The dearth of climate news is instead giving way to a look ahead at what the year is expected to bring in climate finance trends and developments.<\/p>\n<p><strong>THE BIG CLIMATE STORY- <\/strong>It\u2019s quiet out there, with the exception of a couple of updates on renewable energy projects in the UAE to note. The UAE\u2019s first-of-its-kind hydroelectric project has a completion date and will be fully powered by renewable energy, and Emirati renewable energy firm Masdar will partner with Germany\u2019s Uniper to develop a green hydrogen plant powered by 1.3 GW of solar energy.<\/p>\n<p><strong>^^ We have chapter and verse on this story and more in the news well, below. <\/strong><\/p>\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- Europe is once again <\/strong><strong>experiencing a climate change-driven \u201cextreme weather event,\u201d<\/strong> with record-breaking warm weather seen across an estimated 15 countries in recent days, according to <a href=\"https:\/\/www.theguardian.com\/world\/2023\/jan\/02\/extreme-event-warm-january-weather-breaks-records-europe\">the Guardian<\/a>. Berlin reached 16\u00b0C on New Year\u2019s Day in a January record, Czechia recorded its warmest ever New Year\u2019s Eve, and Spain\u2019s Bilbao hit 24.9\u00b0C in its hottest-ever January day. Snow is also \u201cnotably lacking at lower altitudes in the northern Alps and across the Pyrenees,\u201d <a href=\"https:\/\/www.washingtonpost.com\/world\/alpine-slopes-face-snow-shortage-in-unseasonably-warm-winter\/2023\/01\/02\/cfced56c-8ac8-11ed-b86a-2e3a77336b8e_story.html\">the Associated Press<\/a> notes Meteo France saying. \u201cThe most worrying thing about this is that \u2014 such is the speed of global heating \u2014 it simply isn\u2019t a surprise any longer,\u201d the outlet quotes climate professor Bill McGuire as saying.<\/p>\n<p><strong>The story is attracting widespread coverage in the international press: <\/strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-03\/european-cities-break-temperature-records-as-warm-winter-holds?srnd=green&leadSource=uverify%20wall\">Bloomberg<\/a> | <a href=\"https:\/\/www.euronews.com\/green\/2023\/01\/03\/climate-change-why-is-europe-experiencing-a-january-heat-wave\">EuroNews<\/a> | <a href=\"https:\/\/www.newscientist.com\/article\/2353293-winter-storms-in-us-set-to-continue-while-europe-sees-record-warmth\/\">New Scientist<\/a> | <a href=\"https:\/\/www.independent.co.uk\/climate-change\/news\/weather-climate-change-europe-january-b2254997.html\">Independent<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WORTH READING- Plastic manufacturing could emit 2.5 bn tons of GHG by 2050:<\/strong> Plastic manufacturing accounted for 1.8 bn tons of greenhouse gas emissions in <a href=\"https:\/\/www.oecd.org\/environment\/plastics\/increased-plastic-leakage-and-greenhouse-gas-emissions.htm\">2019<\/a> \u2014 3.4% of total global emissions that year \u2014 and if current manufacturing levels remain on track, levels will increase by 0.7 bn tons by 2050, according to research from the <a href=\"https:\/\/www.ciel.org\/plasticandclimate\/\">Center for Environmental Law<\/a>. Global plastic production totaled 400 mn tons in 2019 and is set to increase to 1.1 bn tons by 2050 if left unabated, according to <a href=\"https:\/\/www.unep.org\/interactives\/beat-plastic-pollution\/?gclid=CjwKCAiAy_CcBhBeEiwAcoMRHG4b-8aRJAlNUTSiclltGKrpQ_MQz-lyVDeRAQLM19c3vS7o-9--nRoC_LcQAvD_BwE\">UN Environment Programme<\/a> projections.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>WATCH THIS SPACE- World Bank Group aims to increase climate-focused lending <\/strong><strong>capacity:<\/strong> The World Bank Group (WGB) wants to remodel its lending programs to expand the lending capacity to climate change and other global crises by negotiating proposals including a capital increase and new lending tools, <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/world-bank-seeks-more-funds-address-climate-change-other-crises-document-2023-01-03\/\">Reuters<\/a> reports, citing a document it has seen. The shift signals a radical change from the bank\u2019s model of working from project and country-specific loans. WBG management will broach the topic with shareholders in April, discussing specific proposals to change its mission, operating model and financial capacity to ready a document for approval by the joint World Bank and International Monetary Fund Development by October, the newswire notes.<\/p>\n<p><strong>What are these new proposals? <\/strong>WBG\u2019s new approach would include lower equity-to-loan prerequisites, an increase in lending caps, and the use of redeemable funding \u2014 capital that was pledged by member countries, but never disbursed. The plant is expected to generate green hydrogen by 2026 and the EU wants to import the clean fuel the facility will generate, Masdar\u2019s executive director for clean energy Mohammad Abdelqadar Al Ramahi told the business information service. The location of the plant and the financials of the agreement have yet to be disclosed. Masdar officials did not respond to Enterprise Climate\u2019s request for comment as of the time of publishing.<\/p>\n<p><strong>Part of Masdar\u2019s plans to become a major renewables generator: <\/strong>The firm is aiming for a renewable energy capacity of <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/0b79dd67-80d2-4748-9205-5570e208771a\">at least 100 GW by 2030<\/a> with a production quota of up to 1 mn tons of green hydrogen. It ultimately plans to expand its renewable energy portfolio to over 200 GW, a company <a href=\"https:\/\/news.masdar.ae\/News\/2022\/12\/08\/07\/38\/TAQA-ADNOC-and-Mubadala-Complete-Landmark-Transaction\">statement<\/a> notes, without giving a time frame for this target.<\/p>\n<p><strong>The firm already has a strong footing in MENA and beyond:<\/strong> The company is active in over 40 countries in six continents with a portfolio worth over USD 20 bn. Alongside Infinity Power and Hassan Allam Utilities, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/952ee209-52e7-435e-860b-caf16ba6251b\">Masdar signed<\/a> an agreement at COP27 in November to build a 10 GW wind farm in Egypt \u2014 which could be one of the world\u2019s largest \u2014 and the three companies also <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f8d7402-6d05-4eae-b3b0-b5bb811be7ab\">went big on<\/a> green hydrogen, inking an agreement to establish a facility with production capacity of 480k tons of green hydrogen a year. Masdar <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/0b79dd67-80d2-4748-9205-5570e208771a\">is expanding to Turkmenistan<\/a> with a 100 MW solar plant, following an announcement in September that <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/13a804af-a659-4152-82b2-a3c920862f2b\">it\u2019s building<\/a> a 500 MW, USD 600 mn wind farm in Uzbekistan. The plant cost USD 387 mn (AED 1.4 bn) and will have an energy storage capacity of 1.5 GWh with an 80-year operational lifespan.<\/p>\n<p><strong>The details: <\/strong>The facility will store water from the Hatta upper dam, transporting it via a 1.2 km subterranean tunnel where the water will be transformed into kinetic energy. The energy generated from the flow of water through the tunnel will power the plant\u2019s turbines, converting the mechanical energy into electricity to be sent to Dewa\u2019s main grid within 90 seconds.<\/p>\n<p><strong>Solar power will pump water to the plant:<\/strong> The energy needed to route the water through the tunnel will be powered by Dewa's 5 GW <a href=\"https:\/\/www.dewa.gov.ae\/en\/about-us\/media-publications\/latest-news\/2019\/03\/mohammed-bin-rashid-al-maktoum-solar-park\">Mohammed bin Rashid Al Maktoum Solar Park<\/a>, making the whole project 100% dependent on renewable energy.<\/p>\n<p><strong>One more W in UAE plans to become carbon-neutral by 2050:<\/strong> The UAE began financing clean energy projects over 15 years ago \u2014 investing over USD 40 bn in the renewables sector to date \u2014 and the country\u2019s <a href=\"https:\/\/u.ae\/en\/information-and-services\/environment-and-energy\/climate-change\/theuaesresponsetoclimatechange\/uae-net-zero-2050\">production capacity of renewables<\/a> is set to reach 14 GW by 2030. So, what can we expect to see in terms of progress on these fronts in the year ahead?<\/p>\n<p><strong>A continued commitment to sustainable finance:<\/strong> Strong investor appetite for green debt instruments and commitment from MENA\u2019s public and private sectors to raising sustainable funding are ongoing trends, head of MENA Debt Capital Markets at HSBC Khaled Darwish told Enterprise Climate. 2022 was a positive year for MENA\u2019s ESG market, \u201cand there\u2019s more to come in 2023,\u201d Darwish added. \u201cAcross all sectors, we\u2019ve seen an increased commitment to looking at strategies to expand the investment in cleaner sources of energy and renewables \u2014 even with the energy crisis,\u201d Darwish noted.<\/p>\n<p><strong>UAE\u2019s COP28 should help maintain this momentum: <\/strong>The strides made by MENA in 2022 in addressing climate change are partly the result of increased focus from investors, media, and internal stakeholders, noted Darwish. Key international conferences like COP27 and <a href=\"https:\/\/sdg.iisd.org\/events\/2022-un-climate-change-conference-unfccc-cop-28\/\">COP28<\/a> taking place in the region have also been effective in refocusing attention on strategic initiatives in the ESG space, he added.<\/p>\n<p><strong>We can also expect more corporate green bond issuances in 2023:<\/strong> HSBC worked with multiple stakeholders throughout 2022 \u2014 including <a href=\"https:\/\/www.alrayan.com\/english\/home\">Qatar\u2019s Masraf al Rayan<\/a> \u2014 to establish sustainable financing frameworks, Darwish noted. \u201cIn 2023, when market conditions are hopefully more stable for issuers, you\u2019ll see some of the issuers whose debut frameworks we\u2019ve worked on come to market,\u201d he added. We could see the issuance of green bonds on the UAE\u2019s Abu Dhabi Global Market (ADGM) from 2023, ADGM\u2019s Head of Sustainable Finance Mercedes Vela Monserrate <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-11\/uae-to-start-carbon-offset-trading-exchange-in-abu-dhabi?leadSource=uverify%20wall\">told<\/a><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-11\/uae-to-start-carbon-offset-trading-exchange-in-abu-dhabi?leadSource=uverify%20wall\">Bloomberg<\/a> in November.<\/p>\n<p><strong>While in Egypt, more sovereign green issuances are also on the cards:<\/strong> Egypt was the last country in the region to issue <a href=\"https:\/\/enterprise.press\/stories\/2020\/09\/30\/egypt-sells-usd-750-mn-of-sovereign-green-bonds-in-maiden-issuance-22640\/\">a sovereign green bond<\/a>, and it\u2019s already indicated it could issue green and sustainable development sovereign bonds worth around USD 500 mn apiece <a href=\"https:\/\/enterprise.press\/stories\/2022\/05\/17\/this-morning-the-latest-from-greentech-new-green-susdev-bond-sales-coming-next-year-71228\/\">next fiscal year<\/a>.<\/p>\n<p><strong>Maiden ESG sovereign bond issuances from major regional players could follow: <\/strong>Several regional governments \u2014 including Saudi, Qatar, Kuwait and Abu Dhabi \u2014 haven\u2019t yet made their ESG debuts, but sovereign issuances are definitely pending, Darwish said, pointing to <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/29128c1e-0d05-4a99-b8e2-f05247e4258d\">PIF\u2019s 100-year ESG bonds<\/a> issuance as a prime example of the scale of ambition in this area. \u201cOnce a sovereign does its ESG issuance and communicates its strategic ESG priorities, framework and areas of focus, I think that helps reshape the focus of everyone \u2014 especially in a region with a multitude of government-related entities across multiple sectors,\u201d he added.<\/p>\n<p><strong>Investor interest in green bonds and green sukuks will also remain strong: <\/strong>Green bond demand will likely continue to outstrip supply \u2014 including in emerging and frontier markets, European Bank for Reconstruction and Development (EBRD) Principal, Local Currency & Capital Markets Development Razvan Dumitrescu told Enterprise Climate. The EBRD also expects to see increasing interest for green sukuk coming out of Egypt and Jordan, he noted. \u201cThe key challenge is if issuers are keen to tap the debt capital markets, given the increasing interest rates and sub-investment grade credit profile \u2014 leading to higher expected cost of funding,\u201d Dumitrescu added.<\/p>\n<p><strong>Over in the carbon markets arena, Egypt is ready to strike:<\/strong> We\u2019re keeping our eyes peeled for the EGX\u2019s launch of Africa\u2019s first voluntary carbon market (VCM) \u2014 due in mid-2023, <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/20\/africas-first-voluntary-carbon-market-will-launch-in-mid-2023-88131\/\">according to<\/a> EGX boss Ramy El Dokany. As of late November, the EGX was close to finalizing contracts with a Canadian fintech to supply the technology for the carbon credit platform, according to El Dokany. The bourse is partnering with the Agricultural Bank of Egypt and Enara Group\u2019s Libra Capital to establish Libra Carbon, the Egyptian company that will supply carbon offsets to the VCM \u2014 in part, by working with emissions-reduction projects to create a carbon offset pipeline. Egypt\u2019s broad emissions reduction market \u2014 including carbon trading \u2014 is expected to \u201cgrow considerably,\u201d Libra Carbon\u2019s head of project development Omar El Nemr <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4beeff1d-735c-4c56-81bb-121857c2cf91\">told Enterprise Climate<\/a> in November.<\/p>\n<p><strong>Many details still need ironing out: <\/strong>The VCM\u2019s regulatory framework was pending review by Egypt\u2019s cabinet as of November, and an auditing and verification system for carbon certificates also needed to be put in place, El Dokany noted at the time. Discussions were taking place in late-2022 between the EGX and global offset verifiers including Verra and Gold Standard, and between Egypt\u2019s UN high-level climate champion <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/d6c878eb-f7fc-42dc-b8e5-8f8113590e84\">Mahmoud Mohieldin<\/a> and Financial Regulatory Authority Executive Chairman Mohamed Farid on points including the market\u2019s technical and regulatory requirements. We can assume these will continue to be a priority in 1H 2023, in the run-up to the VCM launch. We may also expect to see the EGX hold roadshows throughout Africa to market carbon trading, El Dokany noted in November.<\/p>\n<p><strong>The GCC\u2019s interest in carbon markets is also likely to gain traction: <\/strong>The UAE\u2019s ADGM is said to be working on a framework for the <a href=\"https:\/\/www.bcg.com\/publications\/2022\/financing-net-zero-middle-east\">first-ever regulated<\/a> voluntary carbon market. The ADGM announced <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e6167da5-7401-4525-a79d-20e3e0de4124\">in November<\/a> its plans to launch a VCM in a matter of weeks and its Financial Services Regulatory Authority <a href=\"https:\/\/www.nortonrosefulbright.com\/en\/knowledge\/publications\/5be1b89d\/the-adgm-enhances-its-capital-markets-framework-with-a-focus-on-sustainable-finance-and-commodities\">implemented regulatory changes<\/a> that made voluntary carbon credits a tradable financial instrument on the ADGM. It\u2019s unclear whether plans to launch a separate VCM are also in place.<\/p>\n<p><strong>Finally, loss and damage funding remains a key point of debate: <\/strong>Anger about the climate crisis is increasing in developing countries and wealthy nations must respond \u201curgently,\u201d US climate envoy John Kerry recently told <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/jan\/03\/john-kerry-rich-countries-must-respond-to-developing-world-anger-over-climate\">the Guardian<\/a>. But the details of the loss and damage fund would need more work in the coming year, the publication noted him saying. \u201cHow you manage [loss and damage] is still at issue: how do you approach this challenge of the financial arrangements,\u201d Kerry said.<\/p>\n<p><strong>But we should see some progress early in 2023:<\/strong> A transitional committee tasked with negotiating the details of the loss and damage fund is expected to meet for the first time before <a href=\"https:\/\/enterprise.press\/stories\/2023\/01\/03\/the-green-economy-in-2023-what-we-can-expect-in-the-year-ahead-92668\/\">the end of 1Q 2023<\/a>. Some <a href=\"https:\/\/www.iea.org\/commentaries\/for-the-first-time-in-decades-the-number-of-people-without-access-to-electricity-is-set-to-increase-in-2022\">775 mn people globally<\/a> won\u2019t have access to electricity in 2022 due to the global energy crunch, extreme weather, and poor infrastructure. More than half of these people can gain access to full-fledged electrification mainly through renewables-based decentralized energy solutions by 2030, according to <a href=\"https:\/\/www.iea.org\/reports\/sdg7-data-and-projections\/access-to-electricity\">another IEA report<\/a>.<\/p>\n<p><strong>What are decentralized energy systems? <\/strong>Several energy sources can be utilized in off-grid and standalone energy systems including wind power and solar energy. Decentralized energy systems see power generated in close proximity to where it\u2019s consumed, instead of relying on centralized national grids. The nature of the offgrid approach effectively minimizes transmission losses and distribution costs over long distances, and maximizes the use of renewable energy, according to research by the <a href=\"https:\/\/www.unescap.org\/sites\/default\/files\/14.%20FS-Decentralized-energy-system.pdf\">United Nations<\/a>.<\/p>\n<p><strong>Africa is a success story: <\/strong>52.6 mn Africans \u2014 who otherwise would have been living without electricity \u2014 are now able to source their own power needs due to off-grid energy solutions, according to a recent IEA <a href=\"https:\/\/www.irena.org\/Publications\/2022\/Dec\/Off-grid-renewable-energy-statistics-2022\">report<\/a>.<\/p>\n<p><strong>Easy deployment and tremendous benefits for decentralized solar: <\/strong>The smaller magnitude of resources needed for the utilization of solar panels in residential areas and for businesses, compared to utility scale projects, renders off-grid solutions a cost-efficient option to bolster decarbonization. Although decentralized systems require upfront investments in storage systems and components like solar panels, it enables users to become self-sufficient, and enables the sale of excess power back to the grid and other stakeholders, which would ultimately mean cheaper electricity bills in the long term, according to <a href=\"https:\/\/mena.fes.de\/fileadmin\/user_upload\/pdf-files\/publications\/Decentaralizd_Solar_in_Jordan-min.pdf\">Friedrich Ebert Stiftung<\/a>. Becoming self-sufficient also translates to effective immunization against energy market volatility, according to research published in <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0378778820334964\">Science Direct<\/a>. From a real estate perspective decentralized systems also hike the prices of buildings.<\/p>\n<p><strong>MENA is gearing up for the decentralization game:<\/strong> Individuals and businesses in Morocco will be allowed to generate, store, and sell their own electricity from renewables after Morocco\u2019s House of Representatives unanimously approved a new bill on electricity self-production. While the bill aims to regulate electricity production for self-consumption, it also touches upon the possibility of selling excess electricity to the grid. The legislation \u2014 which was approved by the Moroccan Senate in November 2021 \u2014 <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/cdd53557-a890-417d-869f-39d6d779e3d5\">became law last month<\/a>.<\/p>\n<p><strong>Ditto for Egypt: <\/strong>The Egyptian government launched in 2018 the <a href=\"https:\/\/egypt-pv.org\/project-goal\/?lang=en\">Egypt PV project<\/a> to bolster decentralization efforts for businesses and individuals looking to implement <a href=\"https:\/\/enterprise.press\/greeneconomys\/the-barriers-to-small-scale-solar-adoption-in-egypt\/\">off-grid energy systems<\/a>. The program offers cash incentives for individual households looking to adopt standalone systems up to <a href=\"http:\/\/egypt-pv.org\/residential\/\">USD 200<\/a> per KW for decentralized installations, but sets a cap of 10 KW for this type of financial support for residential installations. Incentives up to USD 200 per KW are provided to larger residential complexes comprising multiple households, with a cap of 50 MW. For industrial players, the government is offering incentives amounting to <a href=\"http:\/\/egypt-pv.org\/industrial\/\">USD 150<\/a> per KW with a generational cap of 100 KW.<\/p>\n<p><strong>Bahrain\u2019s government is also pushing for off-grid energy<\/strong>: The country is eyeing the generation of 100-150 MW of power from decentralized models including rooftop solar photovoltaic (PV), biogas plants, and micro wind turbines, as part of its <a href=\"https:\/\/www.sea.gov.bh\/wp-content\/uploads\/2018\/04\/03_NREAP_Executive-Summary.pdf\">National renewable Energy Action Plan<\/a>. The Bank of Bahrain and Kuwait also provides sustainability financing for retail customers looking to adopt energy-saving technology and renewable energy sources in their houses, we <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/8adbe33c-f514-478a-9798-f86928e23f20\">wrote<\/a> in October.<\/p>\n<p><strong>Meanwhile, in Tunisia: <\/strong>The African Development Bank (AFDB) approved in February a finance agreement that would see Tunisia and six other African nations receive USD 164 mn to promote decentralized renewable energy systems, an AFDB <a href=\"https:\/\/www.afdb.org\/en\/news-and-events\/press-releases\/african-development-bank-group-approves-leaf-program-promote-investment-decentralized-renewable-energy-49329\">statement<\/a>notes. The projects AFDB will finance would ultimately reduce some 28.8 mn tons of greenhouse gas emissions. More recently, Germany approved a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/84e0a9f7-dfab-488e-9739-1dd9de03877a\">EUR 105 mn grant<\/a> to bolster, among other things, Tunisia\u2019s decentralization efforts.<\/p>\n<p><strong>Decentralization could be the remedy for pollution and energy woes: <\/strong>In Lebanon, Iraq, Yemen, and Libya, systemic central power network failures have left residents reliant on generators that <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4d215377-c7ac-48dc-89cc-4115132080d6\">pump over 40 toxic contaminants<\/a> into the air. Diesel-powered generators spew out especially large quantities of climate change-inducing emissions \u2014 and more than 40 toxic by-products. To combat pollution and bolster decentralization of renewables, donors funded a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/4d215377-c7ac-48dc-89cc-4115132080d6\">USD 100k 185-panel solar farm<\/a> in the village of Toula. The village, which used to run on only three hours of electricity a day, now has 17 hours of consistent electricity.<\/p>\n<p><strong>And saves lives in crisis-hit countries:<\/strong> The Yemen Emergency Electricity Access Project, spearheaded by the World Bank, was approved in 2018 to stave off energy poverty through decentralized solar installations.
