Sanchez is set to extend a EUR 800 mn credit line and sign 20 MoUs including renewable energy development agreements.<\/p>\n<p><strong>^^We have more on this story and more in the news well, below.<\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- EU claps back at Biden\u2019s IRA <\/strong><strong>with its own plan for green subsidies:<\/strong> The European Commission (EC) \u2014 the EU\u2019s executive arm \u2014 unveiled <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_510\">a proposal yesterday<\/a> for a new plan to increase green industry investment in Europe. This follows weeks of anxiety that US President Joe Biden\u2019s <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/3907e1bd-299f-46ad-8f42-7d0fead9dcc7\">Inflation Reduction Act (IRA)<\/a> \u2014 set to heavily subsidize US-made products \u2014 would spur a flood of clean energy investment across the Atlantic at the expense of other locations. \u201cWhat we are looking at is that we have a global playing field,\u201d EC Chief Ursula von der Leyen said at a presser yesterday.<\/p>\n<p><strong>What exactly is being proposed?<\/strong> Under the plan, existing EU funds would be repurposed \u2014 with member states able to draw on some EUR 250 bn, much of it from the bloc\u2019s post-pandemic recovery fund. State aid rules would be temporarily eased for investment in renewable energy or decarbonizing industry until the end of 2025, green project approvals would be accelerated, and there would be a push to finalize trade agreements to bring in raw materials and boost skills in key areas.<\/p>\n<p><strong>But not everyone\u2019s happy: <\/strong>Some EU members had previously opposed parts of the plan, including loosening state aid rules and the fact that some countries would be able to outspend others. <strong>The story is seeing widespread coverage in the international press:<\/strong> <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/eu-lay-out-green-industry-plan-counter-us-china-subsidies-2023-02-01\/\">Reuters<\/a> | <a href=\"https:\/\/edition.cnn.com\/2023\/02\/01\/business\/europe-green-deal-industrial-plan\/index.html\">CNN<\/a> | <a href=\"https:\/\/www.wsj.com\/articles\/europes-answer-to-bidens-climate-bill-is-still-murky-green-11675270086?mod=hp_minor_pos19\">WSJ<\/a> | <a href=\"https:\/\/www.euronews.com\/my-europe\/2023\/02\/01\/eu-presents-new-industrial-plan-to-counter-american-green-subsidies\">Euronews<\/a> | <a href=\"https:\/\/www.ft.com\/content\/85b55126-e1e6-4b2c-8bb2-753d3cafcbe5\">Financial Times<\/a> | <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/whats-eu-green-deal-industrial-plan-2023-02-01\/\">Reuters<\/a> | <a href=\"https:\/\/www.dw.com\/en\/eu-unveils-green-industrial-plan-to-counter-us-spending-spree\/a-64582222\">Deutsche Welle<\/a><\/p>\n<p><strong>ALSO- Adani Enterprises scrapped its secondary offering yesterday<\/strong>, a day after the offering (which was expected to finance green projects in MENA, among other things) had already been fully subscribed. The company cited \u201cthe unprecedented situation and the current market volatility\u201d for its decision to withdraw the stake sale, saying in <a href=\"https:\/\/archives.nseindia.com\/corporate\/ADANIENT_01022023222208_AEL01022023.pdf\">a disclosure (pdf)<\/a> to the National Stock Exchange of India that the company will return the proceeds it has already received in the offering. The decision was broadly unexpected, as the Indian company had managed to successfully cover the offering on Tuesday \u2014 with the support of UAE investors \u2014 despite a turbulent process following accusations from Hindenburg Research that Adani had engaged in share manipulation and fraud. Adani Enterprises\u2019 shares closed down nearly 27% yesterday.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>WATCH THIS SPACE #1- Is BP walking back on plans for a <\/strong><strong>renewables push? <\/strong>Oil giant BP may be doing an about-turn on its <a href=\"https:\/\/www.theguardian.com\/business\/2022\/feb\/10\/bp-has-ambitious-plans-to-move-beyond-fossil-fuels-but-are-they-enough\">high-profile<\/a><strong><a href=\"https:\/\/www.theguardian.com\/business\/2022\/feb\/10\/bp-has-ambitious-plans-to-move-beyond-fossil-fuels-but-are-they-enough\"><\/a><\/strong><a href=\"https:\/\/www.theguardian.com\/business\/2022\/feb\/10\/bp-has-ambitious-plans-to-move-beyond-fossil-fuels-but-are-they-enough\">strategy<\/a> to <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2021-10-07\/oil-and-gas-asset-sales-amount-to-climate-arbitrage\">liquidate fossil fuel assets<\/a> and raise funds for investment in renewable energy projects, the <a href=\"https:\/\/www.wsj.com\/articles\/bps-ceo-plays-down-renewables-push-11675249471\">Wall Street Journal<\/a> reports, citing unnamed sources \u201cfamiliar with recent discussions.\u201d CEO Bernard Looney is said to be on a drive to convince shareholders that maximizing returns in areas like oil and gas is still a higher priority than BP\u2019s decarbonization push, according to the WSJ. Though BP <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/bp-gambles-big-fast-transition-oil-renewables-2021-09-20\/\">previously noted<\/a> that renewables projects would likely take years to break even, Looney is said to be \u201cdisappointed\u201d in returns from some of the company\u2019s clean energy investments, the unnamed sources are quoted as saying.<\/p>\n<p><strong>WATCH THIS SPACE #2- Aramco has sustainability tracking in its <\/strong><strong>crosshairs:<\/strong> Over 100 of Saudi Arabian oil giant Aramco\u2019s international suppliers are on track to establish hubs in the Kingdom as part of the company's efforts to better track ESG activities across their supply chain, <a href=\"https:\/\/www.arabnews.com\/node\/2242126\/business-economy\">Arab News<\/a> quotes the firm\u2019s vice president of procurement Salem Al-Huraish as saying at the <a href=\"https:\/\/forum.iktva.sa\/\">Iktva forum<\/a> this week. Aramco also <a href=\"https:\/\/www.arabnews.com\/node\/2241526\/business-economy\">signed an agreement<\/a> with sustainable supply chain management consultant Achilles during the forum to indigenize ESG rating platforms in KSA.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>WATCH THIS SPACE #3- The UAE\u2019s 2 GW Dhafra solar plant is set to be fully <\/strong><strong>operational this summer,<\/strong> EDF Renewables regional director Olivier Bordes told <a href=\"https:\/\/www.france24.com\/en\/live-news\/20230131-major-uae-solar-plant-to-go-online-before-cop-summit-energy-firm\">AFP<\/a>. The plant \u2014 located 35 km south of Abu Dhabi \u2014 is expected to be one of the world\u2019s largest single-site solar plants, providing power to around 160k households using <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/5eeec667-c33f-48b2-ad05-5cee2cec9686\">3.5 mn solar panels<\/a>.<\/p>\n<p><strong>Who are the project stakeholders?<\/strong> State-owned Emirati companies Taqa and Masdar own 60% of the project, while the remainder is owned by a consortium formed by EDF Renewables and China's Jinko Power Technology, according to Masdar\u2019s <a href=\"https:\/\/masdar.ae\/en\/masdar-clean-energy\/projects\/al-dhafra-solar-pv\">website<\/a>. The loan falls under the umbrella of EBRD\u2019s EUR 500 mn Green Economy Financing Facility for Turkey (GEFF).<\/p>\n<p><strong>The details:<\/strong> Garanti will use the funds to on-lend to companies launching micro energy efficiency, renewables, and climate resilience projects in the country. The facility will also lend financing to female entrepreneurs with green investment plans, the statement notes.<\/p>\n<p><strong>Garanti has received funds from EBRD before:<\/strong> The multilateral lender provided the leasing company with a <a href=\"https:\/\/ebrdgeff.com\/ebrd-boosts-energy-efficiency-in-turkey\/\">E<\/a><a href=\"https:\/\/ebrdgeff.com\/ebrd-boosts-energy-efficiency-in-turkey\/\">UR 50 mn loan<\/a> in 2018 to on-lend to energy efficiency SME projects in the country under its EUR 400 mn Turkey Sustainable Energy Financing Facility.<\/p>\n<p><strong>And EBRD has recently boosted Turkey\u2019s renewables with other loans:<\/strong> The bank provided a EUR 50 mn on-lending facility to Turkish leasing company Yapi Kredi <a href=\"https:\/\/www.ebrd.com\/news\/2023\/ebrd-loan-to-support-green-financing-in-trkiye.html\">in September<\/a> to support renewables and energy saving projects. Public Investment Fund-owned firm SIRC had signed a partnership agreement last year with King Faisal University and the country\u2019s Date Palm Center of Excellence for the co-development of agri waste repurposing mechanisms in the country, according to <a href=\"https:\/\/www.arabnews.com\/node\/1917716\/business-economy\">Arab News<\/a>.<\/p>\n<p><strong>The fertilizers could be used to bolster sustainable food production:<\/strong> Nadec \u2014 which distributes its produce to over 40k stores across the GCC \u2014 entered a partnership agreement this month with UAE-based agritech startup Pure Harvest Farms to jointly cultivate some 27 hectares of its lands to become a vertical integrated business generating revenues totaling some <a href=\"https:\/\/www.zawya.com\/en\/projects\/industry\/saudis-nadec-unveils-plans-to-become-vertically-integrated-food-business-uycjwqrm\">USD 1.6 bn<\/a> by 2027, according to a <a href=\"https:\/\/www.pureharvestfarms.com\/node\/183\">statement<\/a>. The farmlands would be cultivated using Pure Harvest\u2019s climate-controlled, renewables-powered hybrid food production tech.<\/p>\n<p><strong>And there\u2019s plenty of biowaste to recycle: <\/strong>Saudi Arabia produces the world\u2019s largest amount of food waste on a per capita basis with over a third of food produced or imported by the kingdom going to waste, according to a <a href=\"https:\/\/ent.news\/2023\/2\/663.pdf\">study (pdf)<\/a> published by King Saud University. The waste per capita ratio for Saudis stands at 250 kg per annum compared to the global average of 115 kg and accumulates yearly losses amounting to some USD 11 bn, the study says.<\/p>\n<p><strong>The move may help work toward KSA\u2019s Circular Carbon Economy National Program: <\/strong>The kingdom published targets to divert 82% of all landfill waste <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f09cd157-60c7-4f8c-8228-d6a5dbee4c0b\">in October<\/a>, earmarking USD 27-32 bn to recycle 42% and compost 35% of its waste by 2035. Its climate-focused regional investment includes <a href=\"https:\/\/www.ebrd.com\/work-with-us\/project-finance\/project-summary-documents.html?1=1&filterCountry=Tunisia\">agribusiness in Tunisia<\/a>, Egypt\u2019s <a href=\"https:\/\/www.ebrd.com\/news\/video\/benban-africas-largest-solar-park-completed.html\">Benban solar park<\/a>, and a raft of <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/0012f4b1-24a2-48c9-b997-f2f5eb2af8eb\">recent regional loans<\/a> for on-lending to climate-focused SMEs.<\/p>\n<p><strong>Enterprise Climate sat down with the EBRD\u2019s Maya Hennerkes (<\/strong><strong><a href=\"https:\/\/www.linkedin.com\/in\/mayahennerkes\/?originalSubdomain=uk\">LinkedIn<\/a><\/strong><strong>) on the sidelines<\/strong><strong> of its <\/strong><strong><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4c3f4a9d-15c3-44cb-babd-630a9c5c1007\">GEFF II program launch<\/a><\/strong><strong> in Cairo this week. <\/strong>Hennerkes is the director for Green Financial Systems at the EBRD\u2019s Climate Strategy and Delivery Department, meaning that she\u2019s responsible for the organization\u2019s sustainable finance methodologies, as well as climate-focused lending to financial intermediaries. We talked to her about the bank\u2019s plans for regional expansion in its climate funding and how it\u2019s helping partner organizations \u201cgreenify\u201d their financial flows.<\/p>\n<p><strong>Edited excerpts from our discussion: <\/strong><\/p>\n<p><strong>North Africa and the Levant are already important markets:<\/strong> <a href=\"https:\/\/www.ebrd.com\/the-EBRD-and-the-SEMED.html\">SEMED<\/a> was the second-largest regional recipient of EBRD investment <a href=\"https:\/\/www.ebrd.com\/news\/2023\/ebrd-posts-record-investment-in-semed-region-in-2022-.html\">in 2022<\/a>, with the region\u2019s investments standing at EUR 2.4 bn, up from EUR 5.1 bn in 2021, according to the EBRD website. Of the total investments in the region last year, 70% of the funding went to the private sector and 42% of investments were poured into the green economy. SEMED is somewhere \u201cwhere we want to build business organically, but in a dedicated way,\u201d says Hennerkes.<\/p>\n<p><strong>Expansion into Algeria and sub-Saharan Africa could be coming soon: <\/strong>Algeria and sub-Saharan Africa are potential upcoming target markets for EBRD\u2019s climate-focused expansion \u2014 shareholder endorsement permitting, says Hennerkes. Engagement would be for green finance projects in general \u2014 though working with local banks is often a key part of new market entry, she adds.<\/p>\n<p><strong>From a climate perspective, these are clear target markets:<\/strong> \u201cIt\u2019s obvious that adaptation is a huge topic here \u2026 and we want to contribute to the solution through our financing.\u201d Renewable energy systems also need to expand considerably, Hennerkes notes.<\/p>\n<p><strong>The region\u2019s financial institutions have an appetite for climate-focused lending<\/strong>, Hennerkes adds. Potential growth barriers include uncertainty about exactly what climate-focused lending means or whether a sub-loan is considered green. Strong collaboration with donor organizations like the Green Climate Fund and the EU allows the EBRD to provide technical assistance to help overcome these barriers, Hennerkes adds. This is exactly what happens with the Green Economy Financing Facility program (<a href=\"https:\/\/ebrdgeff.com\/\">GEFF<\/a>) and it\u2019s immensely valuable, bankers <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4c3f4a9d-15c3-44cb-babd-630a9c5c1007\">noted recently<\/a>.<\/p>\n<p><strong>Project bankability remains a barrier to climate finance growth: <\/strong>While there\u2019s no lack of climate-focused projects or available funding, overall project bankability needs to be enhanced so the two can more effectively be matched, Hennerkes notes \u2014 echoing <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/a8b2ccb7-95eb-4a1c-800d-241ba7ee7d53\">comments made<\/a> by <a href=\"https:\/\/www.shift-ev.com\/\">Shift EV<\/a> CEO Aly El Tayeb at the <a href=\"https:\/\/climatexforum.enterprise.press\/\">Enterprise Climate X Forum<\/a> in December about the steps needed to unlock capital for climate-friendly projects.<\/p>\n<p><strong>And DFIs can help: <\/strong>Blended finance is an effective de-risking strategy used by development banks, including the EBRD, Hennerkes tells us. The bank also sometimes helps with early project preparation and feasibility studies to help ready projects for financing \u2014 especially important for new technology and larger renewable energy projects \u201cwhere there are quite a lot of upfront costs.\u201d There\u2019s also regulation to consider: For investments in renewable energy, \u201cif the regulator sets the tendering process so that projects can be financed by commercial banks and IFIs, that helps.\u201d<\/p>\n<p><strong>The EBRD is prioritizing the mainstreaming of green frameworks in its investment: <\/strong>The bank institutes an environmental <a href=\"https:\/\/www.ebrd.com\/news\/publications\/policies\/environmental-and-social-policy-esp.html\">and social policy<\/a>, meaning it works to avoid, minimize, and mitigate adverse environmental and social risks, Hennerkes explains. It is also fully aligned with the goals of the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\">2015 Paris Agreement<\/a>, meaning it isn\u2019t \u201ccreating any adverse impact on the goal of limiting the global temperature increase to 1.5 degrees by mid-century,\u201d Hennerkes says. Finally, it has a target for 50% of all its financing to be green by 2025. This includes all EBRD direct financing \u2014 as well as finance provided by intermediaries like banks \u2014 and the multilateral lender came close to reaching this target last year, Hennerkes adds.<\/p>\n<p><strong>Working with clients to help them decarbonize is key:<\/strong> The EBRD will build the capacity of its 300-350 financial institution clients to increase their Paris alignment and decarbonize based on sector exposure, says Hennerkes. \u201cWe\u2019ll run a training program to explain what Paris alignment means, what a robust transition plan looks like, and how they need to review their portfolios,\u201d she adds. The institutions will come up with their own transition plans \u2014 which, once agreed on, will form a key part of the EBRD-client relationship and be monitored, Hennerkes adds.<\/p>\n<p><strong>A c. USD 27 mn donor-funded corporate governance facility will help finance transition<\/strong><strong> planning activities and this capacity building<\/strong>, Hennerkes adds. \u201cWe\u2019re applying this to both corporate and financial institution clients, so we can enroll them in general capacity building programs, but also provide very specific individual assistance.\u201d<\/p>\n<p><strong>The aim?
