it.<\/p>\n<p><strong>THE BIG CLIMATE STORY-<\/strong> UAE\u2019s Masdar signed a joint cooperation agreement with Romanian state-owned utilities firm Hidroelectrica to deploy 2 GW worth of offshore wind energy and floating solar energy projects, and Oman\u2019s Power and Water Procurement Company has tapped Korea Western Power and EDF Renewables to co-develop the 500 MW Manah 1 solar plant. <strong>We have all the details on these stories and more in the news well, below.<\/strong><\/p>\n<hr class=\"grey-line\">\n<p><strong>HAPPENING TODAY- Egypt is kicking off the first meeting of the <\/strong><strong><a href=\"https:\/\/unfccc.int\/event\/TC1\">COP27 Transitional<\/a><\/strong><strong><a href=\"https:\/\/unfccc.int\/event\/TC1\">Committee<\/a><\/strong><strong> from today<\/strong><strong> to Wednesday, 29 March<\/strong> in Luxor. The event will focus on adaptation and loss and damage. The Transitional Committee\u2019s work will include presiding over COP27\u2019s landmark loss and damage fund created to support climate-vulnerable countries, which will take into consideration the landscape of institutions responding to loss and damage.<\/p>\n<p><strong>SPEAKING OF COP-<\/strong> <strong>COP28 could see specific targets set for global renewable <\/strong><strong>energy capacity generation and the fossil fuel phase out<\/strong>, Denmark's Climate Minister Dan J\u00f8rgensen said at the Copenhagen Climate Ministerial last week, according to <a href=\"https:\/\/www.politico.eu\/article\/cop28-could-set-global-renewable-energy-goal-danish-minister\/\">Politico<\/a>. The suggested target to meet the world's climate goals currently stands at 1 TW of annual growth, International Renewable Energy Agency Director Francesco La Camera said during the conference. J\u00f8rgensen called for more ambitious nationally determined contributions (NDCs) \u2014 climate pledges set by countries \u2014 to reduce national emissions, and highlighted the need to increase adaptation finance, speed up the implementation of the loss and damage fund, and the mobilization of climate finance, according to <a href=\"https:\/\/www.thenationalnews.com\/uae\/2023\/03\/21\/cop27-chief-says-window-is-closing-in-climate-fight-as-dubai-summit-approaches\/\">The National<\/a>. On the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/2e3623f7-b0fa-4ae3-81e7-85c71f2cbd88\">first day of the conference<\/a> COP28 President-Designate Sultan Al Jaber called for speeding up climate mitigation, adaptation, and finance.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- Berliners voted in a <\/strong><strong>referendum yesterday to make the German capital carbon neutral by 2030.<\/strong> The results could determine whether the German capital brings its net-zero targets forward by 15 years to 2030, a decade and a half earlier than the national target. Climate activists have already secured some 260k signatures in support of the proposal, but 25% of Berlin\u2019s 2.4 mn eligible voters would have to vote in favor of the legally-binding referendum for the amendment to pass. Critics warn a binding target could strip the government of its ability to maneuver if the climate goal is not met, leading to disappointment.<\/p>\n<p><strong>The story got some coverage in the press over the weekend:<\/strong> <a href=\"https:\/\/apnews.com\/article\/germany-berlin-climate-referendum-2030-777402b5f460355be25fb81f3d2c566f\">AP News<\/a> | <a href=\"https:\/\/www.reuters.com\/business\/environment\/berlin-votes-tighter-climate-goals-test-germans-commitment-change-2023-03-26\/\">Reuters<\/a> | <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/03\/26\/berlin-climate-referendum-2030-germany\/15050a06-cbc5-11ed-8907-156f0390d081_story.html\">Washington Post<\/a> | <a href=\"https:\/\/www.dw.com\/en\/berlin-votes-on-climate-neutrality-by-2030\/a-65095228\">Deutsche Welle<\/a><\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #1- <\/strong><strong>Tunisia plans to become carbon neutral by 205<\/strong><strong>0:<\/strong> Tunisia\u2019s Prime Minister Najla Boden Ramad unveiled the country's energy strategy for 2035, which sets a target to decarbonize the national economy by 2050, according to a cabinet <a href=\"https:\/\/www.facebook.com\/Presidencedugouvernementtunisien\/posts\/pfbid02urYKuUDF91i7dtVRR3yrSFzM4p5aG1JUormqfgnbjuUMTSGzmL2DrY8Z7wyfA7vBl?locale=ar_AR\">statement<\/a>. The strategy also includes the country\u2019s green hydrogen production roadmap. Tunisia has unconditionally committed to pushing down its emissions from 2010 levels by 27% by 2030, and has set a conditional target to slash its emissions by 45% compared to 2010 by the end of the decade if it receives additional international support, according to the <a href=\"https:\/\/climatepromise.undp.org\/what-we-do\/where-we-work\/tunisia\">UNDP<\/a>.<\/p>\n<p><strong>CLIMATE DIPLOMACY- <\/strong><strong>The EU wants to invest in Tunisia in a number of areas <\/strong><strong>including renewables and wastewater management<\/strong>, <a href=\"https:\/\/www.tap.info.tn\/en\/Portal-Economy\/16117247--tunisia-is\">Tunis Africa Press Agency<\/a> reported last week. The EU is prepared to support the north African country through its negotiations with the IMF to help restore a promising investment climate, Director General for the EU\u2019s neighborhood policy and enlargement negotiations Gert Jan Koopman said during a meeting with Tunisia\u2019s Economy and Planning Minister Samir Said. Investments in Tunisia can take several forms including Foreign Direct investments (FDI) and Private-Public Partnerships (PPPs) and private capital has the potential to boost bilateral collaboration.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-09\"><\/a> <strong>WATCH THIS SPACE #2- US pushes for first steps in World Bank reform to prioritize climate finance by <\/strong><strong>April: <\/strong>Germany\u2019s acting governor to the World Bank Svenja Schulze and US Treasury Secretary Janet Yellen were in talks last week hoping to overhaul the World Bank\u2019s financing structure ahead of COP28 to incorporate climate finance, pandemic control, and poverty reduction as top priorities, <a href=\"https:\/\/www.ft.com\/content\/1d19932a-9f03-490a-bb9b-7e29e729f27d\">the Financial Times<\/a> reports. Yellen and German allies are keen to see a solid \u201cschedule for reform\u201d of the World Bank as early as April, as the lender faces pressure for failing to address climate change. Earlier this month, the lender <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099704503162315996\/pdf\/IDU0e3b4f7df040b204cee0865e05dc7f1fe687d.pdf\">updated its regulations<\/a> to align new financing with targets of the Paris agreement, but concern over the bank\u2019s funding of fossil fuel drilling projects remains a sticking point, the news outlet notes.<\/p>\n<p><strong>REMEMBER- The bank wants to increase climate-focused lending capacity: <\/strong>The World Bank wants to remodel its funding programs to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/2f0e2863-062d-4fc9-a6c9-95b49554f181\">expand its lending capacity<\/a> for climate change through planned capital increases and new lending tools. The shift signals a radical change from the bank\u2019s model of working from project and country-specific loans. WB management will broach the topic with shareholders in April, discussing specific proposals to change its mission, operating model, and financial capacity as it looks to ready a document for approval by the joint World Bank and International Monetary Fund Development Committee by October.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #3- Some aircrafts may receive a green badge under new EU <\/strong><strong>rules: <\/strong>Certain aircrafts may be eligible to receive the EU\u2019s green label if they meet certain criteria including zero emissions or meeting outlined CO2 limits, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-22\/eu-plans-to-give-some-parts-of-aviation-industry-a-green-label\">Bloomberg<\/a> reported citing a draft report by the EU Commission. According to the document, passenger aircrafts would need to use a minimum 10% share of sustainable aviation fuels starting 2030, and will be required to increase by 2% annually in order to qualify for the green label. Bloomberg expects that the addition of the aviation industry onto the list of economic activities that contribute toward the bloc\u2019s goal of climate neutrality \u2014 called EU Taxonomy \u2014 will spark controversy amongst climate activists who have previously rejected the inclusion of heavily polluting industries such as <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20220701IPR34365\/taxonomy-meps-do-not-object-to-inclusion-of-gas-and-nuclear-activities\">gas and nuclear power<\/a>. According to the Commission, adding such activities contributes to incentivising the private sector to speed up its green transition.<\/p>\n<p><strong>WATCH THIS SPACE #4- Is the Cypriot electricity grid ready for the influx of <\/strong><strong>renewable power coming its way?<\/strong> Cyprus lacks the power storage capacity to accommodate the inflow of renewable power it will soon receive (partially from Egypt) through the USD 4 bn <a href=\"https:\/\/enterprise.press\/stories\/2019\/05\/23\/egypt-signs-framework-agreement-with-cyprus-greece-power-linkage\/\">2 GW EuroAfrica Interconnector<\/a> and the 2 GW <a href=\"https:\/\/enterprise.press\/stories\/2019\/05\/23\/egypt-signs-framework-agreement-with-cyprus-greece-power-linkage\/\">EuroAsia Interconnector<\/a> with Greece as network overloads causing power outages in the country earlier this month, according to the <a href=\"https:\/\/economytoday.sigmalive.com\/epiheiriseis\/energeia\/60909_perikopes-ilektroparagogis-apo-ape-se-periodoys-hamilis-zitisis\">Cyprus News Agency<\/a>. The Transmission System Operator Cyprus (TSOC) \u2014 one of the country\u2019s utility providers \u2014 noted to parliament that when energy generation peaks to 500 MW, it is forced to turn off 85 MW from its solar energy plants for lack of adequate power storage capacity. Power generation cuts are expected to push down energy production from the country\u2019s PV units by 6-8% in 2023, TSOC executive director Stavros Stavrinos said, according to the news agency.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-10\"><\/a><strong> WATCH THIS SPACE #5-<\/strong> <strong>Saudi Aramco markets its energy transition strategy to <\/strong><strong>Chinese investors at <\/strong><strong><a href=\"https:\/\/en.cdf.org.cn\/cdf2023en\/index.htm\">China Development Forum<\/a><\/strong><strong>:<\/strong> Saudi Aramco CEO Amin Nasser highlighted how the company\u2019s low-carbon strategies \u2014 including reducing increased carbon capture storage and increasing low carbon energy and renewables to their portfolio \u2014 can help strengthen China\u2019s long-term energy security and zero-emission goals, according to a company <a href=\"https:\/\/www.aramco.com\/en\/news-media\/speeches\/2023\/remarks-by-amin-h-nasser-aramco-president-and-ceo-at-the-china-development-forum?utm_campaign=CDF&utm_source=Social&utm_medium=Twitter&utm_content=SBr1gewlgz2w094xjf7xo5wwdqu65nxp510593\">statement<\/a>. OPWP will purchase the electricity generated under a 20-year power purchase agreement, the statement notes.<\/p>\n<p><strong>Background:<\/strong> Manah 1 is one half of a larger project by OPWP to build a solar plant with a combined capacity of 1 GW. The combined cost of Manah 1 and Manah 2 will amount to over <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3aad63f3-6a3c-472b-950e-1d350da25403\">OMR 300 mn<\/a> (c. USD 780 mn) and will be the largest in the sultanate. A JV made up of Singapore\u2019s Sembcorp Utilities and China\u2019s Jinko Power were selected to develop the Manah 2 solar plant <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3aad63f3-6a3c-472b-950e-1d350da25403\">earlier this month<\/a>.<\/p>\n<p><strong>South Korea has been on a renewables hunt in the region: <\/strong>Earlier this month, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/07457d4f-df82-43aa-bdff-a97a03675206\">USD 1 bn<\/a> was earmarked for financing green hydrogen and renewables projects in MENA by South Korea\u2019s official export credit agency, the Export-Import Bank of Korea. The Country Partnership Agreement, approved by the bank\u2019s executive board last week, will see the International Bank for Reconstruction and Development (IBRD) extend USD 1 bn a year through to 2027 and the International Finance Corporation (IFC) lend USD 2 bn for the same duration.<\/p>\n<p><strong>Targets: <\/strong>The agreement looks to achieve its goals by upscaling the country\u2019s climate mitigation and adaptation capacity, creating more and better private-sector jobs, and improving the provision of health and education services.<\/p>\n<p><strong>It\u2019s been two years since Egypt\u2019s last Country Partnership Framework (CPF) ended:<\/strong> The country\u2019s previous CPF initially covered 2015-2019, and was <a href=\"https:\/\/enterprise.press\/stories\/2019\/05\/02\/world-bank-group-extends-egypts-country-partnership-framework-to-2021\/\">extended<\/a> for an additional two years to end in 2021. discloses any climate-related financial risks in its portfolio, ensuring CIB\u2019s regulatory compliance on climate action, the statement notes.<\/p>\n<p><strong>Why is this important?<\/strong> \u201cClimate-related financial risks are increasingly becoming more relevant for financial institutions \u2026 IFC's partnership with CIB will further enhance the Bank's process of integrating the climate-related risks into the existing risk management framework, as well as to support aligning with the evolving international standards,\u201d CIB's Chief Risk Officer Talha Karim notes in the statement.<\/p>\n<p><strong>IFC\u2019s been backing CIB\u2019s green moves:<\/strong> IFC subscribed to the full issuance of CIB\u2019s first USD 100 mn noncallable, five-year, fixed-rate corporate The non-binding agenda adopted during the 2023 UN Water Conference outlines several commitments ranging from better food choices to having water reappraised as a leading economic driver.<\/p>\n<p><strong>What\u2019s on the table? <\/strong>The 700 commitments would be put into action through having new and alternative food systems to slash the unfeasible use of water in agriculture and launching a new global information system to help achieve the Sustainable Development Goals (SDGs) and others. The USD 300 bn in pledges made to back the agenda could help unlock at least USD 1 tn of socioeconomic and ecosystem gains, according to UN officials.<\/p>\n<p><strong>Who\u2019s on board?<\/strong> The US announced it will provide up to USD 49 bn in investments under its commitment to the agenda \u201cto ensure that climate-resilient water and sanitation remains a priority worldwide,\u201d according to its <a href=\"https:\/\/usun.usmission.gov\/u-s-national-statement-at-the-united-nations-2023-water-conference\/#:~:text=I%20am%20honored%20to%20announce,sanitation%20remain%20a%20priority%20worldwide.\">statement<\/a> during the conference. Under the plan, USAID will work with the US Congress to commit USD 700 mn until 2026 to for water solutions in 22 nations across Asia, Latin America, the Caribbean and sub-Saharan Africa. The UK will also provide GBP 18.5 mn for water in South Asia and sub-Saharan Africa, according to a <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-announces-new-support-for-improving-access-to-safe-water-sanitation-and-hygiene-in-asia-and-africa\">statement<\/a>by the British government. Separately, Saudi Arabia said it has allocated USD 80 bn for water projects in the coming years under efforts to provide safe drinking water for all,<a href=\"https:\/\/www.spa.gov.sa\/viewstory.php?lang=en&newsid=2437761\">SPA<\/a> reported citing statements by the Deputy Minister for Water at the Environment, Water and Agriculture Abdulaziz Al Shaibani.<\/p>\n<p><strong>The region wants more action:<\/strong> UAE\u2019s Climate Change and Environment Minister Mariam bin Mohammed Almheiri urged more investments poured into water sustainability during the conference. She said water challenges once limited to desert countries or small developing nations were now seen. \u201cYet investment in the issue has never seen higher returns,\u201d Amheiri said <a href=\"https:\/\/press.un.org\/en\/2023\/envdev2055.doc.htm\">during an interactive dialogue<\/a> at the conference. Egypt\u2019s Irrigation and Water Resources Minister Hani Suwilem also <a href=\"https:\/\/bit.ly\/3LOBkJv\">took part<\/a>in the conference, stressing on the necessity of not dealing with water as an economic good, according to a <a href=\"https:\/\/www.facebook.com\/mwriSpokesman\/posts\/pfbid0EWVEHkAoMp2YtVSMKufSh8CmUKd87F7XpgPVjghf63x3ts9C6GcZFMx32t5jXkZKl\">statement<\/a> by the ministry. The production facility \u2014 operated by KSA\u2019s <a href=\"https:\/\/biofuel.sa\/\">The Biofuel Company<\/a> \u2014 is wholly financed by Saudi investors, with financial backing from Aramco\u2019s VC outfit Waed Ventures.<\/p>\n<p><strong>The details: <\/strong>The plant \u2014 which became operational in October \u2014 converts reclaimed cooking and palm oil into carbon-neutral biodiesel and has a yearly production capacity totalling some 4.2 mn liters of B100 biodiesel, the news outlet notes.
