the era <\/strong><strong>of global boiling has arrived,\u201d<\/strong> UN Secretary General Antonio Guterres <a href=\"https:\/\/news.un.org\/en\/story\/2023\/07\/1139162\">warned<\/a> on Thursday following confirmation by the EU and the World Meteorological Organization that July is on track to be the <a href=\"https:\/\/public.wmo.int\/en\/media\/press-release\/july-2023-set-be-hottest-month-record\">hottest month on record<\/a>. Guterres\u2019 remarks sparked concern over the usage of the term \u201cglobal boiling,\u201d with <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2023\/07\/29\/un-what-is-global-boiling\/\">researchers cautioning<\/a> against mistaking sensational wording for scientific terminology. His statement <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/8761c2aa-85d0-4cc3-865b-f893c304af0d\">follows historic temperatures<\/a> recorded last week, which saw the average global temperature climb to 17.18\u00b0C. The daily average temperature for the seven-day period ending on Wednesday last week was estimated at 0.04\u00b0C higher than any week in the 44 years since records began.<\/p>\n<p><strong>THE BIG CLIMATE STORIES-<\/strong> Saudi Arabia\u2019s Manara \u2014 a recently established JV between Saudi Arabia\u2019s sovereign wealth fund the Public Investment Fund and state-owned mining company Ma\u2019aden \u2014 will acquire a 10% stake in Brazilian miner Vale\u2019s base metals unit. Closer to home, Swiss renewable power group Smartenergy are in talks to set up a USD 1 bn green hydrogen project in Egypt with agreements set to be signed in 4Q 2023.<\/p>\n<p><strong>^^ We have more details on these stories and much more in the news well, below. <\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- China on full alert for <\/strong><strong>Doksuri-related flooding:<\/strong> China\u2019s central government has asked officials in the capital and other regions in the north to brace for potential floods from the remnants of <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/ccccd3fd-f9aa-438c-9370-012225d562d3\">Typhoon Doksuri<\/a>. Flood control officials raised their emergency response order to level two for Beijing and Tianjin yesterday along with the provinces of Hebei, Shanxi and Henan, warning the situation in northern regions was \u201cextremely severe and complex\u201d due to heavy rains and the poor discharge capacity of rivers in the area. Over 20.5k people in the capital of Hebei were evacuated, with thousands also evacuated in Beijing. Though downgraded from a typhoon, Doksuri remains one of the strongest storms to hit China in years. It hit China on Friday after ripping through Philippines and Taiwan, affecting the Fujian province and coastal areas. As of Saturday, it has affected 1.46 mn people in Fujian with over CNY 3.1 bn (USD 430 mn) in direct economic losses.<\/p>\n<p><strong>The warning grabbed headlines in the international press:<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-07-30\/china-upgrades-flood-warning-for-beijing-other-northern-areas?srnd=premium-middle-east\">Bloomberg<\/a> | <a href=\"https:\/\/www.reuters.com\/markets\/asia\/northern-china-faces-doksuri-floods-south-mops-up-storm-2023-07-30\/\">Reuters<\/a> | <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jul\/29\/typhoon-doksuri-thousands-evacuated-from-beijing-as-storm-hits-northern-china\">The Guardian<\/a> | <a href=\"https:\/\/apnews.com\/article\/typhoon-doksuri-landfall-china-cfdad6105e4c99953360b8ac91ee81ee\">The Associated Press<\/a> | <a href=\"https:\/\/www.cnn.com\/2023\/07\/29\/asia\/typhoon-doksuri-north-china-intl\/index.html\">CNN<\/a><\/p>\n<hr class=\"grey-line\">\n<p><strong>OVER IN COPLAND- G20 should do more on energy transition at COP28: <\/strong>G20 countries must show clear signals of their commitment for energy transition at the upcoming summit, COP28 President-Designate Sultan Al Jaber and UN Climate Chief Simon Stiell said in a <a href=\"https:\/\/unfccc.int\/news\/simon-stiell-dr-sultan-al-jaber-leadership-by-the-g20-is-indispensable\">joint statement<\/a> last Thursday. \u201cWe must leave Chennai on the right path and with a clear signal that the political will to tackle the climate crisis is there,\u201d they said, as climate ministers from the G20 left India a week earlier <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/65d9a591-8b2c-40c4-ae42-d5768511e143\">failing to reach a consensus<\/a> on a fossil fuel phase-down. Al Jaber and Stiell called on the G20 \u201cto lead the way on the basis of both science and equity, laying the path to a strong and credible outcome that provides developing countries with the basis to undertake a just transition\u201d during COP28. The duo also said they aim to define a global goal on adaptation during the summit and kickstart operations on COP27\u2019s <a href=\"https:\/\/climate.enterprise.press\/issues\/2022\/11\/21\/cop27-lands-landmark-usd-100-bn-loss-damage-fund\/#tldr-story-01\">landmark loss and damage fund<\/a>.<\/p>\n<p><strong>ALSO- The G20 is under pressure to commit to coal phase out:<\/strong> Western governments including the UK and Canada have signed an open letter urging the G20 to live up to its commitment to clamp down on the construction of unabated coal plants, as China continues to mine record amounts of the heavily polluting fuel, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-07-27\/coal-plant-moratorium-pushed-by-uk-canada-in-letter-to-g20\">Bloomberg<\/a>reported on Thursday. The letter by the Powering Past Coal Alliance refers to pledges made in the Glasgow Climate Pact that aim to end the construction of new unabated coal power plants, which could undermine efforts to stay under the 1.5\u00b0C climate warming threshold. China\u2019s new coal plants accounted for over half of global additions last year, causing a net increase in the global coal fleet of 19.5 GW, according to data cited by Bloomberg from the Global Energy Monitors and others.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #1- The EU is lowering carbon market cap to reduce emissions: <\/strong>The European Union is set to cut the number of permits added to its carbon market as it follows through with reforms approved last year to ensure greenhouse gas emissions are gradually reduced, the European Commission said, <a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/eu-squeeze-carbon-market-cap-2024-new-climate-policies-kick-2023-07-28\/\">Reuters<\/a> reported on Friday. The Commission said that it intends to cut CO2 permits in 2024 to c.1.39 bn, down from c.1.49 bn permits last year. Analysts say carbon prices will rise in the coming years as companies vie over a smaller supply of permits as the cap is lowered every year. The EU will push ships to buy CO2 permits for the first time next year, including a supply of 78.4 mn CO2 permits to bring the shipping sector into the fold, the Commission added.<\/p>\n<p><strong>ALSO- The<\/strong> <strong>EU wants to facilitate adaptation policy for member states:<\/strong> The European Commission (EC) has adopted a new set of guidelines aimed at helping member states update and implement its climate adaptation strategies, plans, and policies, according to a <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/mex_23_4008\">statement<\/a> released last week. The EC wants to help member states adopt a \u201cwhole-government approach to climate adaptation policy-making by way of multilevel coordination and mainstreaming, both horizontally at all levels of sub-national authorities,\u201d the statement added. The regulation is expected to help EU countries upgrade their preparation strategies in the face of extreme heat waves, droughts, forest fires, and rising sea levels <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/2a0803b0-c5b7-40b1-8b8c-6250216848e1\">currently devastating the continent<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #2- AXA won\u2019t cover new gas fields starting 2025: <\/strong>France-based ins. giant AXA says it will stop issuing new stand-alone site-specific ins. policies for gas greenfield exploration and development projects beginning from 1 September, 2025, <a href=\"https:\/\/www.reuters.com\/sustainability\/sustainable-finance-reporting\/axa-says-it-will-stop-insuring-new-gas-fields-2025-2023-07-28\/\">Reuters<\/a> reported on Friday. Critics argue that AXA created a loophole and will still grant exemptions to companies with climate transition plans in place, the newswire adds. The latest move by the French firm is part of a widespread shift of ins. firms tightening coverage for fossil fuels explorations in a bid to meet emissions reductions targets and net zero pledges before 2050.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>WATCH THIS SPACE #3- Germany is going to need a lot of green hydrogen <\/strong><strong>imports: <\/strong>Germany is turning to hydrogen-exporting allies as it looks to import up to 70% of its hydrogen needs to become climate-neutral by 2045, <a href=\"https:\/\/www.reuters.com\/business\/energy\/german-cabinet-approves-updated-national-hydrogen-strategy-2023-07-26\/\">Reuters<\/a> reported last week, citing a document it has seen. Despite doubling the country\u2019s electrolysis capacity target to at least 10 GW for 2030, Germany will still need to import around 50% to 70% of its hydrogen to meet demand \u2014 which is estimated to be between 95 to 130 TWh in 2030. \u201cA domestic supply that fully covers demand does not make economic sense or serve the transformation processes resulting from the energy transition as a whole,\u201d the strategy document said. The government is working on a separate strategy for hydrogen imports with no clear timeline currently, a spokesperson for the country\u2019s Economy Ministry said.<\/p>\n<p><strong>What does this mean for us? <\/strong>Germany has already signed a number of hydrogen cooperation agreements with several countries, <a href=\"https:\/\/www.bmwk.de\/Redaktion\/EN\/Pressemitteilungen\/2022\/03\/20220321-federal-minister-robert-habeck-expand-cooperation-on-hydrogen-with-united-arab-emirates.html\">including the UAE<\/a>. The agreements include four hydrogen cooperation projects and a research cooperation project. Germany also plans to import green ammonia from Saudi Arabia through a <a href=\"https:\/\/www.mabanaft.com\/en\/news-info\/current-news-and-press-releases\/news-detail\/air-products-and-mabanaft-plan-to-build-large-scale-green-energy-import-terminal-in-hamburg\/\">green energy import terminal<\/a> starting 2026. The first test blue ammonia shipment <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/af478392-b4e6-45f5-912f-3d4445011463\">arrived on German shores<\/a> from the UAE last October, with mining company Aurubis receiving 13 tons of blue ammonia from state oil giant Adnoc.<\/p>\n<hr class=\"grey-line\">\n<p><strong>DATA POINT- Climate litigation has more than doubled since 2017:<\/strong> North of 2.1k climate change-related lawsuits were filed as of 2022 \u2014 more than twice the 884 cases recorded in 2017, according to a <a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/43008\/global_climate_litigation_report_2023.pdf\">report (pdf)<\/a> by the UN Environment Program (UNEP) and Columbia University. The US recorded the majority of climate court cases with 1.5k suits filed. Developing countries accounted for 17%, with Brazil and Indonesia taking the lead for emerging markets.<\/p>\n<p><strong>REMEMBER-<\/strong> The UN General Assembly passed a historic resolution by consensus <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/880a6bfd-11d7-4c5a-9482-6287765a2ddf\">in March<\/a> asking the International Court of Justice (ICJ) to weigh in on the obligations of states in combating climate change, pushing countries to take stronger measures. href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/12ddae5d-d53a-4521-8749-3aaf57584946\">established JV<\/a> between Saudi Arabia\u2019s sovereign wealth fund the Public Investment Fund (PIF) and state-owned mining company Ma\u2019aden \u2014 will acquire a 10% stake in Brazilian miner Vale\u2019s base metals unit at an enterprise value of USD 26 bn, it said in a <a href=\"https:\/\/tinyurl.com\/j7txsem3\">disclosure to Tadawul<\/a> yesterday. The move comes under the kingdom\u2019s bid to play a leading role in the global energy transition supply chains.<\/p>\n<p><strong>The details: <\/strong>The completion of the transaction, which will be financed through Ma\u2019aden\u2019s own resources, is subject to regulatory approval and other customary conditions. It is expected to close in 1Q 2024. The bid by the Saudis <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3568d992-3c1b-40d3-9bd4-c0076b4ed0a4\">beat other bidders<\/a> vying for the minority stake, which included Japan\u2019s Mitsui & Co and the Qatar Investment Authority, Bloomberg reported last month.<\/p>\n<p><strong>Why is this important? <\/strong>The investment and acquisition will play a key role in helping Manara boost the production of copper and nickel \u2014 critical minerals for EV and battery storage production \u2014 across its asset portfolio, the statement notes. Vale has projects in key areas for mining energy transition materials including Canada, Brazil and Indonesia, the statement adds.<\/p>\n<p><strong>And that\u2019s not all from Vale:<\/strong> Separately, Vale said it has entered into a binding agreement with US investment firm <a href=\"https:\/\/engine1.com\/\">Engine No. 1<\/a> which will see the latter acquire a 3% stake in the energy transition metals business, Vale said in a <a href=\"https:\/\/www.vale.com\/w\/vale-announces-strategic-partnership-with-manara-minerals-and-engine-no-1-to-accelerate-growth-of-energy-transition-metals-business\/-\/categories\/1968806\">statement<\/a> on Thursday.<\/p>\n<p><strong>Where the money is going<\/strong><strong>:<\/strong> The funds will be poured into Vale\u2019s basic metals unit\u2019s USD 25-30 bn capital program over the next decade, according to the statement from Vale. The program will help boost its production capacity from 350 kt\/year to 900 kt\/year in copper and 175 kt\/year to over 300 kt\/year for nickel, it added.<\/p>\n<p><strong>Ma\u2019aden has been busy:<\/strong> The Saudi mining giant and US mineral development company Ivanhoe Electric <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e4f64ffe-727b-42de-8900-79d496633270\">recently finalized<\/a> setting up an exploration JV in Saudi Arabia. Under transactions <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/12ddae5d-d53a-4521-8749-3aaf57584946\">announced earlier this year<\/a>, Ma\u2019aden has poured in USD 127.1 mn in Ivanhoe Electric to snap up a 9.9% stake in the company.<\/p>\n<p><strong>The Saudis are going big with energy transition metals:<\/strong> Saudi Arabia aims to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/12ddae5d-d53a-4521-8749-3aaf57584946\">become a<\/a><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/12ddae5d-d53a-4521-8749-3aaf57584946\">global hub for green metals<\/a> critical for the energy transition under efforts to diversify its economy away from oil. This includes significant amounts of uranium and titanium discovered in the country, according to officials. The news was first reported by <a href=\"https:\/\/english.aawsat.com\/business\/4455556-swiss-firm-allocate-1-bln-green-hydrogen-production-egypt\">Asharq Alawsat<\/a>, with Smartenergy\u2019s Chief Financial Officer Ren\u00e9 Cotting confirming the firm is close to signing the agreement with Egypt without providing further details about the project or its timeline.<\/p>\n<p><strong>This would be the firm\u2019s first project outside of Europe:<\/strong> Founded in 2011, Smartenergy invests in solar, wind, and hydrogen projects in Switzerland, Germany, Italy, Spain and Portugal. The company focuses on late stage development, ready-to-build, and operational assets, according to its <a href=\"https:\/\/www.smartenergy.net\/\">website<\/a>.<\/p>\n<p><strong>REMEMBER- Egypt is seeing a green hydrogen bonanza:<\/strong> The Egyptian government signed <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f8d7402-6d05-4eae-b3b0-b5bb811be7ab\">several framework agreements during COP27<\/a> with foreign companies to construct several green hydrogen and ammonia facilities in the SCZone. The facilities would cost a combined USD 83 bn and collectively produce up to 7.6 mn tons of green ammonia and 2.7 mn tons of hydrogen a year. Activation of the Boujdour wind farm brings the number of operational wind farms in the country to 17.<\/p>\n<p><strong>The details:<\/strong> The wind farm \u2014 estimated to have cost MAD 3.9 bn (c.USD 401.4 mn) \u2014 is expected to generate 1.59 GWh of clean energy and offset some 1.1 mn tons of carbon emissions annually. ONEE will offtake the power generated by the energy plant under a PPA at one of the world\u2019s lowest tariffs, the statement notes, without disclosing the price.<\/p>\n<p><strong>That\u2019s not all:<\/strong> ONEE also announced the commissioning of the Boujdour II 400\/225 kV transformer station which aims to improve the electricity transmission capacity from renewable energy projects to the power grid of southern Morocco, according to the statement.<\/p>\n<p><strong>Keeping the supply chain local: <\/strong>Siemens Wind Power \u2014 the exclusive supplier of wind turbines for the project \u2014 manufactured a large part of the wind turbine components locally at its <a href=\"http:\/\/www.mcinet.gov.ma\/en\/content\/siemens-gamesa-opened-first-plant-manufacturing-wind-turbine-blades-africa-and-middle-east\">Tangier blade production plant<\/a>, according to a separate <a href=\"https:\/\/www.nareva.ma\/en\/project\/integrated-wind-project-850-mw\">statement<\/a>.<\/p>\n<p><strong>Boujdour is part of a much larger plan:<\/strong> The wind farm is part of NEGP\u2019s <a href=\"https:\/\/www.nareva.ma\/en\/project\/integrated-wind-project-850-mw\">850 MW Integrated<\/a><a href=\"https:\/\/www.nareva.ma\/en\/project\/integrated-wind-project-850-mw\">Wind Project<\/a> (IWP) which seeks to deploy an additional 100 MW from the onshore <a href=\"https:\/\/www.mem.gov.ma\/Pages\/secteur.aspx?e=2&sprj=142\">Tiskrad wind farm<\/a> in Laayoune and 270 MW from the <a href=\"https:\/\/www.mem.gov.ma\/Pages\/secteur.aspx?e=2&sprj=140\">Jbel Lahdid<\/a> onshore wind farm in Essaouira. The Tiskrad wind farm \u2014 estimated to cost MAD 1.8 bn (c. USD 185.2 mn) \u2014 is expected to begin commissioning in 2024. The Jbel Lahdid wind farm is estimated to cost MAD 2.6 bn (c. USD 267 mn) and should begin commissioning this year. In 2020, NEGP kicked off operations on IWP\u2019s first project, the MAD 2.5 bn (c. USD 257.3 mn) <a href=\"https:\/\/www.enelgreenpower.com\/media\/press\/2018\/11\/enel-green-power-and-nareva-sign-all-financing-agreements-to-start-construction-of-180-mw-midelt-wind-farm-in-morocco\">180 MW Midelt wind farm<\/a>.<\/p>\n<p><strong>Morocco has big renewables targets: <\/strong>Morocco wants renewable energy to account for <a href=\"https:\/\/www.statista.com\/statistics\/1360319\/renewable-capacity-target-as-share-of-energy-production-in-morocco\/#:~:text=The%20government%20of%20Morocco's%2520renewable,and%252070%2520percent%2520in%25202040.\">80%<\/a><a href=\"https:\/\/www.statista.com\/statistics\/1360319\/renewable-capacity-target-as-share-of-energy-production-in-morocco\/#:~:text=The%20government%20of%20Morocco's%2520renewable,and%252070%2520percent%2520in%25202040.\">of its total power generation<\/a> by 2050. Its revenues were up by 8.6% y-o-y during the three months ending in June, recording AED 604 mn.<\/p>\n<p><strong>A solid first half:<\/strong> Tabreed reported a 60.7% y-o-y rise in net income in the first half of the year to AED 386.4 mn on the back of new customers and projects, its <a href=\"https:\/\/feeds.dfm.ae\/documents\/\/2023\/Jul\/28\/a3e5458a-c06c-4634-ab6b-71923c2e5c95\/TABREED_PR_E_28_07_2023.pdf\">earnings release (pdf)<\/a> showed. Its revenues were up 9.4% y-o-y in 1H 2023 to a little over AED 1 bn, it added.<\/p>\n<p><strong>Driving the success: <\/strong>Tabreed said new customers and projects were added during the first six months of the year, including the commissioning of a new plant in UAE and two new plants in Saudi Arabia. It also delivered 33.4k refrigeration tons in the UAE, Bahrain, Oman, and Saudi Arabia, raising its total connected capacity to 1.3 mn RT.<\/p>\n<p><strong>And one sealed int\u2019l expansion:<\/strong> The first half of the year also saw Tabreed expand its international footprint by making a grand entry in India <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/05ca2fd9-0e73-4e69-b58a-41d22ecd7233\">under a partnership in May<\/a> with Tata Realty and Infrastructure Limited.
