Let\u2019s jump right in.<\/p>\n<p><strong>THE BIG CLIMATE STORY- <\/strong>Egypt\u2019s Financial Regulatory Authority has established carbon credit verification and certification standards for issuing voluntary carbon certificates as it takes an important regulatory step in setting up Africa\u2019s first voluntary carbon market.<\/p>\n<p><strong>^^ We have all the details on this story and more in the news well, below.<\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- The US\u2019s first offshore wind auction in Gulf of Mexico is here:<\/strong> The US <a href=\"https:\/\/www.doi.gov\/pressreleases\/biden-harris-administration-holds-first-ever-gulf-mexico-offshore-wind-energy-auction\">kicked off<\/a> its first ever offshore wind energy auction for the Gulf of Mexico yesterday as part of the Biden administration\u2019s commitment to deploy 30 GW of offshore wind energy by 2030. The US Interior Department has auctioned off a lease area of 102.4k acres off the coast of Louisiana\u2019s Lake Charles and two areas totalling 200k acres off the shore of Galveston in Texas. RWE won the Lake Charles lease area, which has the capacity to generate c. 1.24 GW of offshore wind capacity and power c. 435.5k homes with clean energy. The two lease areas in Galveston did not receive bids<\/p>\n<p><strong>The auction is getting ink in international press:<\/strong> <a href=\"https:\/\/www.reuters.com\/sustainability\/us-launches-first-offshore-wind-auction-oil-rich-gulf-mexico-2023-08-29\/\">Reuters<\/a> | <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-08-29\/hope-for-offshore-wind-boom-in-gulf-of-mexico-dims-amid-low-bids\">Bloomberg<\/a> | <a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/aug\/29\/us-offshore-wind-lease-sale-gulf-of-mexico\">The Guardian<\/a><\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a><strong>WATCH THIS SPACE - <\/strong><strong>Saudi Arabia\u2019s Acwa Power aims to capture a 50% share of <\/strong><strong>Egypt\u2019s renewables market by 2026<\/strong>, CEO Marco Arcelli told <a href=\"https:\/\/www.dailynewsegypt.com\/2023\/08\/28\/saudi-energy-giant-acwa-power-to-pump-10bn-into-egypts-green-sector-ceo\/\">Daily News Egypt<\/a>. Arcelli explained that a planned <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/61525d65-123b-493b-b8d6-ed7866b82314\">USD 10 bn green investments<\/a> allocated for Egypt will be disbursed within three years. The company has so far invested a total of USD 2.5 bn in Egypt on five projects with a combined capacity of 1.85 GW. Three of the projects are megascale in size and are scheduled for operation in 2026.<\/p>\n<p><strong>A closer look at the megaprojects:<\/strong> Acwa Power is developing a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/031ecccd-f816-4657-ae61-58d9c32a706d\">1.1 GW wind farm in the Gulf<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/031ecccd-f816-4657-ae61-58d9c32a706d\">of Suez<\/a>. The farm has an investment cost of USD 1.5 bn and is set to be one of the largest onshore wind farms in the world and the largest in the Middle East. Acwa Power is also building a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/679f5be5-4fb2-44cc-88e7-cdbecf3f345f\">10 GW wind farm<\/a> in Sohag governorate, for which it signed a land allocation agreement last month. Acwa also owns the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/320d303f-9f12-4b87-b16f-4cbe5615b532\">200 MW Kom Ombo<\/a> solar power plant, which last April got USD 114 mn in backing from a consortium of international lenders led by the European Bank for Reconstruction and Development. The company has minority stakes in three plants in Egypt\u2019s <a href=\"https:\/\/www.eib.org\/attachments\/registers\/65771943.pdf\">1.8 GW Benban solar complex (pdf)<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>DATA POINT-<\/strong><strong> 2022 was the year for cost competitiveness: <\/strong>New renewable energy capacity added since 2000 has helped slash the electricity sector\u2019s fuel bill in 2022 by at least USD 520 bn, according to a <a href=\"https:\/\/www.irena.org\/News\/pressreleases\/2023\/Aug\/Renewables-Competitiveness-Accelerates-Despite-Cost-Inflation\">report<\/a> by the International Renewable Energy Agency (Irena). It said the saving of new capacity additions last year will help lower costs by up to USD 580 bn in non-OECD nations. Renewable energy\u2019s competitiveness benefitted from the fossil fuel price crisis last year, with around 86% \u2014 or 187 GW \u2014 of all newly commissioned capacity having lower costs than fossil fuel-fired electricity, the report notes. The world still needs to add 1k GW of renewable power annually on average until 2030 to keep the global warming threshold within reach, triple those of 2022 levels, Irena\u2019s Director-General Francesco La Camera said.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE DANGER ZONE- <\/strong><strong>Energy-related CO2 emissions will likely double the target set out <\/strong><strong>by the UN in its 2 \u00b0C scenario by 2050<\/strong>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-08-28\/exxon-sees-global-warming-exceeding-2c-limit-as-economies-grow?srnd=green\">Bloomberg<\/a> reports, citing Exxon Mobil\u2019s annual Energy Outlook report. Global emissions are predicted to reach 25 bn metric tons by 2050, more than double the target of 11 bn set by the 2016 Paris Agreement. While this is 25% less than the 34 bn ton peak expected this decade, it remains a long way from what\u2019s required to meet the goals of the 2016 Paris Agreement, Bloomberg writes. Two accreditation certificates and proof of professional competence are also required, the statement outlined. According to the regulation, unregistered entities are not permitted to carry out any verification or approval for carbon removal projects and cannot list or trade carbon certificates on the Egyptian stock exchange.<\/p>\n<p><strong>Foreign carbon removal certification bodies can also set up shop in Egypt:<\/strong> Registration is also open for foreign entities under the condition that they are internationally recognized in accordance with the UN regulations, have at least three projects previously registered in international voluntary carbon registers, and the team carrying out the verification work must include at least one Egyptian specialized in the sector. The regulator is also drawing up a list of local and foreign organizations capable of verifying and approving carbon credits.<\/p>\n<p><strong>Certificates registered abroad can be traded in Egypt:<\/strong> Organizations with carbon reduction certificates issued abroad would have to notify the authority of the certifications in the event they wish to trade these certificates inside Egypt. The organization would also have to be recognized by the UN.<\/p>\n<p><strong>In case of violations:<\/strong> In the event that the certifying body does not adhere to the regulator\u2019s criteria, the FRA will first issue a warning and will specify a time period for reversing course. If the violation continues, the authority can temporarily suspend registration for a maximum of six months or remove the body entirely with the possibility of re-registering after at least one year.<\/p>\n<p><strong>Who\u2019s behind the new regulations?<\/strong> The new rules were prepared under a proposal submitted by the Carbon Emissions Reductions Supervisory and Monitoring Committee, whose membership includes representatives of Egypt\u2019s environment ministry, the Egyptian Stock Exchange, and other experts.<\/p>\n<p><strong>Background: <\/strong>The EGX announced it would set up Africa\u2019s first voluntary carbon market <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f2d24668-bf4a-49e8-8e5a-5ec23423b2aa\">last year<\/a>. The market will allow companies in Egypt and Africa working on emissions-reducing projects to sell certified carbon credits, which can then be bought by other companies wanting to offset their emissions. The bourse is partnering with the Agricultural Bank of Egypt and Enara Group\u2019s Libra Capital to establish Libra Carbon, an Egyptian company that will develop, manage, and issue carbon certificates.<\/p>\n<p><strong>REMEMBER-<\/strong> The FRA formed a committee to supervise and regulate the country\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/facb23b0-ce8f-482b-98b6-c5ded1a74b26\">soon-to-be launched<\/a> voluntary carbon market <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/718135b9-1d1d-4ab7-9107-02e2be931079\">last April<\/a>. The new regulator's mandate includes establishing a rulebook outlining the requirements for issuing carbon credits, mapping out the greenhouse gas disclosure schemes companies would have to follow to verify their carbon output, and setting out the criteria for selecting verified carbon crediting bodies. UAE renewables developer Amea Power signed a power purchase agreement with Djibouti\u2019s national utility company Electricit\u00e9 de Djibouti to develop a 25 MW solar and battery project located south of the country\u2019s capital, according to a <a href=\"https:\/\/www.ameapower.com\/amea-power-expands-its-presence-in-east-africa-by-signing-a-power-purchase-agreement-with-electricite-de-djibouti-for-a-25mw-solar-pv-plant-with-battery-storage\/\">statement<\/a>. The will supply 55 GWh of clean energy annually and the Sovereign Fund of Djibouti will be a minority shareholder in the project. Under the agreement, Amea will commit to supplying electricity from the solar farm to Electricit\u00e9 de Djibouti for 25 years.<\/p>\n<p><strong>AMEA Power has been looking to Africa for investments:<\/strong> Amea Power will build a USD 120 mn, 120 MW <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/950fb22b-f4c9-4cf6-8bab-ccca06252428\">solar energy plant in South Africa<\/a>, a 560 MW solar plant and 505 MW <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3353d732-aa27-4d6d-95ba-2de58d5edd02\">wind farm in Egypt<\/a>, and a new 50 MW <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/2883848f-6efd-4305-8f0a-4d3485c9ec4c\">solar power plant in Ivory Coast<\/a>. Amea Power has solar projects in <a href=\"https:\/\/ameapower.com\/320-2-2\/\">Burkina Faso<\/a> and <a href=\"https:\/\/www.afrik21.africa\/en\/mali-amea-power-to-build-a-50-mw-solar-power-plant\/\">Mali<\/a>. It also added 20 MW of capacity to its existing solar project in Togo reaching a generation capacity of 70 MW <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/fe89e3e0-7465-41bb-a6dc-2fe5697fe16c\">last November<\/a>.<\/p>\n<p><strong>Over in MENA, Jordan launched operations for a 24 MW solar farm which will power the <\/strong><strong>capital\u2019s Disi Water Conveyance Project in Amman<\/strong>, <a href=\"https:\/\/bit.ly\/45KLa5N\">Al Mamlakah<\/a> reports. The solar farm \u2014 developed by China\u2019s Sepco under a USD <a href=\"https:\/\/www.ebrd.com\/news\/2023\/ebrd-and-eu-upgrade-wastewater-sector-in-jordan.html\">EUR 30 mn loan<\/a> by the European Bank for Reconstruction and Development \u2014 marks the first solar-powered water pumping project in the kingdom. The plant is expected to produce up to 79 MWh of clean energy in the first year of operations and pump <a href=\"https:\/\/www.meed.com\/disi-water-conveyance-project\">100 mn cubic meters<\/a> of water annually from the Disi aquifer beneath the desert in southern Jordan and northwestern Saudi Arabia.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Oman welcomes new tyre recycling plant:<\/strong> Oman\u2019s International Recycling Company inaugurated a new tyre recycling facility worth OMR 1.3 mn (c. USD 3.4) in Al Batinah North Governorate, <a href=\"https:\/\/www.omannews.gov.om\/topics\/ar\/7\/show\/422172\/ona\">Oman News Agency<\/a> reports. The facility will have a production capacity of processing 6k metric tons of discarded tyres annually, according to company officials. The factory has been equipped with the latest technologies to minimize waste, preserve resources and limit tyres\u2019 negative environmental impact.<\/p>\n<p><strong>Some are seeing potential in tyres recycling in Oman:<\/strong> India\u2019s top tyre recycling Tinna Rubber <a href=\"https:\/\/www.tyreandrubberrecycling.com\/articles\/news\/tinna-rubber-expands-in-oman-builds-new-site-near-mumbai\/\">recently announced<\/a> it is acquiring a majority stake in an Oman based tyre recycling operation. The new Oman subsidiary\u2014 which will operate as Global Recycle\u2014 would see a pilot project capacity of 10k metric tons of tyres annually. Separately, a pact was <a href=\"https:\/\/www.omanobserver.om\/article\/1121436\/business\/pact-signed-for-first-of-its-kind-ro-83m-tyre-recycling-project-in-sur\">signed last year<\/a> between Sur Industrial City and Al Fairouz Projects and Investments, to set up a project turning used automotive tyres into rubber power for biofuel production and others.<\/p>\n<hr class=\"grey-line\">\n<p><strong>China and MENA partner to combat desertification: <\/strong>China and the Arab League across MENA signed an agreement to establish a research center with the purpose of tackling drought and desertification across MENA, Chinese news outlet <a href=\"https:\/\/www.globaltimes.cn\/page\/202308\/1297112.shtml\">Global Times<\/a> reports. The China-Arab International Research Centre for Drought, Desertification, and Land Degradation will leverage Chinese tech and know-how to greenify GCC countries and launch reforestation programmes to support the kingdom\u2019s target to plant 10 bn trees under its Saudi Green Initiative.
