refreshing to see our region making big moves in the business of climate.<\/p>\n<p><strong>Solar is the name of the game across the region this fine morning. <\/strong>The green hydrogen bonanza is (for a change) taking a break today, but other green energy sources are stepping in.<\/p>\n<p><strong>THE BIG CLIMATE STORY- Saudi\u2019s Al Shuaibah is getting a 2.06 GW solar plant, courtesy<\/strong><strong> of Badeel and Acwa.<\/strong> Saudi Arabia\u2019s Water and Electricity Holding Company and developer Acwa Power signed a PPA for a 2.06 GW solar plant in Al Shuaibah. As things stand today, the facility is set to be the largest of its kind in the Middle East and when it comes online in 4Q 2025.<\/p>\n<p><strong>In Egypt, AMEA Power has locked down USD 1.1 bn for its solar and wind projects in <\/strong><strong>the<\/strong><strong> country. <\/strong>The financing is being provided by several government players, development finance institutions, and commercial banks.<\/p>\n<p><strong>ALSO- We sat down with climate czar Mahmoud Mohieldin for a post-COP27 debrief <\/strong>on the summit\u2019s achievements, how to build on the progress we\u2019ve recently seen on climate finance (a big win for Egypt in Sharm), and priorities in the run-up to COP28.<\/p>\n<p><strong>^^We have chapter and verse on these stories and more in the news well, below. <\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- The European Union has agreed to add shipping to its carbon market for the first time. <\/strong>Shipping companies will soon be obligated to buy EU carbon permits to cover their emissions. And the bloc isn\u2019t messing around \u2014 it\u2019s phasing in the regulations very quickly: Shippers will need to cover 40% of their emissions starting in 2024, followed by 70% in 2025 and 100% in 2026, according <a href=\"https:\/\/www.reuters.com\/business\/cop\/eu-strikes-deal-make-ships-pay-their-carbon-emissions-2022-11-30\/\">to Reuters<\/a>.<\/p>\n<p><strong>Why this is really big: <\/strong>Transport and power generation are the industries with the heaviest carbon footprint, and shipping is particularly hard to regulate given much of the voyage takes place in international waters. The plan covers \u201call carbon dioxide, methane and nitrogen dioxide emissions from maritime voyages within the EU\u201d and will include 50% of emissions for runs that start and end in the bloc.<\/p>\n<p><strong>The EU announced a number of other climate-focused plans yesterday<\/strong>, including <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_7156\">a proposal<\/a> paving the way for government-approved certification of carbon removal projects in areas like carbon capture and soil sequestration and <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_7155\">another that aims<\/a> for all EU packaging to be recyclable by 2030 and for waste in the bloc to be slashed by 5% from a 2018 baseline. The proposals are getting plenty of attention in the international business press, including <a href=\"https:\/\/www.reuters.com\/business\/cop\/eu-takes-first-step-certify-removing-co2-atmosphere-2022-11-30\/\">Reuters<\/a>, the <a href=\"https:\/\/www.ft.com\/content\/e0589099-e948-411c-8a60-5484d62fdc7e'\">Financial Times<\/a>, and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-30\/european-union-targets-big-plastic-in-rules-to-cut-packaging-waste?srnd=green&leadSource=uverify%20wall\">Bloomberg<\/a>.<\/p>\n<div class=\"row\">\n<div class=\"col-md-12 subscribe-box-panel\">\n<div class=\"\">\n<div class=\"title\">\n<h4 class=\"fw-lighter mb-10\">\n          Get <b style=\"font-weight: 700\">Enterprise<\/b> daily<br \/>\n        <\/h4>\n<\/p><\/div>\n<p class=\"mb-10\">The roundup of news and trends that move your markets and shape corporate agendas delivered straight to your inbox.<\/p>\n<p>     <a href=\"climate\/en\/user\/NewsLetters\" type=\"button \" class=\"btn-green px-3 d-flex align-items-center\">Subscribe here<\/a>\n    <\/div>\n<\/p><\/div>\n<\/div>\n<p><p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>WATCH THIS SPACE #1- <\/strong><strong>Contractors are scheduled to break ground on the <\/strong><strong>Egypt-Saudi <\/strong><strong>interconnection project<\/strong>, according to a report in the Egyptian press. The 3 GW electricity linkup is projected to <a href=\"https:\/\/enterprise.press\/stories\/2022\/10\/20\/egypt-saudi-electricity-interconnection-finally-has-a-timeline-84594\/\">go live in mid-2025<\/a>.<\/p>\n<p><strong>WATCH THIS SPACE #2- Morocco and Algeria to supply the EU with<\/strong> <strong>energy-transition materials:<\/strong> The EU is planning to sign MoUs with Morocco and Algeria, in addition to several other African countries, to supply the bloc with raw materials for renewables projects, the EU said in a <a href=\"https:\/\/ent.news\/2022\/11\/4114.pdf\">statement (pdf)<\/a> this week. The statement does not clarify when the agreements will be signed. This comes as part of the Africa-EU Green Energy Initiative, as the EU is mobilizing funding for clean energy projects across Africa in return for energy-transition minerals.<\/p>\n<p><strong>WATCH THIS SPACE #3- The majority of Europe\u2019s corporate loans market will have ESG <\/strong><strong>provisions in 2023<\/strong>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-30\/esg-is-grabbing-a-bigger-share-of-europe-s-company-loans-market?sref=mmeFTDW1&leadSource=uverify%20wall\">Bloomberg<\/a> reports. Bankers interviewed by the business information service say at least half of the loans for firms in Europe, MENA, and Africa will be tied to ESG targets in the coming year \u2014 up some 14% from 2022.<\/p>\n<p><strong>What does this mean? <\/strong>\u200b\u200bFirms can lower their cost of borrowing if they meet pre-defined ESG performance targets such as reducing pollution, better waste management, hitting gender targets.<\/p>\n<p><strong>WATCH THIS SPACE #4- Innovate Egypt plans to debut two types of EVs in the <\/strong><strong>Egyptian market next year<\/strong>, including one resembling a tuktuk that can be used for short distances, and another for longer distances, <a href=\"https:\/\/bit.ly\/3udlsWK\">Al Mal<\/a> quotes global satellite provider EgyptSat Chairman Mohamed El Ghamry as saying. Innovate Egypt has partnered up with an unnamed firm to begin producing electric vehicles before the end of the year, El Ghamry reportedly said. The vehicle will retail in the EGP 150-250k, he added.<\/p>\n<hr class=\"grey-line\">\n<p><strong>PSA #<\/strong><strong>1- UAE companies can now get an \u201cIslamic sustainable account\u201d <\/strong><a href=\"https:\/\/www.zawya.com\/en\/press-release\/companies-news\/standard-chartered-launches-islamic-sustainable-account-in-the-uae-nl0i269c\">from Standard Chartered<\/a>. The Shariah-compliant accounts will be used to fund sustainability projects, including renewables.<\/p>\n<p><strong>PSA #2- Fancy a BMW EV? <\/strong>New distributor <a href=\"https:\/\/www.linkedin.com\/company\/global-auto-egypt\/\">Global Auto Group<\/a> is gearing up to introduce BMWi EVs to the Egyptian market, <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/30\/the-new-face-of-bmw-in-egypt-89691\/\">EnterpriseAM<\/a> reports. The news comes the same week that BMW said it is launching the its i7 model in the UAE, as we\u2019ve <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/9601f69d-6743-4d08-ac5f-68f1140eaca9\">previously noted<\/a>.<\/p>\n<p><strong>CORRECTION-<\/strong> We incorrectly wrote in yesterday\u2019s issue that Lekela is a unit of renewables player Infinity. Infinity and the Africa Finance Corporation have entered into a <a href=\"https:\/\/enterprise.press\/stories\/2022\/07\/19\/infinity-will-become-africas-largest-renewables-player-through-lekela-acquisition-76096\/\">transaction<\/a> with private equity firm <a href=\"https:\/\/www.act.is\/\">Actis<\/a> (which owns 60% of Lekela) and Irish wind \/ solar developer <a href=\"https:\/\/www.mainstreamrp.com\/projects\/\">Mainstream Renewable Power<\/a> (40%) to acquire 100% of Lekela. Construction of the facilities is due to begin in December and will be delivered under a build-own-operate (BOO) framework, according to the IFC statement.<\/p>\n<p><strong>The breakdown: <\/strong>The World Bank\u2019s International Finance Corporation (IFC), Dutch development bank FMO and Japan International Cooperation Agency (JICA) are collectively providing USD 500 mn for the solar plant. Meanwhile, the USD 800 mn wind farm is receiving USD 500 mn from the Japanese Bank for International Cooperation, the IFC, and three commercial banks \u2014 Sumitomo Mitsui Banking Corporation, Sumitomo Mitsui Trust Bank, and Standard Chartered Bank \u2014 covered in ins. by Nippon Export Investment Ins., according to a <a href=\"https:\/\/pressroom.ifc.org\/all\/pages\/PressDetail.aspx?ID=27299\">statement<\/a> from the IFC, which was the lead arranger for the funding package. The IFC also managed to mobilize a working capital facility from CIB, the statement said, without disclosing the exact amount the bank is lending.<\/p>\n<p><strong>More about the projects: <\/strong>The Abydos solar plant and Amunet wind project will generate over 4k GWh a year of power, according to the IFC statement. Power from Abydos will be priced at USD 0.02\/KWh, while power from Amunet will be priced at USD 0.03\/KWh \u2014 \u201camong the least expensive rates globally,\u201d it adds. Construction of the Abydos solar plant near Kom Ombo should be finished within 18 months, and the Amunet wind farm in the Gulf of Suez within 30 months.<\/p>\n<p><strong>We caught wind of the Amunet project earlier this month<\/strong>, when the <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/07\/ifc-could-help-finance-500-mw-al-nowais-sumitomo-wind-farm-86379\/\">IFC indicated<\/a> it could provide USD 83 mn in partial funding. Total cost was estimated at USD 709 mn, with the electricity produced to be sold to state-owned Egyptian Electricity Transmission Company under a 25-year power purchase agreement.<\/p>\n<p><strong>Amea seems set on continuing its growth spurt: <\/strong>Amea <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/16\/egypt-signs-framework-agreements-for-green-hydrogen-ammonia-plants-worth-usd-83-bn-87840\/\">put pen to paper<\/a> during COP27 for a 390k ton per annum green ammonia plant in Egypt\u2019s Ain Sokhna that could be up and running by the end of 2025. It\u2019s adding <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/fe89e3e0-7465-41bb-a6dc-2fe5697fe16c\">20 MW of capacity<\/a> to its solar project in Togo to reach 70 MW. Its portfolio also includes a USD 100 mn <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7c5659c7-cf17-4cd6-9d18-c8afb5c643fb\">100 MW solar plant<\/a> in Tunisia and <a href=\"https:\/\/ameapower.com\/projects\/\">a 100 MW wind project<\/a> in Morocco. In the run-up to the summit, Egypt\u2019s UN high-level climate champion Mahmoud Mohieldin (<a href=\"https:\/\/www.linkedin.com\/in\/mmohieldin\/\">LinkedIn<\/a>) led calls for developed economies to step up funding for adaptation and economic development in climate-vulnerable countries \u2014 as part of overall climate finance provision. (Catch up on our September interviews with Mohieldin <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/95e5d7e3-db69-4e6e-a81c-d28c4eef1ec6\">here<\/a> and <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/0698eac3-ac68-4421-914b-d5579693e634\">here<\/a>.)<\/p>\n<p><strong>So what needs to be done before COP28? <\/strong>We sat down with Mohieldin for a post-COP27 debrief on the summit\u2019s achievements, how to build on recent progress on climate finance, and priority action in the run-up to COP28.<\/p>\n<p><strong>Edited excerpts of our conversation below:<\/strong><\/p>\n<p><strong>For Mohieldin, COP27 marked an important step towards climate justice: <\/strong>\u201cDeveloping economies \u2014 and developed economies that care about fairness and the just transition \u2014 will be very pleased with COP27\u2019s outcomes,\u201d he notes, \u201calthough we know agendas and priorities differ.\u201d<\/p>\n<p><strong>Arguably the biggest W? <\/strong>There\u2019s now explicit recognition that loss and damage is a separate issue from adaptation \u2014 requiring different evidence, funding, support and technical work, says Mohieldin. The long-term conflation of the two by some advanced economies \u201cwasn\u2019t helpful and delayed matters for many years.\u201d<\/p>\n<p><strong>What happens next:<\/strong> A 24-member committee \u2014 with representatives from the current and incoming COP presidencies, developing and advanced economies \u2014 will identify the scope of work, funding sources, and priorities for loss and damage action, with a schedule due before the end of the year. \u201cWe\u2019re expecting a lot of practical solutions,\u201d Mohieldin says.<\/p>\n<p><strong>These financing solutions need to be separate from the USD 100 bn a year funding commitment <\/strong><strong><a href=\"https:\/\/www.oecd.org\/climate-change\/finance-usd-100-billion-goal\/\">previously made<\/a><\/strong><strong> by developing nations<\/strong>, Mohieldin says. There\u2019s a USD 1 tn financing gap just to address mitigation, with additional funding needed for adaptation, he adds. \u201cIn terms of overall climate finance requirements, USD 100 bn is less than 3% of what\u2019s needed.\u201d<\/p>\n<p><strong>Mobilizing concessional financing for adaptation:<\/strong> Adaptation funding should ideally come from grants, foreign direct investment, or concessional long-term financing \u2014 with a minimum grace period of 10 years, a 20-year payback period and an interest rate capped at 1%.<\/p>\n<p><strong>\u201cHow could we subsidize this interest rate? From the promised USD 100 bn <\/strong>\u2014 which could be used to reduce the cost of borrowing,\u201d he says. \u201cAdaptation requires long-term finance, and I don\u2019t really see the private sector doing more in the short-term, because its current global contribution doesn\u2019t exceed 2%.\u201d<\/p>\n<p><strong>Mitigation should be the purview of the private sector, with <\/strong><strong><a href=\"https:\/\/enterprise.press\/greeneconomys\/the-logic-behind-the-landmark-climate-finance-guide-egypt-launched-at-cop27\/\">de-risking, packaging<\/a><\/strong><strong> and political assurances<\/strong>, he says. \u201cIn a typical project, you might target 10-20% of funding from DFIs \u2014 as project participation, long-term finance, guarantees or taking the first loss. Then you\u2019d hope for 80% of funding from the private sector.\u201d<\/p>\n<p><strong>His take on the <\/strong><strong><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/f3060f39-7278-4011-a16f-dd881bbc69f8\">Great Debate<\/a><\/strong><strong>? <\/strong>Before pointing the finger at developing nations wanting to use fossil fuels for development, advanced economies need to reduce their own emissions significantly, pay their fair share in climate finance, and help with the just energy transition \u2014 \u201cnot just with drops of USD bns every now and then, as we\u2019re seeing with <a href=\"https:\/\/climate.enterprise.press\/\">South Africa<\/a> and <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/83e28974-c493-421c-b05a-4b347d8d69fb\">Indonesia<\/a>.\u201d<\/p>\n<p><strong>What\u2019s next for him? He\u2019ll be working to bring other stakeholders into loss and damage action: <\/strong>\u201cI\u2019ll be meeting in the US with leading names in the ins. industry to build on discussions in Sharm, and will meet with the Ins. Development Forum (<a href=\"https:\/\/www.insdevforum.org\/\">IDF<\/a>),\u201d Mohieldin says. Non-state actors can also do a lot of capacity building for developing economies, he adds.<\/p>\n<p><strong>Egypt\u2019s <\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/10\/egx-announces-africa-carbon-market-86775\/\">Africa carbon credit market<\/a><\/strong><strong> is a priority: <\/strong>Mohieldin is working closely with Financial Regulatory Authority Executive Chairman Mohamed Farid (<a href=\"https:\/\/www.linkedin.com\/in\/mohamed-farid-saleh-97527246\/?originalSubdomain=eg\">LinkedIn<\/a>) on areas including carbon credit markets, he tells us. The two recently discussed the market\u2019s technical and regulatory requirements, issues related to market integrity, and adopting currently available standards and technical assistance, he notes.<\/p>\n<p><strong>A Glasgow Financial Alliance for Net Zero (<\/strong><strong><a href=\"https:\/\/www.gfanzero.com\/about\/\">GFANZ<\/a><\/strong><strong>) project pipeline is also coming together: <\/strong>\u201cWe have a list of 50 projects which basically translates the <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/02\/this-morning-egp-at-24-24-mubadala-energy-to-set-up-a-regional-hq-in-egypt-85888\/\">promise of GFANZ<\/a> into project pipelines,\u201d he says. Projects span mitigation and adaptation initiatives, from countries within and beyond Africa.<\/p>\n<p><strong>Several key COP27 learnings can be carried into COP28:<\/strong> Public-private partnerships for COP arrangements need to go beyond transactions and translate into institutional coordination, Mohieldin says. COP28 will benefit from a strong project pipeline, he adds. COP27 and the G20 summit <a href=\"https:\/\/www.project-syndicate.org\/commentary\/us-china-competition-reversal-of-deglobalization-trend-by-michael-spence-2022-11\">showed that<\/a> \u201cmultilateralism can still be a vehicle for reform and getting things done, with tangible and substantive outcomes,\u201d he says.<\/p>\n<p><em>CORRECTED ON 1 DECEMBER<\/em><\/p>\n<p><em>A previous version of the story had put a USD 100 bn figure on the loss and damage fund.
