement of its 17.5% stake in Marafiq. They said a recent revival of IPOs in the Gulf country has drawn investors away from Marafiq\u2019s placement. A weak performance of the most recent follow-on sales has also made the kingdom\u2019s sovereign wealth fund more heedful about future transactions, they added. The PIF might reconsider Marafiq\u2019s stake sale at a later date, they said.<\/p>\n<p><strong>WATCH THIS SPACE #4- <\/strong><strong>An update on Algeria\u2019s ambitious solar tenders: <\/strong>Algeria\u2019s state power utility Sonelgaz has opened 73 local and international bids for the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/903880ff-3695-4983-b933-7b2d38f5e2d8\">construction of 15 solar plants<\/a> with a total capacity of 2 GW, <a href=\"https:\/\/tinyurl.com\/y4cev3kb\">local media<\/a> reported last week. The state-owned company had earlier pre-qualified 77 of 90 bidding companies to slash them to 73 offers after excluding four offers that did not meet legal requirements, according to the report.<\/p>\n<p><strong>About the plan: <\/strong>The ambitious 2 GW plan comprises 15 solar parks in 12 provinces, with each facility holding a solar capacity ranging between 80 MW to 220 MW each, according to the report.<\/p>\n<p>\n <strong>WATCH THIS SPACE #5- <\/strong><strong>Xlinks\u2019 Morocco-UK power project is of <\/strong><strong>\u201cnational significance\u201d to the UK<\/strong>, Energy Secretary Claire Coutinho said in a <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/6512e85c3d371800146d0bfe\/xlinks-project-s35-sos-direction.pdf\">statement<\/a>. Hurdles that still remain, however, include agreeing long-term pricing agreements with the government and obtaining permissions across Moroccan, Spanish, and French jurisdictions.<\/p>\n<p><strong>Remember: <\/strong>Xlinks\u2019 <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/52aefc63-82e3-42e3-8afc-960461fa5288\">USD 24.5 bn megaproject<\/a> was first announced last summer, aiming to export some 3.6 GW of wind and solar energy to the UK via sub-sea cables stretching 3.8k km \u2014 a move which is expected to supply 8% of the UK\u2019s electricity needs, or 7 mn homes.<\/p>\n<p><strong>WATCH THIS SPACE #6- Hong Kong-based InterContinental Energy secures USD 115 <\/strong><strong>mn for Middle East + Australia green hydrogen investments:<\/strong> Hong Kong\u2019s giga-scale green hydrogen investor InterContinental Energy has raised USD 115 mn in equity investment from French hydrogen investor Hy24 and Singapore\u2019s sovereign fund GIC to finance its green hydrogen expansion plans in the Middle East and Australia, Hy24 said in a <a href=\"https:\/\/www.hy24partners.com\/press-release-intercontinental-energy-enters-next-growth-phase-with-strategic-investments-from-gic-and-hy24\/\">statement<\/a> last week. The projects will be developed in phases, with an overall goal to install 100 GW of renewables, 10 GW of which is scheduled to be operational by the end of the decade. Hy24 will be making its investment through its Clean Hydrogen Infrastructure Fund, the statement said. InterContinental Energy\u2019s portfolio of projects is among the largest in the world and is projected to produce more than 5 mn tons per year of green hydrogen to help offset more than 50 mn tons per year of CO2.<\/p>\n<p><strong>REMEMBER- InterContinental Energy has already made its first moves in the region, breaking ground in Oman: <\/strong>OQ is working with InterContinental Energy on a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4d4fe41a-d676-4add-8b29-08a581d184fe\">14 GW green hydrogen facility<\/a>, to be powered by 25 GW of wind and solar energy and with a total investment value of USD 30 bn. The facility will produce <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/69c3fe07-4bdf-4ab1-a900-a1caa0cdf119\">1.8 mn tons of green hydrogen and up to 10 mn tons of green ammonia<\/a> each year. <strong>UAE\u2019s Blue Carbon is looking to create more carbon credits from offsetting <\/strong><strong>projects in Zimbabwe:<\/strong> Dubai-based offsetting company <a href=\"https:\/\/bluecarbon.ae\">Blue Carbon<\/a> signed an MoU with Zimbabwe worth USD 1.5 bn to finance forest protection and rehabilitation projects to generate tradable carbon credits, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-09-29\/zimbabwe-uae-firm-sign-1-5-billion-carbon-credit-financing-mou\">Bloomberg<\/a> reported on Friday. The project would cover 30k sq miles \u2014 or around one-fifth of Zimbabwe\u2019s total landmass.<\/p>\n<p><strong>Carbon offset market?<\/strong> Carbon credits are a tradable instrument that allows companies, governments or other organizations to neutralize their overall carbon footprint by financing projects that reduce or remove CO2 from the atmosphere, with one carbon credit representing one ton of CO2 removed.<\/p>\n<p><strong>The partnership with Blue Carbon could mend the damage done to the African country\u2019s <\/strong><strong>carbon market earlier this year:<\/strong> In May, the Zimbabwean government marked all carbon credit agreements \u201cnull and void,\u201d declaring that it would take a 50% cut of revenues from all carbon offsetting projects. The government share of income was later <a href=\"https:\/\/www.reuters.com\/sustainability\/sustainable-finance-reporting\/zimbabwe-take-30-carbon-credit-revenue-2023-08-18\/#:~:text=Environment%20minister%20Mangaliso%20Ndlovu%20moved,move%20that%20surprised%20global%20markets.\">softened to 30%<\/a> in August, and the projects reinstated. However, the move still left a dent in the USD 2 bn global carbon credit market, alarming investors and causing other governments in Malawi and Zambia to consider following suit.<\/p>\n<p><strong>Zimbabwe is Blue Carbon\u2019s fourth foray into Africa this year: <\/strong>The nature-based solutions firm, which was launched in 2022 by the Private Office of Sheikh Ahmed Dalmook Al Maktoum, inked an agreement with the Liberian government <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/a4df67b7-a00f-4308-ad50-d7fe1e3e9ea3\">in March<\/a> to offset greenhouse gas emissions from 10% of Liberia\u2019s land, having also signed partnerships with <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/a4df67b7-a00f-4308-ad50-d7fe1e3e9ea3\">Tanzania and Zambia<\/a> back in February, to conserve some 8 mn hectares of forest land in each country in exchange for carbon credits.<\/p>\n<p><strong>Zimbabwe is the third largest source of carbon credits in Africa, and the 12th largest in the world:<\/strong> In 2022, the country delivered 4 mn carbon credits from various projects, according to <a href=\"https:\/\/carboncredits.com\/zimbabwe-allows-developers-to-keep-more-profits-from-carbon-credits\/#:~:text=Zimbabwe%20is%20the%2012th%20largest,hectares%20of%20forest%20in%20Kariba.\">Carbon Credits<\/a>. The shipment \u2014 the first to be handled by an Indian port \u2014 was imported by Tuticorin Alkali Chemical and Fertilizers (TFL), which is replacing gray ammonia with green ammonia for soda ash production, the statement said, adding that the company plans on importing 2k MT of green ammonia this year.<\/p>\n<p><strong>Egypt has been a key destination for green ammonia exports:<\/strong> OCI and Adnoc joint venture <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/00a88bb9-4713-47e9-b96c-17861b4ab051\">Fertiglobe has signed an MoU<\/a> with trade and logistics firm AD Ports Group to explore partnerships in storing and shipping urea and ammonia at ports in Egypt and the UAE. Fertiglobe has also commissioned its 100 MW green hydrogen plant in Egypt\u2019s Ain Sokhna, which will generate feedstock for green ammonia production once operational in 2024. Amea signed an agreement with the Egyptian government to set up a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/21e4cbfc-0a24-4d67-975b-473caa942243\">1 GW green hydrogen plant<\/a> \u2014 expected to be up and running by 2027 \u2014 on the sidelines of COP27 last November. The approval for Group 1 of the project \u2014 which represents 50% of the plant capacity \u2014 was granted by the Saudi Power Procurement Company (SPPC), according to the disclosure.<\/p>\n<p><strong>About Sudair: <\/strong>The project is set to become one of the largest single-contracted solar PV plants globally and the largest of its kind in Saudi Arabia, according to the <a href=\"https:\/\/acwapower.com\/en\/projects\/sudair-pv-ipp\/\">project\u2019s overview<\/a>. Sudair is the first project under the country\u2019s Public Investment Fund\u2019s (PIF) renewable energy program, and has recorded the second-lowest cost globally for solar PV electricity production at USD 1.239 cents\/kwh.<\/p>\n<p><strong>REMEMBER-<\/strong> A consortium of Acwa Power, PIF\u2019s Badeel, and Saudi Aramco Power Company (SAPCO) established the Sudair One Renewable Energy Company in <a href=\"https:\/\/www.acwapower.com\/news\/acwa-power-announces-financial-close-for-1500-mw-sudair-solar-plant-and-aramco-joining-the-consortium-under-pif-renewables-program\/\">August 2021<\/a>. The SAR 3.4 bn company signed a PPA with the SPPC for 25 years as an offtaker for the 1.5 GW Sudair solar plant, which achieved financial close in the <a href=\"https:\/\/www.acwapower.com\/news\/acwa-power-announces-financial-close-for-1500-mw-sudair-solar-plant-and-aramco-joining-the-consortium-under-pif-renewables-program\/\">same month<\/a> in 2021.<\/p>\n<p><strong>Big benefits:<\/strong> Sudair PV IPP will have the capacity to power 185k households and offset nearly 2.9 mn tons of emissions per year, according to Acwa Power.<\/p>\n<p><strong>The region has been accelerating its approvals of mega-renewable project development:<\/strong> Dubai-based Amea Power received approval from Egypt\u2019s cabinet to expand its existing solar power projects in Aswan by 1 GW, and its Ras Ghareb wind plant by 500 MW, according to a recent <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/pfbid0UCzHb4tNQy9nc9zNiWT8HisxLQTs4PvThdg9VEJPbDw3FY2Z5TFzWLTV1GSCHwwZl\">cabinet statement<\/a>. Amunet \u2014 an Egyptian special purpose vehicle that is 60% owned by Amea Power and 40% owned by Japan\u2019s Sumitomo \u2014 is currently building the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/495ed7aa-bf23-4aa0-adb7-9fd9a0dfc552\">USD 709 mn Ras Ghareb wind farm<\/a> in Egypt with a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b6d061f4-f821-49fa-a177-f80ea15e55e0\">capacity of 505 MW<\/a> and operation start scheduled for 2025. Construction of Amea Power\u2019s 560 MW Abydos solar plant near Kom Ombo in Aswan is also ongoing, and is planned to launch by <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3353d732-aa27-4d6d-95ba-2de58d5edd02\">mid-2024<\/a>. The project will have the capacity of delivering 500 tons of liquid CO2 annually with plans to increase the capacity later on.<\/p>\n<p><strong>About 44.01: <\/strong>The <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/8ce3401c-144f-41ed-ad95-95fd46f06024\">awardwinning<\/a> carbon removal startup started its operations in carbon capture and storage in Oman in August last year and has been expanding its presence in the region. It collaborated with Adnoc and Fujairah on the USD 15 bn <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/13e6008c-9206-4031-bfc2-7ab69bb7771d\">carbon capture and mineralization<\/a> project in Fujairah in January this year. 44.01 is also <a href=\"https:\/\/www.omanobserver.om\/article\/1138917\/business\/economy\/promising-potential-for-direct-air-capture-deployment-in-oman\">collaborating<\/a>with carbon capture specialist <a href=\"https:\/\/climeworks.com\/direct-air-capture?utm_source=googleBrand&utm_medium=cpc&utm_campaign=GS-AO-World-en-Brand&utm_term=climeworks&gclid=CjwKCAjwpJWoBhA8EiwAHZFzfuos-YFlLIUeWMv4ppEaGO4jPGjWmRptJR5Hk-nP7I-14hwiTAiHaxoCAVwQAvD_BwE\">Climatework<\/a>to study the deployment of DAC with storage in peridotite formations in Oman.<\/p>\n<p><strong>Oman is jumping on its potential for large-scale deployment of DAC and sequestration technologies.<\/strong> The Sultanate gained attention for its potential to host large-scale carbon capture projects, according to an International Energy Agency's (IEA) <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/394736bd-d54d-4107-be7c-975689f2d733\/RenewableHydrogenfromOman.pdf\">report (pdf)<\/a> in June. \u201cOman could be well suited for the deployment of DAC technologies. This is because of its abundant solar resources to power the DAC plants and availability of water resources and peridotite formations \u2013 both needed for CO\u2082 mineralization with the goal of carbon removal,\" the report read.<\/p>\n<p><strong>Carbon capture is blooming in the region:<\/strong> Carbon capture and storage investments have been <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f3352e16-c76c-492d-b9eb-103e90ddfe96\">gaining traction<\/a> regionally. Energean, a UK hydrocarbon exploration and production company, also <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/403141d8-0dd1-480a-aa60-a7b5abe97918\">signed an MoU<\/a> with Shell Egypt to study a proposed carbon capture and storage (CCS) project in Egypt in February. Aramco and Maaden also agreed to build sizable CCU facilities last November. The loan for the Changzhi Municipality in Shanxi Province will help finance the USD 665 mn project, according to the statement. Some USD 365 mn in financing will be provided by the Chinese government, beneficiaries, and other sources. The project will see investments in low-carbon and climate-resilient infrastructure, including treated wastewater reuse facilities, new public parks, river rehabilitations, and sustainable transport, according to the statement. It is expected to be completed by 2030.<\/p>\n<p><a id=\"tldr-story-10\" class=\"content-anchor\"><\/a> <strong>Kenya is planning<\/strong><strong> what could be Africa\u2019s largest wind farm: <\/strong>Kenya\u2019s main power producer Kenya Electricity Generating Company (KenGen) is planning a 1 GW wind farm that could be the largest of its kind in Africa, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-09-29\/renewable-energy-champion-kenya-plans-africa-s-biggest-wind-farm\">Bloomberg<\/a> reported on Friday. The partially state-owned company is eyeing debt finance to help cover 75% of the project\u2019s costs, with the remainder funded through equity, it said in emailed statements to Bloomberg. The project will be located near the 310 MW Lake Turkana Wind Power park, which is currently Africa\u2019s largest wind facility.<\/p>\n<p><strong>Already luring some in: <\/strong>The French Development Agency (AFD) is \u201ctaking a close interest\u201d in the Kenyan wind farm, it told Bloomberg. Feasibility studies for the project are being conducted by its consultancy firm Sofreco, it added.<\/p>\n<p><strong>But wait: <\/strong>A <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/866d0721-9205-4641-bcd0-b61100d2abec\">proposed 10 GW project<\/a> by KSA\u2019s Acwa Power in Egypt could crush Kenya\u2019s ambitions to build the continent\u2019s largest wind facility. In July, Acwa Power <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/679f5be5-4fb2-44cc-88e7-cdbecf3f345f\">signed a land allocation agreement<\/a> with Egypt\u2019s Electricity Ministry for its planned mega project in Upper Egypt\u2019s Sohag.
