cycle has slowed once more, but there are a couple of stories making waves in the region.<\/p>\n<p><strong>THE BIG CLIMATE STORY- <\/strong>Qatar\u2019s smart transport company EcoTransit has launched Vim, the country\u2019s first electric vehicle brand, and the Commercial Bank of Dubai has hired banks to arrange its inaugural USD-denominated green bond issuance.<\/p>\n<p><strong>^^ <\/strong><strong>We have the details on these stories and more in the news well, below.<\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- There isn\u2019t one specific story<\/strong><strong> dominating the international headlines this morning<\/strong>, but Germany said it will launch a 15-year, EUR 50 bn program aimed at helping its struggling industrial sector shift to climate-neutral technologies. The program will be open to firms with at least 10 kilotons of carbon emissions, including heavily polluting industries such as steel, chemicals, cement, and others. The government hopes to slash 350 mn tons of carbon emissions by 2045 through the initiative, accounting for a third of the industry\u2019s goal. \u201cWe are targeting the most emitting companies,\u201d German Economy Minister Robert Habeck was quoted as saying. He said the incoming COP presidency is concerned about having a \u201ctransparent\u201d process. He responded to criticism over the COP presidency for its oil and gas ties, stressing that \u201cwe understand why that may appear to people outside, as you know, challenging.\u201d<\/p>\n<p><strong>But the key issue of the phaseout of fossil fuels might not make it on the COP28 agenda<\/strong>, UN Climate Executive Secretary Simon Stiell told the <a href=\"https:\/\/apnews.com\/article\/climate-change-fossil-fuels-negotiations-warming-04be11b9ba7f82ed4b8d5718a56970bb\">Associated Press<\/a> on Monday. The phaseout \u201cis something that is at the top of every discussion or most discussions that are taking place,\u201d Stiell said. \u201cIt is an issue that has global attention. How that translates into an agenda item and a (climate talks) outcome we will see,\u201d he added. He said he can\u2019t promise to have the topic on the agenda during climate negotiations, stressing that it is up to COP28 President-Designate Sultan Al Jaber to decide.<\/p>\n<p><strong>ALSO- Draft decisions to be adopted at COP28 will be discussed at the Bonn <\/strong><strong>Climate Change Conference: <\/strong>Discussions and negotiations on the global stocktake, global goal on adaptation, just transition, loss and damage, and the mitigation work program will feature in this year\u2019s 10-day <a href=\"https:\/\/unfccc.int\/sb58\">Bonn Climate Change Conference<\/a>, which kicked off yesterday in Bonn, Germany. The conference will see delegations come together to hash out the details of proposals to be presented at COP28. The conference held a number of mandated events yesterday including, the <a href=\"https:\/\/unfccc.int\/event\/6th-workshop-glasgow-sharm-el-sheikh-work-programme-on-the-global-goal-on-adaptation-gga-ws-6-1\">Glasgow-Sharm El-Sheikh work programme<\/a> on adaptation, a workshop on country-driven strategies for <a href=\"https:\/\/unfccc.int\/event\/workshop-on-country-driven-strategies-for-just-transition-and-economic-diversification-mandated\">Just Transition and Economic Diversification<\/a>, and the first investment-focused event under the <a href=\"https:\/\/unfccc.int\/event\/first-global-dialogue-and-investment-focused-event-under-the-sharm-el-sheikh-mitigation-ambition-and\">Sharm el-Sheikh mitigation ambition and implementation work program<\/a>. The majority of the sessions will be available to <a href=\"https:\/\/unfccc.int\/SB58\/schedule\">watch live<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #1- The WB is facing pressure from Barbados: <\/strong>The World Bank is facing increasing pressure to provide USD 100 bn in capital for climate and development finance to aid developing countries fight against climate change, the <a href=\"https:\/\/www.ft.com\/content\/1b91a6ce-a71c-4f69-ac56-7192bef60b27\">Financial Times<\/a> reports. The proposal \u2014 put forward by Barbados\u2019 Prime Minister Mia Mottley \u2014 would help reduce \u201cexcessive risks\u201d that developing countries have to take to borrow to fund green investments. The proposal comes amid efforts to revive the <a href=\"https:\/\/www.weforum.org\/agenda\/2023\/01\/barbados-bridgetown-initiative-climate-change\/\">Bridgetown Initiative<\/a> \u2014 a plan to reform how rich nations extend development finance to developing countries \u2014 and will be discussed at <a href=\"https:\/\/nouveaupactefinancier.org\/en.php\">The Summit for a New Global Financial Pact<\/a> in Paris later this month. The EV brand \u2014 which will be exclusive Qatari intellectual property \u2014 already has several preliminary designs, according to QNA. A five-door and five-seater SUV VIM VX 50 with a battery size of 72 kWh and a four-door and five-seater VIM VS 30 sedan were revealed during an event, according to Qatari media <a href=\"https:\/\/dohanews.co\/qatar-launches-first-electric-vehicle-company-with-intellectual-property\/\">reports<\/a>. A third seven-to-nine seat VIM P 100 van also made its debut.<\/p>\n<p><strong>And that\u2019s not all:<\/strong> EcoTransit plans to invest in establishing the region\u2019s first center for the adoption of electric vehicles, which should ensure that the vehicles comply with global and Gulf standards. A five-year benchmark-sized issuance \u2014 usually set at a minimum USD 500 mn \u2014 will follow, subject to market conditions, according to the newswire.<\/p>\n<p><strong>Advisors:<\/strong> The document showed that Citibank, Emirates NBD Capital, First Abu Dhabi Bank, HSBC, JPMorgan, Natixis, and Standard Chartered have been hired by CBD for the debut issuance and were asked to hold investor calls this week.<\/p>\n<p><strong>REMEMBER-<\/strong> Interest in green bonds and green sukuk has been on the rise in the region in recent months ahead of COP28 in the UAE. The most recent issuance was by the UAE\u2019s largest bank, First Abu Dhabi Bank, which issued a USD 600 mn five-year green bond <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/65f18718-7fa0-491a-9ed6-334de03eb414\">last week<\/a>. The timeline for the project\u2019s operational launch has not been disclosed, but CIP partner Karsten Plauborg noted that the consortium will hammer out the development plan for the production plant \u201cin the coming period.\u201d<\/p>\n<p><strong>The details:<\/strong> The consortium will establish a green hydrogen production facility spanning some 320 sq km in Oman\u2019s Al Wusta governorate, producing 215k tons of green hydrogen annually, primarily for use in green steel plants in the Port of Duqm, the statement notes. The facility will also be powered by 4.5 GW of renewable energy.<\/p>\n<p><strong>Who is doing what: <\/strong>CIP will leverage its experience in the construction of renewables projects, BPP will contribute with its expertise in modeling and quantifying solar and wind resources, and Al Khadra will use its local networking power to form engineering, procurement, and construction partnerships to bring the project online, according to the statement.<\/p>\n<p><strong>The investment plan: <\/strong>CIP says it is actively looking to onboard new investors, beginning with \u201cwind and solar measurement campaigns to make sure we understand exactly the quality of the resources. COP28 President-Designate Sultan Al Jaber\u2019s call to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/746db5ed-81a3-40b8-83a8-0f31ee4517b2\">reduce fossil fuel \u201cemissions\u201d<\/a> rather than \u201cproduction\u201d in his opening speech at the Petersberg Climate Dialogue in Berlin emphasized the importance of carbon capture and storage in the global need to curb global warming.<\/p>\n<p><strong>Agreements are picking up this year<\/strong><strong>: <\/strong>Saudi Arabia\u2019s Energy Minister Prince Abdulaziz bin Salman <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/579f8469-6eaf-4ddd-8e6f-2428a7352dd3\">signed an agreement<\/a> with Azerbaijan to develop new potentials in CCUS projects and Adnoc said it will allocate <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/c0602e81-881f-449a-b99c-445e2deb2fb4\">USD 15 bn<\/a> to decarbonization projects such as CCUS by 2030. Three facilities developed by Saudi Aramco, Abu Dhabi National Oil Company (Adnoc), and QatarEnergy together account for around 10% of global CO2 captured each year, according to a <a href=\"https:\/\/status22.globalccsinstitute.com\/2022-status-report\/regional-overview\/\">2022 status report<\/a> by the Global CCS Institute. Analysis by Mitsubishi Heavy Industries forecasted that the CCUS market in the region will reach 50 mn metric tons per year in a decade compared to around 4 mn metric tons per year in 2021, according to <a href=\"https:\/\/www.spglobal.com\/commodityinsights\/en\/ci\/research-analysis\/carbon-capture-and-storage-ccs-in-the-middle-east.html#:~:text=The%20Middle%20East%20currently%20accounts,Laffan%20CCS%20Project%20in%20Qatar\">S&P Global<\/a>.<\/p>\n<p><strong>Aramco is stepping up its game with an ambitious project to launch in 2027:<\/strong> Aramco is developing one of the world\u2019s largest carbon capture and storage hubs with the capacity to store up to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/45bcc40a-f62b-4d33-a403-be824029ee65\">9 mn tons of CO2 a year<\/a> by 2027, and <a href=\"https:\/\/www.reuters.com\/business\/energy\/saudi-aramco-energy-ministry-sign-agreement-establish-carbon-capture-storage-hub-2022-11-10\/\">44 mn tons by 2035<\/a>. The carbon will be captured from <a href=\"https:\/\/attaqa.net\/2022\/11\/11\/%d8%a3%d8%b1%d8%a7%d9%85%d9%83%d9%88-%d8%a7%d9%84%d8%b3%d8%b9%d9%88%d8%af%d9%8a%d8%a9-%d8%aa%d8%b9%d8%aa%d8%b2%d9%85-%d8%aa%d8%a3%d8%b3%d9%8a%d8%b3-%d9%85%d8%b1%d9%83%d8%b2-%d9%84%d8%a7%d8%ad%d8%aa\/\">Jubail Industrial City<\/a>, in partnership with oil services giant SLB and chemical company Linde. The company is also working on drilling a first-of-its-kind carbon saline aquifer that can store 100% of the carbon injected in it, according to a <a href=\"https:\/\/www.adnoc.ae\/en\/news-and-media\/press-releases\/2023\/adnoc-announces-world-first-fully-sequestered-co2-injection-project\">statement<\/a>. Adnoc\u2019s aquifer will have the capacity to sequester \u2014 another word for capture and store \u2014 a minimum of 18k tons of CO2 annually from Fertiglobe\u2019s blue hydrogen production plants.<\/p>\n<p><strong>And other companies are trailing behind:<\/strong> QatarEnergy and GE <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7d8f0aed-898a-461a-aead-a504adbc932b\">signed an MoU<\/a> to develop a carbon capture roadmap for Qatar\u2019s energy sector. Japan\u2019s Mitsubishi is working with Aluminium Bahrain (Alba) to capture CO2 from its smelter and flue gas plants, according to <a href=\"https:\/\/www.spglobal.com\/commodityinsights\/en\/market-insights\/latest-news\/electric-power\/072822-middle-east-may-become-leader-in-global-carbon-capture-mhi\">S&P<\/a>. Both projects could ultimately capture 500k to 1 mn metric tons per year by 2030.<\/p>\n<p><strong>EOR under fire? <\/strong>88% of global CO2 captured is used to boost Enhanced Oil Recovery (EOR) according to a IHS Markit report cited by <a href=\"https:\/\/www.vox.com\/energy-and-environment\/2019\/10\/2\/20838646\/climate-change-carbon-capture-enhanced-oil-recovery-eor\">Vox<\/a>. Climate groups pushing for the phaseout of oil and gas criticize EOR given its role in increasing fossil fuel production, as Aramco plans to use its carbon capture products to help expand its oil production capacity to <a href=\"https:\/\/www.upstreamonline.com\/exclusive\/saudi-aramco-poised-to-tender-huge-carbon-capture-project-targeting-multiple-gas-plants\/2-1-1389566\">13 mn barrels per day<\/a> by 2027. The study used new satellite data to build on another recent study that illustrated how the mesosphere and lower thermosphere \u2014 the layers above the stratosphere \u2014 cooled by 1.7\u00b0C. The research estimated that by the end of the century, these zones would cool by 7.5\u00b0C, two to three times faster than the average warming expected at ground level.<\/p>\n<p><strong>How does the upper atmosphere get colder?<\/strong> The heat that we emit does not all stay in the troposphere \u2014 the lowest layer of the atmosphere, Yale Environment explains. When the heat spreads upwards, it escapes into space, which, combined with the trapping of heat in the lower atmosphere, results in a rapid cooling of the upper layers. The cooling of the upper air also causes it to contract. One study found that the depth of the stratosphere has diminished by about 1% since 1980, and another found that the mesosphere and lower thermosphere contracted by almost 1.3 km between 2002 and 2019.<\/p>\n<p><strong>Why this matters: <\/strong>This contraction means the upper atmosphere is becoming less dense, which in turn reduces drag on satellites and other objects in low orbit, causing space junk \u2014 bits of equipment of various sorts left behind in orbit \u2014 to stick around longer and increases the risk of collisions with satellites.<\/p>\n\t<\/div><!-- .entry-content
