Expect us back in your inboxes on Tuesday, 3 January at our usual time.<\/p>\n<p><strong>THE BIG CLIMATE STORY- It was a big day for Saudi Tabreed: <\/strong>KSA\u2019s Public Investment Fund acquired a 30% stake in Saudi Tabreed, the local arm of UAE cooling company Tabreed, in a transaction estimated to be worth USD 250 mn. The mother company also increased its stake in Saudi Tabreed to 21.8%.<\/p>\n<p><strong>^^ We have chapter and verse on this story and more in the news well, below. <\/strong><\/p>\n<p><a id=\"tldr-story-04\" class=\"content-anchor\"><\/a> <strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- No big climate story is making the <\/strong><strong>rounds this morning, but <\/strong><strong>Africa could produce 50 mn tons of green <\/strong><strong>hydrogen worth EUR 1 tn annually by 2035<\/strong>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-12-21\/africa-has-the-potential-to-produce-1-trillion-euros-of-green-hydrogen-annually?srnd=premium-middle-east#xj4y7vzkg&leadSource=uverify%20wall\">Bloomberg<\/a> writes. This comes thanks to the continent\u2019s tremendous solar potential, according to a <a href=\"https:\/\/ent.news\/2022\/12\/4365.pdf\">study (pdf)<\/a> published yesterday by the European Investment Bank, African Union and others. The continent would be able to produce green hydrogen at less than EUR 2 per kg, equivalent to a barrel of oil, which stands at EUR 90.<\/p>\n<p><strong>Which countries can contribute? <\/strong>The document combines analysis of investment potential and export capacity by 2035 with an emphasis on three hubs: Mauritania-Morocco, southern Africa, and Egypt. Mauritania and Morocco can export up to 7.5 mn tons of green hydrogen through its Spain pipeline and international shipping, while Egypt\u2019s is set to export 12.5 mn tons through its Greece and Calabria pipeline and shipping to Japan and India. Southern Africa is looking at 2 mn tons.<\/p>\n<p><strong>WATCH THIS SPACE- Dubai still plans to spend big on clean energy: <\/strong>The <a href=\"https:\/\/www.dewa.gov.ae\/en\">Dubai<\/a><a href=\"https:\/\/www.dewa.gov.ae\/en\">Electricity and Water Authority<\/a> (DEWA) reaffirmed its commitment to spend AED 40 bn (USD 10.89 bn) on renewable and clean energy projects over the next five years, according to the <a href=\"https:\/\/twitter.com\/DXBMediaOffice\/status\/1605192278867337216\">Dubai Media Office<\/a>. The comments were made following a meeting between DEWA and the International Finance Corporation on Tuesday.<\/p>\n<p><strong>Background:<\/strong> DEWA first <a href=\"https:\/\/www.dewa.gov.ae\/en\/about-us\/media-publications\/latest-news\/2022\/07\/aed-40-billion-capital-expenditure-for-electricity-and-water-projects-in-dubai\">announced its multi-bn USD plans<\/a> to expand its electricity and water projects in Dubai last July. The Russia-Ukraine war\u2019s impact on the oil market has forced countries to increase their reliance on coal as supply chain disruptions continue to hike the price of natural gas. The use of coal is set to rise by 1.2% in 2022 surpassing 8 bn tons in a world first, IEA notes.<\/p>\n<p><strong>Extreme weather also played a hand in the surge: <\/strong>Record heat waves this summer drove countries like China \u2014 the world\u2019s largest coal consumer \u2014 to rely more on the energy source as droughts crippled their hydroelectric generation capacity. Authorities in China\u2019s Sichuan province <a href=\"https:\/\/www.automotivemanufacturingsolutions.com\/asia\/factories-in-chinas-sichuan-province-forced-to-close-for-six-days-amid-power-shortage\/43359.article#:~:text=Toyota%20and%20Foxconn%20confirmed%20they,supply%20for%20those%20six%20days.\">imposed a closure order<\/a> on factories <a href=\"https:\/\/edition.cnn.com\/2022\/08\/16\/economy\/sichuan-factories-power-crunch-china-heat-wave-intl-hnk\/index.html\">in mid August<\/a> to maintain power supplies to homes during a surge in demand, as the province saw its hottest weather in 60 years and a shortage of water powering its hydroelectric dams.<\/p>\n<p><strong>CLIMATE DIPLOMACY- UAE and Moroccan officials discussed renewable energy <\/strong><strong>ties yesterday in Rabat<\/strong>, according to a <a href=\"https:\/\/www.zawya.com\/en\/economy\/gcc\/uae-morocco-discuss-strategic-relations-and-cooperation-lxtclpfa\">statement<\/a>. Investor appetite in green instruments was notably strong, and there are clear commitments from the region\u2019s public and private sectors to raise more sustainable funding, head of MENA Debt Capital Markets at HSBC Khaled Darwish tells Enterprise Climate.<\/p>\n<p><strong>In a nutshell:<\/strong> \u201cWhen it comes to the breadth of MENA ESG issuances and the sophistication of some of the structures we\u2019ve seen, I would definitely term 2022 as a positive year for the ESG MENA market,\u201d says Darwish. \u201cAnd there\u2019s more to come in 2023.\u201d<\/p>\n<p><strong>MENA\u2019s ESG issuances got off to a strong start this year,<\/strong> says Darwish. HSBC worked on a number of these transactions, including Saudi National Bank\u2019s <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/saudi-national-bank-debut-sustainable-sukuk-top-19-bln-orders-2022-01-12\/\">USD 750 mn<\/a> debut ESG sukuk, Saudi\u2019s Riyadh Bank <a href=\"https:\/\/www.riyadbank.com\/en\/information\/media-centre\/press-releases\/2022\/09-02-2022\">USD 750 mn<\/a> issuance of its first Tier 1 capital instrument as a sustainable sukuk, and Abu Dhabi\u2019s Sweihan PV Power Company sale of amortizing green bonds \u2014 which raised almost <a href=\"https:\/\/www.reuters.com\/markets\/asia\/abu-dhabi-solar-firm-sweihan-takes-orders-green-bonds-2022-01-13\/\">USD 701 mn<\/a> \u2014 for its Noor Abu Dhabi solar plant project. All of these transactions closed in the first six weeks of the year<\/p>\n<p><strong>Then market turmoil hit: <\/strong>Overall market issuances began dropping in February on the back of geopolitical developments, including Russia\u2019s invasion of Ukraine, notes Darwish. In 1H 2022, issuance volumes in the GCC plummeted 80% y-o-y due to market volatility and rising interest rates, <a href=\"https:\/\/www.reuters.com\/markets\/us\/gulf-bond-hopefuls-wait-wings-after-first-half-plunge-volumes-2022-07-21\/\">Reuters<\/a> noted at the time. In the MENA bond market, overall issuances of bonds and sukuk stood at an estimated USD 60 bn in 2022 compared to some USD 122 bn in 2021, Darwish says. This correlates with the global sustainable bond market, which saw an estimated issuance of USD 775 bn in 2022 year-to-date, down from some USD 1.09 tn in 2021, according to HSBC estimates.<\/p>\n<p><strong>Some interesting MENA issuances still took place <\/strong>\u2014 including Majid Al Futtaim\u2019s <a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/uaes-maf-sells-500-mln-perpetual-green-bonds-refinancing-2022-06-23\/\">sale of<\/a><a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/uaes-maf-sells-500-mln-perpetual-green-bonds-refinancing-2022-06-23\/\">USD 500 mn<\/a> in perpetual green hybrid bonds in June \u2014 Darwish notes. Renewable energy provider Scatec issued a 19-year <a href=\"https:\/\/scatec.com\/2022\/04\/28\/scatec-refinances-six-power-plants-in-egypt-with-a-green-project-bond\/\">USD 334.5 mn<\/a> green project bond in April in which the European Bank for Reconstruction and Development (EBRD) invested <a href=\"https:\/\/enterprise.press\/stories\/2022\/05\/05\/ebrd-buys-into-scatecs-green-bond-issuance-70381\/\">up to USD 100 mn<\/a>. Morocco\u2019s local rail operator Office National des Chemins de Fer du Maroc also issued the country\u2019s first green infrastructure bond of <a href=\"https:\/\/www.ebrd.com\/news\/2022\/ebrd-invests-in-first-green-infrastructure-bond-in-morocco.html\">MAD 1 bn<\/a> (roughly USD 95 mn), in which the EBRD invested MAD 200 mn (roughly USD 19 mn) in July. These were among the key transactions undertaken by the EBRD in the Southern and Eastern Mediterranean region (SEMED) in 2022, EBRD Principal, Local Currency & Capital Markets Development Razvan Dumitrescu tells Enterprise Climate.<\/p>\n<p><strong>And towards the end of the year, MENA\u2019s green finance was boosted by a landmark <\/strong><strong>issuance: <\/strong>Abu Dhabi Commercial Bank <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/039de4e2-7078-4457-8904-11d3d4430560\">raised USD 500 mn<\/a> through its first-ever green bond sale in September.<\/p>\n<p><strong>This paved the way for PIF\u2019s whopping USD 3 bn green bond debut:<\/strong> Saudi Arabia\u2019s maiden green bond sale in October by the country\u2019s sovereign wealth fund, the Public Investment Fund (PIF), was a major issuance in the market, says Darwish. PIF sold a total of <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/29128c1e-0d05-4a99-b8e2-f05247e4258d\">USD 3 bn<\/a> in green bonds in a three-tranche sale \u2014 which included the issuance of the world\u2019s first 100-year green note.<\/p>\n<p><strong>And another sustainable sukuk sale:<\/strong> Dubai Islamic Bank <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/6e6ee2c2-c2c7-4f60-93cd-237f2f8b0999\">sold USD 750 mn<\/a> of its debut sustainable sukuks in November.<\/p>\n<p><strong>The ADCB, PIF and DIB issuances all saw very strong investor appetite:<\/strong> The ADCB issuance was 3.8x oversubscribed, drawing over USD 1.9 in orders. The PIF issuance appeared to be 6x oversubscribed, drawing in some USD 17.9 bn in orders, and the DIB issuance was a little over 2x oversubscribed, drawing more than USD 1.6 bn in orders. This was not unexpected, with Arqaam Capital Associate Director <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/cd153860-1efc-4fba-ac3e-b142ec5ea075\">Noaman Khalid<\/a><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/cd153860-1efc-4fba-ac3e-b142ec5ea075\">noting<\/a> before the PIF issuance that for European and US investors in particular, \u201cMENA will give them new exposure from a portfolio diversification point of view.\u201d<\/p>\n<p><strong>And throughout the year, HSBC also worked with multiple stakeholders \u2014 including <\/strong><strong>Qatar\u2019s Masraf al Rayan \u2014 on establishing sustainable finance frameworks<\/strong>, Darwish says. \u201cIn general, this has been our busiest year yet in terms of helping MENA issuers establish sustainable finance frameworks,\u201d he adds. The agreement will see both parties explore the North African company\u2019s green hydrogen and ammonia\u2019s export potential, Sonartech <a href=\"https:\/\/sonatrach.com\/presse\/sonatrach-signe-un-protocole-dentente-avec-vng-dans-le-domaine-de-lhydrogene-vert\/\">stated<\/a>. The MoU will also entail the study of joint marketing, generation, and transport capacities.<\/p>\n<p><a id=\"tldr-story-06\" class=\"content-anchor\"><\/a> <strong>Australia is exploring green energy projects in Oman:<\/strong> Oman\u2019s <a href=\"https:\/\/soharinternational.com\/\">Sohar International<\/a> bank signed an MoU with Australia\u2019s Fortescue Future Industries (FFI) for green energy projects in Oman, according to a <a href=\"https:\/\/www.zawya.com\/en\/projects\/industry\/omans-sohar-international-australias-fortescue-future-industries-sign-mou-for-green-energy-projects-ilpip4mp\">statement<\/a>.
