Let\u2019s jump in.<\/p>\n<p><strong>THE BIG CLIMATE STORY- <\/strong>French utility company Engie and the Abu Dhabi National Energy Company (Taqa) are officially on board to establish a new \u201clow carbon\u201d reverse osmosis desalination plant in the UAE \u2014 but is it really environmentally friendly? <strong>We have chapter and verse on this story and more in the news well below.<\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- The majority of the world\u2019s <\/strong><strong>regions most vulnerable to climate change-driven extreme weather are in China<\/strong>, according <a href=\"https:\/\/xdi.systems\/xdi-benchmark-gdcr\/\">to research<\/a> published yesterday by climate assessment firm XDI. In a study of 2.6k regions across the world, researchers found that nine out of the 10 most at-risk regions are in China \u2014 largely because the country\u2019s infrastructure investment has focused on areas vulnerable to extreme weather, including coastal zones and river deltas.<\/p>\n<p><strong>In our neck of the woods:<\/strong> Egypt\u2019s Beheira Governorate was the highest-ranked region in MENA in the list (#58) while Saudi capital Riyadh was #330. The summit will host discussions on reducing carbon emissions and the urgency to incorporate ESG. Stakeholders from various fields will address the financial and strategic aspects of implementing ESG policies.<\/p>\n<p><strong>THIS WEEK-<\/strong><\/p>\n<p><strong>Another round of UN Ocean Treaty talks begins in New York:<\/strong> UN talks to establish the world\u2019s first legally binding <a href=\"https:\/\/news.un.org\/en\/story\/2022\/08\/1124702\">Ocean Treaty<\/a> \u2014 aimed at establishing rules to protect biodiversity in vast swathes of ocean that lie outside territorial waters \u2014 <a href=\"https:\/\/media.un.org\/en\/asset\/k1d\/k1d3z5p128\">resumed yesterday<\/a>, and will see representatives from hundreds of countries gather in New York until 3 March, <a href=\"https:\/\/www.reuters.com\/business\/environment\/countries-gather-thrash-out-un-ocean-protection-treaty-2023-02-20\/\">Reuters<\/a> reports. An earlier round of talks <a href=\"https:\/\/www.theguardian.com\/world\/2022\/aug\/27\/united-nations-ocean-treaty-marine-life\">was suspended<\/a> in August \u2014 with financing, how to share the proceeds of \u201cmarine genetic resources,\u201d and establishing ocean environmental impact assessment rules for development all being major sticking points preventing a final agreement, the outlet noted. Appetite to finalize the treaty appears to have increased since then, according to experts. But the success of the talks still \u201chinges on the finance question,\u201d Reuters quoted Greenpeace global policy advisor Li Shuo saying.<\/p>\n<hr class=\"grey-line\">\n<p><strong><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> WATCH THIS SPACE #1 -<\/strong> <strong>Egypt\u2019s renewable energy sector is being <\/strong><strong>eyed by <\/strong><strong>Oman\u2019s sovereign wealth fund for potential investment opportunities<\/strong>, <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=18022023&id=91360738-26d6-4b04-8f2e-d32d3593da41\">Al Shorouk<\/a> reported, citing sources with knowledge of the matter. A delegation from the Oman Investment Authority (OIA) visited Cairo earlier this month and expressed interest in investing across a number of sectors in Egypt\u2019s economy, including energy and renewables, the outlet reports. The report comes two weeks after Planning Minister Hala El Said and Sovereign Fund of Egypt CEO Ayman Soliman <a href=\"https:\/\/enterprise.press\/stories\/2023\/02\/08\/el-said-calls-on-qataris-to-invest-adq-said-to-be-mounting-rival-bid-to-qias-vodafone-egypt-acquisition-95853\/\">visited<\/a> Oman as part of a regional tour aimed at drumming up interest among Gulf investors for the country\u2019s privatization program.<\/p>\n<p><strong><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> WATCH THIS SPACE #2 - Bahraini officials are discussing a law that <\/strong><strong>could see <\/strong><strong>solar panel integration mandatory for all buildings<\/strong>, <a href=\"https:\/\/www.zawya.com\/en\/projects\/utilities\/calls-to-make-solar-panels-mandatory-in-new-buildings-in-bahrain-qw5xn5xj\">Zawya<\/a> reported last week. Members of the Southern Municipal Council proposed construction permits be granted \u201conly to citizens and residents who submit designs incorporating solar panels for new houses, apartments or buildings,\u201d according to the news outlet. For existing properties, the proposal recommends that owners be given a grace period to allow them time to install and operate solar panels on the rooftops.<\/p>\n<p><strong>WATCH THIS SPACE #3 - The UK is set to clamp down on greenwashing: <\/strong>New UK legislation may see corporations cough up some 10% of their annual income if they are found to be making misleading environmental claims to advertise their products, according to <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/feb\/19\/greenwashing-firms-face-steep-new-uk-fines-for-misleading-claims\">the Guardian<\/a>. The bill\u2014 which UK PM Rishi Sunak says is currently a government priority \u2014 would also see the country\u2019s competition regulator impose fines of up to GBP 300k on individuals found to be in breach of consumer law.<\/p>\n<p><strong>WATCH THIS SPACE #4 - <\/strong><strong>Uber to introduce EVs in its India market: <\/strong>Ride-sharing giant Uber has plans to introduce 25k electric vehicles (EVs) to its India fleet over the next three years, <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/uber-introduce-25000-evs-india-amid-clean-car-push-2023-02-20\/\">Reuters<\/a> reports. The move comes on the heels of the Indian government\u2019s push for green transportation. The two countries have been expanding their partnership in green projects \u2014 including carbon capture utilization and storage \u2014 with Saudi Arabia\u2019s cabinet <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/ab84cea2-4b94-47ac-a140-025579549689\">approving<\/a> the long-awaited \u201cPartnership Framework for Clean Energy Development\u201d with the US last month. Under the contract, the consortium <a href=\"https:\/\/www.ewec.ae\/en\/power-plant\/m2-reverse-osmosis-ro-independent-water-project\">will be responsible<\/a> for the development, financing, construction, operation, maintenance and ownership of the plant.<\/p>\n<p><strong>What we know about the plant:<\/strong> The Mirfa 2 Reverse Osmosis (M2 RO) desalination plant will be the third-largest plant of its kind in the UAE, producing up to 550k cubic meters of water a day and serving 210k households, EWEC said. Taqa will have a 60% equity stake in the project and Engie will hold the remaining 40%. The project is expected to reach financial close in 1Q 2023, with initial production beginning in summer 2025 and full production underway by 3Q 2025. EWEC didn\u2019t disclose any financial details related to the project.<\/p>\n<p><strong>Engie was rumored to have secured the contract last year:<\/strong> Infrastructure publication IJGlobal <a href=\"https:\/\/www.ijglobal.com\/articles\/167306\/engie-wins-mirfa-2-iwp\">reported in September<\/a> that EWEC had selected Engie for the project from among four bids. The French firm reportedly offered USD 0.4832\/m3, lower than bids submitted by Acciona, GS and Acwa Power.<\/p>\n<p><strong>Advisors:<\/strong> Alderbrook acted as financial advisor to EWEC while White & Case were counsel, according to IJGlobal.<\/p>\n<p><strong>There are more plants in the pipeline: <\/strong>EWEC called <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/144d5922-10b7-44be-a637-2e0b4a9dcfed\">in September<\/a> for developers to bid on building two new reverse osmosis water plants, which it also termed \u201clow carbon.\u201d The plants are set to be located on the islands of Saadiyat and Hudayriat and will provide some 455k cubic meters of water a day \u2014 enough to supply up to 180k households. EWEC already operates six reverse osmosis desalination plants.<\/p>\n<p><strong>Reverse osmosis plants are more efficient: <\/strong>EWEC said that reverse osmosis is up to 96% more efficient than thermal desalination.<\/p>\n<p><strong>And have a lower carbon footprint:<\/strong> Depending on the fuel source, reverse osmosis plants produce 2.1-3.6 kg of CO2 per m3, far lower than thermal desalination which produces up to 16 kg and multistage flash which reaches as high as 20 kg.<\/p>\n<p><strong>But how they\u2019re powered is key:<\/strong> Reverse osmosis plants can\u2019t be considered truly \u201clow carbon\u201d as long as they continue to be powered by fossil fuels, which <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/06\/technology-and-entrepreneurship-can-quench-our-parched-world\/\">according to Acwa Power CEO Paddy Padmanathan<\/a>, are currently used in around 70% of desalination plants in the Gulf. EWEC is yet to disclose how power used for the M2 plant will be generated.<\/p>\n<p><strong>Reverse osmosis plants are also highly energy intensive:<\/strong> This method of desalinating water <a href=\"https:\/\/theworld.org\/stories\/2015-05-15\/desalination-expensive-energy-hog-improvements-are-way\">requires 3-10 KWh of energy<\/a> to produce 1 cubic meter of water, far higher than the 1 KWh used in traditional water treatment plants.<\/p>\n<p><strong>Brine is still a problem:<\/strong> Like other types of desalination plant, reverse osmosis plants produce brine, which can cause ecological damage if not disposed of properly.<\/p>\n<p><strong>Ultimately, the best way to decarbonize desalination is by using renewable energy:<\/strong> Using renewable energy to power reverse osmosis could significantly reduce its cost and environmental impact, according to Padmanathan. There\u2019s \u201chuge potential\u201d for renewable desalination, notes <a href=\"https:\/\/alj.com\/en\/perspective\/fresh-water-fresh-ideas-can-renewable-energy-be-the-future-of-desalination\/\">a 2020 article<\/a> by KSA-headquartered Abdul Latif Jameel \u2014 which operates in a number of sectors, including energy and renewables. Using clean energy to power desalination is a major goal for the <a href=\"https:\/\/climateinitiativesplatform.org\/index.php\/Global_Clean_Water_Desalination_Alliance_(GCWDA)\">Global Clean Water Desalination Alliance<\/a>, which brings together key stakeholders in multiple sectors to try to slash emissions from desalination. Throughout the last decade, hydropower investments have been overshadowed by solar and wind technology despite being the greatest source of renewable energy in terms of installed capacity and electricity production, the report states, adding the potential in clean power generation for developing nations like Egypt, Sudan, Morocco, Iraq, and Iran.<\/p>\n<p><strong>A brief history: <\/strong>Hydropower produced 65% of all renewable energy worldwide in 2019, roughly 4.3 PWh (that\u2019s 1 mn GW) of electricity, the report states. Between 2000 and 2021 alone, the installed capacity of conventional hydropower increased by more than 75%, totaling over 1.2k GW. Despite the amount of renewable energy it produced, hydropower only received USD 72 bn in funding between 2013 and 2018.<\/p>\n<p><strong>Funding saw an increase, but there\u2019s still a ways to go: <\/strong>Despite a decline in investments between 2013 and 2016, hydropower saw an uptick in funding in 2017 (USD 26 bn) and 2018 (USD 15 bn) with private capital accounting for only 25% of the total amount. The current installed capacity needs to at least double by 2050 for the world to achieve net zero and comply with the Paris Agreement of keeping temperature increase below 1.5 \u00b0C.<\/p>\n<p><strong>Africa is on the right track in terms of generation: <\/strong>In 2021, the continent\u2019s total hydropower capacity was at 34.3 GW \u2014 and a supplementary 3.2 GW of pumped storage hydropower (PSH) courtesy of South Africa (86%) and Morocco (14%), according to Irena\u2019s report. As of 2020, Egypt\u2019s <a href=\"https:\/\/www.iea.org\/countries\/egypt\">hydropower capacity<\/a> stood at some 15k GWh out of a total capacity of c. 192k GWh \u2014 or 7.8% of the country\u2019s energy mix. Morocco\u2019s <a href=\"https:\/\/www.iea.org\/countries\/morocco#overview\">hydropower capacity<\/a> stood at some 1.3k GWh in 2020 out of a total capacity of c. 40k GWh \u2014 or 3.2% of the energy mix. By 2037, the report states projects in the pipeline are projected to yield an additional 60.8 GW with Ethiopia leading the way with a 25% share. Egypt will provide 49% of the continent\u2019s 4.9 GW of stored power, and South Africa and Morocco will provide the remaining 31% and 20% respectively.<\/p>\n<p><strong>But MENA is not: <\/strong>The region\u2019s installed capacity stood at 14.5 GW in 2021 with Iran contributing 74% \u2014 and the prospects of growth are underwhelming. Only 5.3 GW worth of power is expected to come online by 2037 as Iran\u2019s production capacity expands up to 92% of the regional generational capacity.<\/p>\n<p><strong>And water scarcity is the culprit:<\/strong> Conflict between Iraq, Syria, Turkey and Iran over <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/6c5c2f6b-090a-4d9f-93c7-308f58d2025c\">water<\/a><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/6c5c2f6b-090a-4d9f-93c7-308f58d2025c\">distribution<\/a> has led to severe water shortages and Iraq currently needs USD mns to<a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/404b6beb-6c14-4cc2-bd14-25532d0885c0\"><\/a><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/404b6beb-6c14-4cc2-bd14-25532d0885c0\">combat desertification<\/a>.<\/p>\n<p><strong>Despite challenges, hydropower still has important advantages: <\/strong>With the potential to produce hundreds of GW of clean energy per annum, according to <a href=\"https:\/\/www.nature.com\/articles\/s41560-017-0006-y\">a 2017 study<\/a> published in the Nature Energy Journal. Hybrid renewables projects \u2014 like floating PV panels on water reservoirs \u2014 are efficient space-saving options, the study notes, and hydropower can support wind and solar power generation when weather conditions are suboptimal.<\/p>\n<p><strong>But the infrastructure needs a makeover: <\/strong>The aging hydropower infrastructure runs the risk of becoming obsolete and countries will need to modernize existing structures to achieve long-term power generation efficiency, the Irena report states. Funding \u2014 particularly from private players and entities \u2014 is lagging behind and efforts could be made by all stakeholders to advance swift solutions, along with government support through tax exemptions and concessional grants, the report adds.<\/p>\n<p><strong>And there are looming environmental challenges in the way: <\/strong>Climate concerns and their effect on dwindling global water supplies are presenting a serious threat, as the world\u2019s biggest <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b0ae4abd-a265-4945-9e3a-106f8f93e215\">dams are jammed with sediment<\/a> which threatens additional global water storage losses.
