The four countries have taken substantial steps towards developing the clean energy source, but continue to face some country-specific challenges, according to research.<\/p>\n<p><strong>^^ We have chapter and verse on this in the news well below.<\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- France and Germany are set to weigh<\/strong><strong> in on Europe-US green subsidies debate: <\/strong>France and Germany\u2019s economy ministers will reiterate <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/946269ad-dc22-49e2-905e-23d72d4bbf92\">EU concerns<\/a> about US President Joe Biden\u2019s landmark climate bill \u2014 the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3907e1bd-299f-46ad-8f42-7d0fead9dcc7\">Inflation Reduction Act (IRA)<\/a> \u2014 and ask that no \u201caggressive\u201d moves be made to tempt European companies to cross the Atlantic in search of subsidies, when they meet with White House officials today as part of a visit to Washington. Representatives of several US economic bodies have recently visited Europe promoting the incentives for US manufacture that form a key part of the USD 370 bn IRA package.<\/p>\n<p><strong>Germany\u2019s Habeck is optimistic:<\/strong> German Economy Minister Robert Habeck sees the visit as a chance to explore ways for the \u201cproblematic\u201d parts of the IRA to \u201cperhaps be resolved,\u201d he told Reuters. While the European Commission \u2014 which recently unveiled <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_510\">its proposal<\/a> for a new plan to increase green industry investment in Europe \u2014 is taking the lead on resolving the trade dispute, he and Le Maire \u201cwant to lend support,\u201d he added.<\/p>\n<p><strong>The story is seeing widespread coverage in the international press:<\/strong> <a href=\"https:\/\/www.reuters.com\/markets\/germanys-habeck-optimistic-that-eu-us-can-reduce-trade-tension-2023-02-06\/\">Reuters<\/a> | <a href=\"https:\/\/www.ft.com\/content\/bea6f909-b26f-46cb-8d55-7d5d282555b3\">Financial Times<\/a> | <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-06\/volvo-may-move-investments-to-us-if-europe-s-green-tech-push-falls-short\">Bloomberg<\/a> | <a href=\"https:\/\/www.wsj.com\/articles\/green-deal-industrial-plan-european-union-inflation-reduction-act-biden-administration-trade-war-subsidies-11675372289?mod=opinion_major_pos2\">Wall Street Journal<\/a> | <a href=\"https:\/\/www.politico.eu\/article\/le-maire-habeck-to-travel-to-washington-on-february-6-amid-transatlantic-trade-tensions\/\">Politico<\/a> | <a href=\"https:\/\/www.euronews.com\/next\/2023\/02\/06\/germany-usa-trade\">Euronews<\/a> | <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/german-minister-habeck-calls-green-tech-cooperation-with-united-states-2023-02-05\/\">Reuters<\/a> | <a href=\"https:\/\/www.bloomberg.com\/news\/newsletters\/2023-02-06\/eu-us-subsidy-race-heralds-protectionist-era\">Bloomberg<\/a><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>WATCH THIS SPACE #1- Abu Dhabi will track the emissions of vehicles on its roads: <\/strong>Abu Dhabi will use space technology to remotely monitor vehicle emissions on its roads in a three-week test carried out in six locations, Wam said in <a href=\"https:\/\/www.wam.ae\/en\/details\/1395303124586\">a statement<\/a>. The Environment Agency Abu Dhabi will use patented technology from NASA that will detect and quantify on-road emissions from the tailpipes of moving vehicles using laser-based overhead detectors, the statement said. The technology will allow it to identify the vehicle\u2019s license plate number to acquire information about the vehicle\u2019s brand, model, fuel type and emission standards.<\/p>\n<p><strong>WATCH THIS SPACE #2- Abdul Latif Jameel-backed EV maker <\/strong><strong><a href=\"https:\/\/rivian.com\/\">Rivian<\/a><\/strong><strong> is developing an<\/strong><strong> electric bike<\/strong>, CEO RJ Saringe told staff on Friday, unnamed sources from Rivian told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-03\/rivian-ceo-tells-staff-ev-maker-is-developing-an-electric-bike?leadSource=uverify%20wall\">Bloomberg<\/a>.<\/p>\n<p><strong>What we know:<\/strong> Very few details have been revealed about the product, and officials declined to comment when asked by Blomberg. The company first expressed interest in micro mobility at an October conference, when Rivian\u2019s CEO \u201chinted\u201d at the company\u2019s interest in developing an e-bike. The company has patents for bicycle designs and parts, but it remains unclear whether the company intends to produce an electric bicycle or motorcycle, reports Bloomberg.<\/p>\n<p><strong>WATCH THIS SPACE #3- Honda and General Motors will start producing <\/strong><strong>a new hydrogen<\/strong><strong> fuel cell system to power fuel cell EVs in 2023<\/strong>, Honda\u2019s Senior Managing Executive Director Shinji Aoyama said, according to <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/honda-start-producing-new-hydrogen-fuel-cell-system-co-developed-with-gm-2023-02-02\/\">Reuters<\/a>. The automaker plans to sell some 2k units of the system by 2025, and up to 60k units by 2030, according to the newswire. It also aims to use the hydrogen fuel cell tech for heavy duty trucks, construction machines, and stationary fuel cells, Aoyama is quoted as saying.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-03\"><\/a> <strong>DATA POINT #1- At least 5% of cars on Jordan\u2019s streets are electric vehicles<\/strong>, Mohamad Khawaja, head of energy engineering at the German Jordanian University, told <a href=\"https:\/\/www.scidev.net\/global\/news\/jordan-electric-car-users-battle-with-batteries\/\">SciDevNet<\/a>. In Egypt, some 3% of EnterpriseAM and Enterprise Climate readers <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/0def00ae-57ec-490e-a715-f1d40bca9a97\">said they own EVs<\/a>. Jordan was the first country in the region to import EVs back in 2015, Khawaja said, adding that nearly a decade later, battery warranties are nearing expiration and EV owners still lack awareness about the proper disposal of potentially toxic and flammable batteries, he added. This poses an issue that should be addressed in Jordan\u2019s policies on EVs, which as they stand, do not provide clear guidance for disposal procedures, Khawaja said.<\/p>\n<p><strong>DATA POINT #2- Dubai reached more than 620 operational electric vehicle charging<\/strong><strong> stations across the emirate by the end of 2022<\/strong>, helping to encourage low-carbon vehicle use, according to a <a href=\"https:\/\/wam.ae\/en\/details\/1395303125103\">Wam<\/a> statement. The emirate currently has 1.5k EVs and 13.5k hybrid cars on its roads.<\/p>\n<p><strong>WORTH READING- The emissions gap between social classes within individual countries<\/strong><strong> is now greater than <\/strong><strong>that between countries:<\/strong> Higher-income classes account for a much larger share of individual countries\u2019 emissions than lower classes, according to a <a href=\"https:\/\/ent.news\/2023\/2\/669.pdf\">report (pdf)<\/a> from the World Inequality Lab. The report, which tracked carbon emissions data across different countries and regions, found that the correlation between higher wealth and higher carbon emissions is applicable both within individual countries and when comparing countries or regional clusters to each other. However, while the disparity in the volume of emissions between countries across the world is substantial, overall inequality in global emissions can be better explained and understood by looking at inequalities within individual countries, the report suggests.<\/p>\n<p><strong>What does this mean?<\/strong> Governments must address these inequalities through more equitable domestic tax systems that can redistribute some of the windfalls of rich companies into projects that can help boost these countries\u2019 clean energy transition, the report argues.<\/p>\n<p><strong>THE DANGER ZONE- Single-use plastic waste hit an all-time high in 2021 \u2014 and is likely to continue rising for a few more years:<\/strong> Some 6 mn tons of single-use plastic production \u2014 around the same weight as the <a href=\"https:\/\/www.google.com\/url?q=https:\/\/web.archive.org\/web\/20160402214937\/http:\/\/www.aeraweb.org\/wp-content\/uploads\/2015\/01\/aeragram5_2.pdf&sa=D&source=docs&ust=1675696873703691&usg=AOvVaw3UsXf9VMDYJgPuzMLXFpim\">Great Pyramid of Giza<\/a> \u2014 has been added to the global volume of plastic waste in 2021, Australia\u2019s Minderoo Foundation revealed in its <a href=\"https:\/\/cdn.minderoo.org\/content\/uploads\/2023\/02\/04205527\/Plastic-Waste-Makers-Index-2023.pdf\">2023 Plastic Waste Makers Index (pdf)<\/a>. MENA is often hailed as a potential green hydrogen hub, with Morocco, Egypt, KSA and Oman having the most advanced hydrogen strategies, according to a 2022 IRENA <a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2022\/Jan\/IRENA_Geopolitics_Hydrogen_2022.pdf\">report (pdf)<\/a>. So what are these countries doing to attract investment and what could slow things down?<\/p>\n<p><strong>Morocco and KSA are among the most promising producers globally:<\/strong> Morocco and KSA are among five countries best placed to become major clean hydrogen producers by 2050, IRENA notes. Morocco could capture up to 4% of the global market for green hydrogen and its derivatives by 2030, according to Swiss foundation <a href=\"https:\/\/gh2.org\/countries\/morocco#:~:text=National%20Strategy,2GW%20in%20renewable%20energy%20sources.\">Green Hydrogen Organization (GHO)<\/a>.<\/p>\n<p><strong>Egypt is another potential hub:<\/strong> Africa could produce 50 mn tons of green hydrogen per year by 2035, by harnessing renewable energy from three hubs: Morocco and Mauritania, Egypt, and South Africa and Namibia, according to a recent <a href=\"https:\/\/www.eib.org\/attachments\/press\/africa-green-hydrogen-flyer.pdf\">report (pdf)<\/a> supported by the European Investment Bank (EIB). By 2035, Egypt could produce 20 mn tons of green hydrogen per year, with 12.5 mn tons exported, while Mauritania could produce 12.5 mn tons of green hydrogen per year, with 7.5 mn tons exported, the report predicts.<\/p>\n<p><strong>All four countries are developing national hydrogen strategies:<\/strong><\/p>\n<p><strong>Egypt: <\/strong>Egypt\u2019s <a href=\"http:\/\/bit.ly\/3twYGJ7\">low-carbon hydrogen strategy<\/a>, unveiled at COP27, <a href=\"https:\/\/enterprise.press\/greeneconomys\/egypt-wants-become-leader-green-hydrogen-heres-govt-private-players-plan-make-happen\/\">should ultimately<\/a> cover the whole hydrogen value chain \u2014 supply, demand, and infrastructure \u2014 though details <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/909a2ca6-ec6c-4e78-a77f-380646c7fb18\">have been<\/a> scarce so far. In practice, the government has called for export-focused projects ahead of projects aimed at local energy offtakers.<\/p>\n<p><strong>Morocco: <\/strong>Morocco\u2019s <a href=\"https:\/\/www.mem.gov.ma\/Lists\/Lst_rapports\/Attachments\/36\/Feuille%20de%20route%20de%20hydrog%C3%A8ne%20vert.pdf\">hydrogen roadmap (pdf)<\/a>, issued <a href=\"https:\/\/gh2.org\/countries\/morocco#:~:text=National%20Strategy,2GW%20in%20renewable%20energy%20sources.\">in 2021<\/a>, focuses on market and demand (green hydrogen export and storage); technology (aiming at cost reduction and local industrial integration; and investment. In the short-term (2020-2030), it\u2019s planning local use and export to targeted markets. Medium-term (2030-2040), it\u2019s targeting lower production costs and possible usage in Morocco\u2019s electricity sector. Long-term (2040-2050), green hydrogen could be used in residential heat production and mobility \u2014 including for heavy vehicles and aviation.<\/p>\n<p><strong>KSA:<\/strong> In 2022, KSA <a href=\"https:\/\/reglobal.co\/hydrogen-development-and-cooperation-between-saudi-arabi-and-germany\/#:~:text=Hydrogen%20potentials%20in%20Saudi%20Arabia,and%20domestic%20uses%20of%20hydrogen.\">was developing<\/a> a national hydrogen strategy, outlining its production, export and domestic uses. This included \u201cessential aspects\u201d of the production process for green and blue hydrogen, eyeing transportation of hydrogen for domestic use and its integration into products for export.<\/p>\n<p><strong>Oman:<\/strong> Oman\u2019s strategy, announced <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e806e16c-672f-4775-8776-6f597297731a\">in October<\/a>, invites project developers to produce green hydrogen for export, convert it to ammonia or methanol, or use it to power \u201chard-to-abate\u201d industries.<\/p>\n<p><strong>Major projects are in the pipeline:<\/strong> <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f8d7402-6d05-4eae-b3b0-b5bb811be7ab\">Egypt signed<\/a> framework agreements for green hydrogen and ammonia plants worth USD 83 bn at COP27 last November. KSA <a href=\"https:\/\/acwapower.com\/en\/projects\/neom-green-hydrogen-project\/\">is launching<\/a> a USD 5 bn project in NEOM \u2014 potentially the world\u2019s largest utility-scale green hydrogen facility, while Morocco <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b45de912-e322-4b2a-bf2b-88d4e1060db4\">recently received<\/a> EUR 38 mn from Germany to finance its first plant, amid a flurry of private sector interest. Out of the USD 180 bn worth of regional projects that had been announced as of <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e9569d88-5e15-464f-a2f4-341bbb306057\">October 2022<\/a>, USD 63.8 bn worth were in Egypt, USD 48.9 bn in Oman, USD 16.85 bn in Morocco, USD 10.5 bn in KSA, and USD 10.3 bn in the UAE.<\/p>\n<p><strong>And plans to spur investment, like upping renewables use and partnerships:<\/strong> Morocco <a href=\"https:\/\/www.globaldata.com\/media\/power\/morocco-targets-80-renewable-energy-2050-technological-evolution-energy-storage-green-hydrogen-decreasing-energy-costs-says-globaldata\/\">is aiming<\/a> for renewables to form a 52% share of its energy mix by 2030, 70% by 2040 and 80% by 2050. Egypt and Morocco are both members of the African Green Hydrogen Alliance, launched <a href=\"https:\/\/climatechampions.unfccc.int\/african-green-hydrogen-alliance-launches-with-eyes-on-becoming-a-clean-energy-leader\/\">in May 2022<\/a> to encourage collaboration on everything from regulation to capacity building, financing and certification.<\/p>\n<p><strong>For GCC economies, blue hydrogen export has already begun: <\/strong>Saudi Aramco <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-14\/aramco-says-hydrogen-talks-with-japan-south-korea-are-advancing?leadSource=uverify%20wall\">is earmarking<\/a> \u201cmultiple bns of USD\u201d to become a major blue hydrogen exporter and plans to begin selling blue ammonia to Asia by 2027. Having sold several test shipments of blue ammonia to Japan <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-08-18\/uae-sells-another-blue-ammonia-cargo-to-japan-in-hydrogen-push\">in 2021<\/a> the UAE sent its first low-carbon ammonia shipment to Europe <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/268bfc3b-f341-49a6-aa57-90857030b5ff\">in September<\/a>.<\/p>\n<p><strong>They\u2019re gearing up for green to follow:<\/strong> Oman aims to become a \u201clarge-scale exporter\u201d of green hydrogen or green ammonia, the IRENA report notes. And South Korea plans to import green hydrogen from the UAE by 2027, its government announced <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/d9799347-cc1a-46be-8e5e-02f2589c5941\">in January<\/a>.<\/p>\n<p><strong>Existing fossil fuel infrastructure could help:<\/strong> Countries that repurpose existing pipeline infrastructure designed for natgas and liquified petroleum gas to carry hydrogen will have a distinct advantage in the notoriously-challenging field of hydrogen transportation, notes Atlantic Council. Oman is already looking into this, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4d4fe41a-d676-4add-8b29-08a581d184fe\">we\u2019ve noted<\/a> previously.<\/p>\n<p><strong>But bottlenecks still need to be overcome to get this industry off the ground: <\/strong><\/p>\n<p><strong>Water scarcity: <\/strong>Green hydrogen production is a <a href=\"https:\/\/al-fanarmedia.org\/2022\/10\/green-hydrogen-production-in-mena-faces-a-water-problem-energy-leader-says\/\">water-intensive<\/a> process. And because globally some 70% of planned electrolyzer projects are in water-stressed regions, over 85% of planned green hydrogen projects may need to use desalination \u2014 a fossil fuel-reliant process that increases production costs \u2014 to get fresh water for production, the IRENA report notes.<\/p>\n<p><strong>In-country infrastructure and energy trade routes \u2014 which impact supply and demand: <\/strong>Factors affecting a country\u2019s ability to effectively produce green hydrogen include existing infrastructure (which determines the ease of transport by sea or pipeline), the cost of capital, access to key electrolyzer technology, supportive national and international policy frameworks, and its investment climate, the IRENA report notes. With many net importers now eyeing green hydrogen export, existing energy trade systems could also be in for a radical shake-up \u2014 meaning initial supply could well exceed global demand, it adds.<\/p>\n<p><strong>The cost of tech: <\/strong>Once green hydrogen production falls below USD 2\/KG, it will be extremely cost competitive, the EIB report notes. The Volvo FH and FM, which are powered by bio-liquefied natural gas (LNG), are 4% more fuel-efficient and have a gas tank with a capacity that is 10% larger than previous trucks.<\/p>\n<p><strong>The specs:<\/strong> The Volvo FH and FM have 500 horsepower, compared to previous trucks which had 420 and 460 horsepower, and have fuel tanks that are 10% bigger, giving them a range of up to 1k km. They can be fueled almost as fast as diesel trucks from a network of more than 600 stations for bio-LNG and LNG in Europe. The new models can be run on both bio-LNG and LNG, using a small diesel injection to ignite the gas.<\/p>\n<p><strong>What is biogas? <\/strong>Biogas, biomethane, or bio-LNG, is a renewable liquified biogas that is produced from organic waste. This includes food waste, manure, sludge from treatment plants and other residual products. It is increasingly being seen as a substitute for fossil fuel-based LNG. In order to be liquified, all LNG is cooled to -162\u00b0C so that it takes up less space for storage on vehicles.<\/p>\n<p><strong>The EU wants to increase biogas production 10-fold by 2030. <\/strong>The European Commission\u2019s energy transition program, <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_3131\">REPower EU<\/a>, includes plans to shift from fossil fuel-based LNG to bio-LNG, with the target of producing 35 bn cubic meters by the end of the decade. Heirloom has partnered with Canadian concrete technology company <a href=\"https:\/\/www.carboncure.com\/\">CarbonCure<\/a> to deliver c. 30 kg of CO2 collected from the San Francisco Bay area using direct air capture (DAC), the company reported in a <a href=\"https:\/\/www.heirloomcarbon.com\/news\/co2-removed-from-the-atmosphere-by-direct-air-capture-is-permanently-stored-in-concrete-for-the-first-time\">press release<\/a>.<\/p>\n<p><strong>So how does it work? <\/strong>Heirloom placed pre-heated and crushed limestone on large trays, which then absorbed CO2 over the course of three days. According to the company, limestone naturally absorbs CO2 from the atmosphere, and by heating it, the company catalyzed the absorption process. Concrete technology company CarbonCure then mixed the CO2 with concrete ingredients, strengthening the concrete and cutting the need for carbon-intensive cement. CarbonCure also conducted an experiment where it integrated leftover CO2 with water and used it for a new batch of concrete.<\/p>\n<p><strong>Why does it matter? <\/strong>Carbon, the most commonly used building material in the world, accounts for c. 8% of CO2 emissions globally. The technology used by CarbonCure cuts concrete-related emissions by c. 5%, with an additional 5-10% cut through its wastewater treatment process.<\/p>\n<p><strong>MENA needs to work especially hard to cut its building emissions. <\/strong>MENA\u2019s CO2 output per ton of cement is 35% higher than the global average, World Cement Association CEO Ian Riley <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/19a70c33-af50-4581-8234-83dc00b10258\">said last year<\/a>, stressing that the region\u2019s cement and construction industries need medium-term targets for 2030, and not just 2050 and 2060 net zero targets.
