While Nasser did briefly acknowledge the increased integration of ESG policies in capital markets, he mainly targeted the difference between biased and neutral policies, stating that biased policies will lead to a level of underinvestment in oil and gas that can have \u201cserious implications for the global economy.\u201d Nasser made <a href=\"https:\/\/www.aramco.com\/en\/news-media\/speeches\/2022\/remarks-by-amin-h-nasser-at-schlumberger-digital-forum\">similar statements<\/a> last September, attributing the energy crisis to underinvestment in traditional energy sources.<\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION-<\/strong><\/p>\n<p><strong>New Zealand declared a national state of emergency as a cyclone devastates the country<\/strong><strong> just two weeks after mass flooding<\/strong>, making it just the third time the country has imposed a state of emergency. The climate-induced Cyclone Gabrielle has battered the country\u2019s North Island with wind and rain since Sunday, leaving some 5% of the country\u2019s population without power and destroying infrastructure in several regions. Under the state of emergency, the government will provide additional resources \u2014 targeting the most affected areas, in which nearly one-third of New Zealand\u2019s 5.1 mn population live. This follows <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/27fb8a86-6d9f-4993-9f3b-140ba8ba7c03\">extensive flooding<\/a> in Auckland and Northland just two weeks ago. Australia and Britain have both pledged support.<\/p>\n<p><strong>There\u2019s no missing the direct link to climate change: <\/strong>\u201cThis is climate change,\u201d said New Zealand\u2019s climate change minister, James Shaw, in a speech to parliament. The 10% y-o-y increase seen in renewables investment between 2022 and 2023 is \u201cdefinitely not\u201d sufficient and needs to be multiplied tenfold over the next decade to achieve net zero, Masdar CEO Mohamed Al Ramahi added.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>WATCH THIS SPACE #2- IMF chief commends GCC\u2019s diversification efforts: <\/strong>GCC economies are weaning themselves off of oil and leveraging private investments to diversify their economies, IMF Managing Director Kristalina Georgieva says, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-13\/imf-says-gulf-economies-really-are-weaning-themselves-off-oil\">Bloomberg<\/a>. Georgieva told attendees at Dubai\u2019s World Government Summit earlier this week that oil income is not the only reason that the GCC is doing well, pointing to efforts to foster a better environment for private investment by reforming how funds are raised and increasing tax collection. No details were given on which projects specifically were being tapped for investment, or the detailed timeframe of any green bond issuances.<\/p>\n<p><strong>It\u2019s all part of Taqa\u2019s growth plan:<\/strong> Taqa aims to sell bonds, acquire assets, and expand in both its core industries \u2014 power generation and desalination \u2014 and nascent sectors like renewable energy, as part of its overall growth strategy, according to Bloomberg. \u201cOur focus is on growth,\u201d Thabet said, adding that the company was \u201cin discussions\u201d over possible agreements and would follow through on any offering value to shareholders.<\/p>\n<p><strong>And follows the trend of oil revenues driving renewables activity: <\/strong>Gains in its oil and gas businesses have fueled Taqa\u2019s push to expand in renewable energy projects, Bloomberg noted. Taqa saw its net income <a href=\"https:\/\/www.taqa.com\/press-releases\/taqa-group-reports-full-year-2022-net-income-of-aed-8-billion\">rise 35% y-o-y in 2022<\/a>, spurred by soaring oil prices that averaged nearly USD 100\/ barrel. This trend has <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/6dee6ee6-902a-4685-8cae-aad8445e99a2\">also been seen<\/a> in GCC sovereign wealth funds (SWFs), with high oil prices and currency stability boosting inflows \u2014 much of which is then being directed to green investment \u2014 according to <a href=\"https:\/\/globalswf.com\/reports\/2023annual#a-diverse-village-9\">a January report<\/a> by data platform <a href=\"https:\/\/globalswf.com\/\">Global SWF<\/a>.<\/p>\n<p><strong>This follows Masdar\u2019s recently announced plans for a USD 750 mn maiden green bond <\/strong><strong>issuance: <\/strong>UAE clean energy firm Masdar plans to raise <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/642a71da-f162-4cad-97e7-adc364b2d780\">as much as USD 750 mn<\/a> in a maiden green bond issuance \u2014 likely to happen in 2H 2023. Taqa <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/8052ae3c-a183-40d2-b3cf-27adc011db77\">recently purchased<\/a> a 43% stake in Masdar\u2019s renewables business and 24% in Masdar\u2019s nascent green hydrogen business, with Abu Dhabi National Oil Company (Adnoc) also acquiring shares in the company. UAE SWF Mubadala \u2014 which sold its majority stake in Masdar to Taqa and Adnoc \u2014 also remains a shareholder.<\/p>\n<p><strong>This is fueling Masdar\u2019s massive growth plans: <\/strong>Masdar is \u201clikely\u201d to issue green bonds on an annual basis to support its ambitious growth plans, CFO Niall Hannigan told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-19\/uae-s-biggest-green-power-firm-targets-750-million-bond-sale\">Bloomberg<\/a> last month. The aim is <a href=\"https:\/\/news.masdar.ae\/News\/2022\/12\/08\/07\/38\/TAQA-ADNOC-and-Mubadala-Complete-Landmark-Transaction\">to grow<\/a> within and beyond MENA, with the company aiming at a renewable energy capacity of at least 100 GW by 2030, and a production quota of up to 1 mn tons of green hydrogen. Masdar aims to ultimately expand its renewable energy portfolio to over 200 GW by an as-yet undetermined time.<\/p>\n<p><strong>M&A will be a \u201cmajor component\u201d of Masdar\u2019s growth strategy,<\/strong> Bloomberg noted Thabet saying. The acquisition leads Oman-based Vale Oman to be wholly owned by foreign investors. The stake transfer process is expected to be finalized before the end of 2Q 2023.<\/p>\n<p><strong>Will <\/strong><strong>Vale Oman go green?<\/strong> Brazil\u2019s Vale <a href=\"https:\/\/www.zawya.com\/en\/projects\/industry\/vale-signs-mous-for-3-mega-industrial-complexes-for-making-low-carbon-steel-products-in-the-gulf-lz0ou2fh\">signed an MoU<\/a> with Oman\u2019s Commerce and Industry Ministry in November to conduct a feasibility study exploring the possibility of establishing a green iron ore pellet mega hub in the country\u2019s Duqm Special Economic Zone. Vale Oman owns and manages an iron ore pelletizing facility through which it produces some 9 mn tons of pellets per annum, and has a distribution center in Oman\u2019s city of Sohar with an export capacity amounting to 40 mn tons of iron ore and pellets annually, according to their <a href=\"https:\/\/www.vale.com\/oman\">website<\/a>.<\/p>\n<p><strong>So, how is the Vale\u2019s ore green anyway? <\/strong>The company has set out a target to push down their net scope 3 emissions by 15% by 2035, according to <a href=\"https:\/\/www.zawya.com\/en\/projects\/industry\/vale-signs-mous-for-3-mega-industrial-complexes-for-making-low-carbon-steel-products-in-the-gulf-lz0ou2fh\">Zawya<\/a>. It currently produces <a href=\"https:\/\/www.vale.com\/w\/vale-announces-green-briquette-capable-of-reducing-co2-emissions-of-steelmaking-clients-by-up-to-10-\">hot briquetted iron<\/a> using natural gas, which it says contributes 60% less carbon compared to carbon intensive pig iron production methods. Vale is also exploring replacing natural gas with hydrogen in its production \u2014 coupled with the use of renewable energy \u2014 to help eliminate carbon emissions altogether, Zawya notes, citing Vale\u2019s press release.<\/p>\n<p><strong>\u201cGreen steel\u201d hubs are also coming to Saudi Arabia and UAE soon: <\/strong>Vale <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/dacda7ad-b77b-4be5-9188-3528526b684a\">signed an MoU<\/a> with Saudi Arabia\u2019s National Industrial Development Center during Saudi Arabia\u2019s Future Investment Initiative in November to study establishing a USD 1.1 bn iron ore pellet mega hub producing some 4 mn tons of iron ore pellets annually in KSA\u2019s Ras Al-Khair industrial zone. Brussels-based wind energy advocacy group <a href=\"https:\/\/windeurope.org\/\">WindEurope<\/a> previously estimated about <a href=\"https:\/\/www.euronews.com\/green\/2022\/08\/30\/engineers-are-turning-old-wind-turbine-blades-into-gummy-bears-and-nappies\">25k metric tons<\/a> of blades a year will reach the end of their life cycle by 2025, with projections of that number rising to 52k tons a year by 2030. The group made a request for European authorities to <a href=\"https:\/\/windeurope.org\/newsroom\/press-releases\/wind-industry-calls-for-europe-wide-ban-on-landfilling-turbine-blades\/\">institute a ban<\/a> on the landfilling of wind turbine blades.<\/p>\n<p><strong>Making gummy bears out of turbine blades: <\/strong>As crazy as it sounds, wind turbine blades could be recycled into <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/62ec993f-5aa8-47e7-ac6e-7d994270d0ad\">candy and sugary drinks<\/a>. Michigan State University scientists developed a new resin coating for blades that can be dissolved and used to help make a range of other products including car tail lights, windows, laptop covers,
