Shall we?<\/p>\n<p><strong>THE BIG CLIMATE STORIES- <\/strong>The Egyptian government has received an offer from Denmark's global shipping bellwether Maersk for the acquisition of the state-owned 545 MW Zafarana wind farm, less than a week after UK private equity giant Actis threw its hat in the ring to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/52d66aae-fd63-45b8-8338-8198fde6f651\">acquire the Gabal El Zeit wind farm<\/a>. Also, Saudi renewables developer Acwa Power has signed financing agreements for the SAR 8.3 bn (USD 2.2 bn) Al Shuaibah 1 and Al Shuaibah 2 solar PV projects.<\/p>\n<p><strong>^^ We have more details on these stories and more in the news well, below. <\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- A push to revive stalled US-China <\/strong><strong>climate talks:<\/strong> US Climate Envoy John Kerry arrived China yesterday for a three-day visit that aims to restart climate talks between the world\u2019s top greenhouse gas emitters despite a diplomatic row over other issues, including trade disputes and military tensions. In a climate-focused meeting in Brussels co-hosted by the European Commission, Al Jaber said delegates should outline targets to triple renewables capacity and double hydrogen production by 2030. He said a phasedown of fossil fuels was \u201cinevitable\u201d and \u201cessential,\u201d adding that companies must \u201cattack all emissions\u201d including Scopes 1, 2, and 3, which focus on direct and indirect emissions.<\/p>\n<p><strong>Some are singing the same tune:<\/strong> Several countries led by Germany and Canada have called on the UAE to focus on the phaseout of all unabated fossil fuels, <a href=\"https:\/\/www.ft.com\/content\/07c19641-7214-4000-84a4-6bf0194505f6\">The Financial Times<\/a> reported on Thursday. They warned that the world was seeing \u201ccatastrophic human, environmental and economic losses\u201d without an urgent intervention. \u201cIn the face of killer heatwaves, raging wildfires and torrential floods, we must all do more, faster to mitigate and adapt to the climate crisis,\u201d the environment ministers said in their letter. They said a landmark loss and damage fund agreed in COP27 last year in Egypt needs to be up and running, they said.<\/p>\n<p><strong>Not everyone is on board just yet:<\/strong> \u201cThere\u2019s a large number of other countries that are not yet on board,\u201d COP28 Director-General Majid Al Suwaidi told Bloomberg. \u201cThere\u2019s a lot of debate over whether a timeline is useful, or even realistic,\u201d Al Suwaidi added. His statements come amid concerns of a lack of consensus on a phaseout of fossil fuels at COP28 after top oil producers like Saudi Arabia blocked the effort at COP27 last year.<\/p>\n<p><strong>Everyone will be feeling the pressure: <\/strong>Countries participating in COP28 this year must face how they\u2019re falling behind climate change targets and agree on a plan to get on course, <a href=\"https:\/\/www.reuters.com\/business\/environment\/governments-need-raise-climate-targets-by-september-cop28-president-says-2023-07-13\/\">Reuters<\/a> quotes Al Jaber as saying. \u201cWe must be brutally honest about the gaps that need to be filled, the root causes and how we got to this place here today,\u201d he told the event in Brussels. \u201cThen we must apply a far-reaching, forward-looking, action-oriented and comprehensive response to address these gaps practically.\u201d<\/p>\n<p><strong>ALSO- Climate reparations is a big no for the US:<\/strong> The US will not pay climate reparations to developing nations impacted by climate-driven disasters, <a href=\"https:\/\/www.reuters.com\/world\/us\/us-under-no-circumstances-will-pay-into-loss-damage-fund-kerry-2023-07-13\/\">Reuters<\/a> reported on Thursday, citing statements by US Special Envoy on Climate Change John Kerry. \u201cNo, under no circumstances,\u201d he said during a hearing on the US State Department's climate agenda. The US is among one of the main backers of the loss and damage fund, which does not yet have a mechanism on who should be paying into the fund or how funds would be disbursed to developing countries.<\/p>\n<p><strong>And another big no:<\/strong> Abatement technologies that include carbon capture and storage (CCS) should not replace necessary fossil fuel cuts, the EU and several countries said in a statement seen by <a href=\"https:\/\/www.reuters.com\/sustainability\/climate-energy\/countries-warn-against-over-reliance-carbon-capture-tech-2023-07-14\/\">Reuters<\/a>. \u201cAbatement technologies must not be used to green-light continued fossil fuel expansion,\u201d said the statement by the EU and 17 countries including Germany, France, and climate-vulnerable island states. They said that such technologies \u201cmust be considered in the context of steps to phase out fossil fuel use, and should be recognised as having a minimal role to play in the decarbonization of the energy sector.\u201d<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>WATCH THIS SPACE #1- KSA will reportedly sign a joint investment agreement <\/strong><strong>with Japan to develop minerals critical to the energy transition<\/strong>, <a href=\"https:\/\/www.reuters.com\/sustainability\/japan-saudi-arabia-set-agree-rare-earth-resources-joint-development-nikkei-2023-07-15\/\">Reuters<\/a> reported on Saturday, citing Japanese financial newspaper <a href=\"https:\/\/asia.nikkei.com\/Business\/Energy\/Japan-to-team-with-Saudi-Arabia-on-joint-ammonia-production\">Nikkei<\/a>. The agreement will be signed during Prime Minister Fumio Kishida's visit to the region, which officially kicked off yesterday. Japan also plans to support Saudi Arabia\u2019s development of copper, iron and zinc \u2014 minerals that are <a href=\"https:\/\/www.iea.org\/reports\/the-role-of-critical-minerals-in-clean-energy-transitions\/mineral-requirements-for-clean-energy-transitions\">essential<\/a> for EV and battery storage production. Partnerships to exchange technologies needed for the energy transition will also be discussed during Kishida\u2019s visit, a senior Japanese Foreign Ministry official told reporters last week. Other potential investments in mining will be discussed during a roundtable discussion between the two countries, <a href=\"https:\/\/english.aawsat.com\/business\/4435196-riyadh-tokyo-sign-agreements-and-mous-several-sectors\">Asharq Al Awsat<\/a> reported.<\/p>\n<p><strong>REMEMBER- KSA is betting big on critical mineral exploration: <\/strong>The kingdom is looking to unlock an estimated <a href=\"https:\/\/www.google.com\/url?q=https:\/\/press.us9.list-manage.com\/track\/click?u%3D3f7bc576715ca1a70edef2788%26id%3D9086037b2c%26e%3D05dac286dc&source=gmail&ust=1689577165695000&usg=AOvVaw0Kt24V5RSGLDWYjQts90OH\">USD 1.3 tn in mineral reserves<\/a> and aims to become a global hub for metals and minerals needed in the energy transition. It says it also has large untapped reserves of metals \u2014 including copper, zinc, phosphate, and gold \u2014 and it <a href=\"https:\/\/www.google.com\/url?q=https:\/\/press.us9.list-manage.com\/track\/click?u%3D3f7bc576715ca1a70edef2788%26id%3D0877ccdd11%26e%3D05dac286dc&source=gmail&ust=1689577165695000&usg=AOvVaw1PCaCZvq8Ah6YzYhwSy9vI\">plans to attract<\/a> some USD 32 bn in investments in its mining and mineral sector and award more than a dozen mining exploration licenses to international investors.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #2- Iraq is close to selecting a developer for a new 700 MW <\/strong><strong>solar energy project<\/strong>, Iraq\u2019s Electricity Minister Ziad Ali Fadel told <a href=\"https:\/\/bit.ly\/3XPWACF\">Baghdad Today<\/a> on Thursday. He said the government plans to approve the contract tomorrow, without providing details about the project or the company that will be awarded the project. Fadel said the last contract awarded by Iraq was for the 750 MW solar plant with PowerChina <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4cb6c5d6-8027-40fa-94b4-9e7a90d35592\">last month<\/a>.<\/p>\n<p><strong>REMEMBER\u2013<\/strong> <strong>Iraq has a 2023 renewables plan:<\/strong> Iraq wants to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/ba8eda2d-277a-4ae1-90a0-5024f8065980\">produce 5 GW of solar power<\/a> in 2023. The country signed solar power agreements over the past two years with several companies, lining up a total generation capacity of 7.5 GW.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #3- Egypt\u2019s NWFE is getting love from the EIB:<\/strong> The European Investment Bank (EIB) plans to commit EUR 4 bn in funding for development projects in Egypt until 2030 under the government\u2019s flagship Nexus for Water, Food and Energy (NWFE) climate adaptation program, International Cooperation Minister Rania Al Mashat said <a href=\"https:\/\/bit.ly\/3PUUuz9\">last week<\/a> in a virtual speech at the EIB MED Conference. She did not provide details about the projects that could be benefiting from these funds.<\/p>\n<p><strong>About NWFE: <\/strong>The Egyptian International Cooperation Ministry\u2019s program aims to raise blended finance for nine climate adaptation and renewables projects <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/36ebb942-7c81-44fa-84b3-8ccff63bea5c\">worth a combined USD 15 bn<\/a>. These include a massive energy project worth US 10 bn, five projects in agriculture and food security, and three in irrigation and water resources. the state-owned 545 MW <a href=\"http:\/\/www.nrea.gov.eg\/Technology\/WindStations\">Zafarana wind farm<\/a>, a government source told Enterprise Climate. The global shipping giant is reportedly looking to acquire the farm to use the generated renewable energy to support its own green hydrogen projects, they said. The news was first reported by <a href=\"https:\/\/bit.ly\/3OhTCDu\">Al Mal<\/a>.<\/p>\n<p><strong>What we know:<\/strong> The Egyptian government, the Sovereign Fund of Egypt (SFE) and the country\u2019s Electricity Minister were currently studying the presented offer, Al Mal quotes its sources as saying. They are also assessing assets related to its leading state-owned 580 MW Gabal El Zeit wind farm and Zafarana wind farm after receiving acquisition bids from global unnamed investors.<\/p>\n<p><strong>REMEMBER- <\/strong>Gabal El Zeit and Zafarana were included in the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a94808c5-7a0c-4027-a786-804f2dc35954\">list of 32 companies and assets<\/a> earmarked for privatization announced by the government earlier this year. The farms have attracted <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/860a3d68-680c-4178-8525-c01faa6818b8\">significant interest<\/a>among investors, including Saudi Arabia\u2019s Acwa Power, the UAE\u2019s Alcazar Energy, and our friends at local renewables firm Infinity.<\/p>\n<p><strong>Gabal El Zeit wind farm has been garnering interest:<\/strong> UK private equity giant Actis threw its hat in the ring to acquire the Gabal El Zeit wind farm last week, a government source <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/52d66aae-fd63-45b8-8338-8198fde6f651\">confirmed to EnterpriseAM<\/a>. An SFE-led committee including representatives from the finance, electricity, and planning ministries reviewed multiple initial offers, the source told Enterprise, with Actis getting top marks for both its financial offer and technical know-how. The UK-based EM giant will be given full access to the data and the asset ahead of making a final offer.<\/p>\n<p><strong>What\u2019s next:<\/strong> The Egyptian government is looking to secure over USD 300 mn by selling the Gabal El Zeit wind project, Planning Minister Hala El Said said <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1f59098e-47ac-42cc-964c-b84096549959\">last week<\/a>, adding that it accepted the highest bid in June after receiving a number of non-binding offers. The buyer will be given 60 days to conduct due diligence on the asset, which the government expects will see the sale wrap up by October.<\/p>\n<p><strong>Maersk was already one of Egypt\u2019s besties:<\/strong> Maersk unveiled plans <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cca9f0fa-7d56-4a59-96e2-7b21beb9e915\">last year<\/a> for a USD 15 bn clean fuel project in Egypt as part of the Egyptian government\u2019s plans to position the country as a regional hub for green energy. It plans to work with the Egyptian government to set up a national network to produce and distribute green energy and fuel for ships. The Egyptian Cabinet also <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8ccd61bd-6141-4081-89b7-aea81f211048\">approved in May<\/a> requests by Norwegian renewables producer Scatec and Maersk to allocate a piece of land in the Gulf of Suez for a 320 MW wind farm that will power their green projects, which include a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3b3e6cad-637c-4ca8-afe6-94472fcc12d4\">green hydrogen plant<\/a> and the USD 15-bn clean fuel project for the latter.<\/p>\n<p><strong>Is there more coming down the pipeline?<\/strong> The government source told Enterprise Climate he expects the government to offer other potential investments in the Gulf of Suez by December amid a The capital was raised from a combination of long-term debt and equity financing, the disclosure noted.<\/p>\n<p><strong>The details: <\/strong>Acwa Power secured a total of SAR 6.1 bn (USD 1.6 bn) in senior debt, including SAR 1.7 bn (USD 450 mn) from KSA\u2019s National Development Fund, SAR 4.4 bn (USD 1.2 bn) in a USD-denominated debt facility from Bank Saudi Fransi, First Abu Dhabi Bank, Mizuho Bank, Riyad Bank, Saudi National Bank, Standard Chartered Bank, and Saudi Investment Bank. Equity financing will provide the remainder of the capital for the project.<\/p>\n<p><strong>The projects: <\/strong><a href=\"https:\/\/www.acwapower.com\/media\/338975\/shuaibah-1-iwpp-231117-compressed.pdf\">Al Shuaibah 1<\/a> is an independent water and power project (IWPP) whose first phase saw the construction of a 900 MW desalination plant capable of producing some 880k m3\/day of desalinated water. Planned expansion will see its capacity grow to some 1 mn m3\/day. The USD 1.75 bn <a href=\"https:\/\/www.acwapower.com\/news\/pif-subsidiary-badeel-and-acwa-power-to-develop-the-mena-regions-largest-solar-energy-plant-in-saudi-arabia\/\">Al Shuaibah 2<\/a> solar energy plant is set to be <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f37ee15a-470d-4f5a-9122-af6d8ae02535\">the largest of its kind<\/a> in the region with a 2.06 GW generational capacity. The company will lay four 3.8k km high-voltage direct current (HVDC) subsea cables to transport 3.6 GW of renewable energy \u2014 nearly 8% of the the UK\u2019s current requirements \u2014 from a 10.5 GW solar and wind farm in Morocco\u2019s Guelmim-Oued Noun region to Britain\u2019s power grid in Devon. The Xlinks project boasts a total size of 1.5 mn sqm \u2014 200k sqm of solar arrays alone. The renewable plants will be supported by a 5 GW battery storage facility. The project is expected to be fully operational by 2030.<\/p>\n<p><strong>Xlinks has been lining up capital and UAE\u2019s Taqa is onboard: <\/strong>In April, Xlinks <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/93dd0ba0-81cd-481c-b792-00590a24b3bf\">secured<\/a> GBP 25 mn in funding from the Abu Dhabi National Energy Company (Taqa) and GBP 5 mn from UK-based energy supplier and renewables investor Octopus Energy for the project. The green hydrogen will be planned for export to foreign markets as the country hopes to become one of the top global exporters of the green fuel.<\/p>\n<p><strong>What\u2019s next?<\/strong> PIF and Engie will evaluate the feasibility of co-developing the production facilities, and will together formulate an export strategy to secure offtake arrangements. No financial details on investments nor a timeline for the launch of projects have been disclosed.<\/p>\n<p><strong>Engie wants in on green hydrogen investments in the region:<\/strong> Engie owns a 25% stake in an international consortium selected by Oman\u2019s state-owned hydrogen company Hydrom <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f13d49f5-621e-4fc7-84f9-c254d8a9b06f\">last month<\/a> for the development of a USD 6.7 bn green hydrogen plant in Duqm \u2014 said to become the largest in the world. The group is seeking new hydrogen projects in Saudi Arabia, the UAE, and Oman as the group\u2019s senior VP of hydrogen for Asia, the Middle East, and Africa Stephan Gobert told The National in <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/00c81eca-6bae-4c52-8510-edb351b43418\">May<\/a>. According to the outlet, the <a href=\"https:\/\/ehb.eu\/\">European Hydrogen Backbone<\/a> (EHB) initiative has submitted an updated version of its vision for the infrastructure map where hydrogen is set to be transported through the European Union.<\/p>\n<p><strong>What we know:<\/strong> An updated version of the plans reveals that Spain will no longer connect the Medgaz, a submarine natural gas pipeline between Algeria and Spain, to import or export green hydrogen in 2040 as outlined in previous updates. Instead, it plans to shift focus to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1e3ed2fa-cf96-4d35-9f17-7d894f507e0b\">H2Med<\/a>, a subsea hydrogen pipeline project that is being jointly developed by France, Spain, and Portugal by 2030. Recently, Germany said it <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1e3ed2fa-cf96-4d35-9f17-7d894f507e0b\">plans to join<\/a> the planned green hydrogen corridor, which \u2014 once operational in 2030 \u2014 will supply an estimated 2 mn metric tons of the green fuel (c.10% of the EU\u2019s hydrogen demand), according to officials. The corridor, which was <a href=\"https:\/\/www.reuters.com\/business\/energy\/spain-france-portugal-agree-new-energy-route-pm-sanchez-says-2022-10-20\/\">first announced in October<\/a>, is expected to <a href=\"https:\/\/www.reuters.com\/business\/energy\/h2med-hydrogen-pipeline-france-cost-25-bln-euros-spanish-pm-sanchez-says-2022-12-09\/\">cost some USD 2.6 bn<\/a>.<\/p>\n<p><strong>And there\u2019s more:<\/strong> Spain is also seeking a hydrogen interconnector project with Italy through a 792-kilometer long pipeline connecting Barcelona and Leghom, according to <a href=\"https:\/\/elperiodicodelaenergia.com\/espana-conectara-con-italia-y-marruecos-para-exportar-hidrogeno-verde-pero-no-lo-hara-con-argelia\/\">El Peri\u00f3dico de la Energ\u00eda<\/a>. The infrastructure is expected to be in place in 2040.<\/p>\n<p><strong>Some things are staying the same:<\/strong> Despite Algeria being axed from the Spanish plans, the connection to the Maghreb-Europe gas pipeline, which carries natural gas from Algeria to Spain via Morocco, will remain in place. The possibility of purchasing hydrogen from Morocco and transporting it to Europe through the existing pipeline is also being considered.<\/p>\n<p><strong>REMEMBER<\/strong>- The Maghreb-Europe pipeline was <a href=\"https:\/\/www.reuters.com\/world\/africa\/algeria-end-gas-supplies-morocco-supply-spain-directly-sources-2021-10-25\/\">shut down<\/a> in the fourth quarter of 2021 on the back of a diplomatic row between Algeria and Morocco that was exacerbated by Madrid's stance on the disputed territory of Western Sahara. However, the <a href=\"https:\/\/www.reuters.com\/business\/energy\/spain-begins-natural-gas-exports-morocco-following-diplomatic-row-2022-06-29\/\">pipeline was reopened<\/a> in June 2022 in the opposite direction with natural gas flowing from Spain towards Morocco.<\/p>\n<p><strong>IN OTHER EU NEWS- <\/strong><strong>REPowerEU is getting more funding: <\/strong>The European Investment Bank\u2019s board of directors has approved increasing funding for the bloc\u2019s<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/european-green-deal\/repowereu-affordable-secure-and-sustainable-energy-europe_en\">REPowerEU<\/a> strategy \u2014 which aims to slash EU fossil fuel imports \u2014 from EUR 30 bn to EUR 45 bn, according to a <a href=\"https:\/\/www.eib.org\/en\/press\/all\/2023-270-eib-to-support-green-deal-industrial-plan-with-eur45-billion-in-additional-financing\">statement<\/a> released last week. The funds, which are expected to be mobilized by 2027, will be channeled toward funding solar energy projects, wind power ventures, green hydrogen-related investments, including in electrolyzer technologies, battery energy storage systems, biofuel generation, carbon capture and storage projects, and smart grid technology integration, the statement notes. The increase in capital is expected to mobilize EUR 150 bn in additional investments for the targeted sectors under REPower EU\u2019s umbrella, the bank notes.<\/p>\n<p><strong>And an Morocco-EU green hydrogen interconnector stands to benefit: <\/strong>Last month, Moroccan hydrogen developer Gaia Future Energy <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/932f3e55-6670-4565-8ce2-ec4df7abd931\">signed<\/a> a partnership agreement with Spanish hydrogen provider HyDeal that will see them form a JV \u2014 HyDeal Africa \u2014 to transport green hydrogen from Gaia Future Energy projects in Morocco and Mauritania to Europe in a bid to meet EU energy demands. The color of oceans and other waterways stems from the materials in their upper layers; a deep blue sea signifies little marine life, whereas greener waters indicate the existence of ecosystems that are dependent on plant-like organisms that contain chlorophyll known as phytoplankton, the news outlet explains.<\/p>\n<p><strong>What does this mean? <\/strong>Tropical oceans, which have an abundance of the phytoplankton necessary for sustaining marine life, have become greener over the past 20 years, which reflects a change in the ecosystem, according to research by scientists from the National Oceanography Center in the UK and the Massachusetts Institute of Technology in the US. The paint, which is a Guiness World Record holder as the world\u2019s whitest paint, now has the world waiting. \u201cWe weren\u2019t really trying to develop the world\u2019s whitest paint,\u201d said Xiulin Ruan, a professor of mechanical engineering at Purdue University. \u201cWe wanted to help with climate change, and now it\u2019s more of a crisis, and getting worse. We wanted to see if it was possible to help save energy while cooling down the Earth.\u201d<\/p>\n<p><strong>How it works:<\/strong> The paint \u2014 first unveiled in 2020 \u2014 can reflect 95% of the sun\u2019s rays away from Earth and into space. Since that announcement, the team has developed a formula that raised sunlight reflection to 98%. The paint can make surfaces up to 8\u00b0F cooler than air temperatures at midday and up to 19\u00b0F cooler at night. This would help reduce temperatures inside buildings and slash the use of ACs by nearly 40%.<\/p>\n<p><strong>Don\u2019t expect it to roll out soon:<\/strong> The paint won\u2019t be ready for commercial use for at least a year, Ruan said. His team is also working on developing colored paints that use the ultrawhite as a base. \u201cThey will work less ideally than the white, but better than some of the other commercial colors,\u201d he said.<\/p>\n<p><strong>Not fully-climate friendly:<\/strong> The standard version of the ultra white paint uses barium sulfate, which needs to be mined in a process that produces carbon emissions. However, Ruan says it creates no more damage than producing regular commercial paints, which use titanium dioxide that also has to be mined.<\/p>\n\n\t<\/div><!-- .entry-content
