While much of the region is relatively quite this morning \u2014 with no word yet on whether Dubai Islamic Bank kicked off its <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/cd06b96d-2941-4b4b-994d-e7a80296f885\">green sukuk roadshow<\/a> \u2014 COP27 host Egypt continued to deliver.<\/p>\n<p><strong>THE BIG CLIMATE STORY- More stragglers from COP27: <\/strong>Lekela announced that it will invest USD 2 bn in Egypt over the next four years as part of the company\u2019s USD 6 bn plan to quadruple its energy production capacity in Africa to 4 GW by 2026.<\/p>\n<p><strong>We also know more on the timeline for the nine hydrogen agreements Egypt signed at COP27<\/strong><strong>.<\/strong> The final model shareholder contract should be ready some time in 2Q2023, Planning Minister Hala El Said said; she suggests that means we could see Egypt unlock investments worth as much as USD 16.5 bn by 2025-26. <strong>We have details + thoughts on how we should all be thinking about the hydrogen land grab. <\/strong><\/p>\n<p><strong>MISSED OUR ROUNDUP ON COP27?<\/strong> Read up on the climate finance agreements, major projects, and policy initiatives to come out of the summit <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b485ea89-be82-498c-a46a-47e7ddcae91e\">here<\/a>, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1879dcee-af83-45ca-8d9e-3d2b9133e55f\">here<\/a> and <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/c151ffc4-b068-4198-9a38-b243341d5c0f\">here<\/a>.<\/p>\n<p><strong>MEANWHILE- What\u2019s the environmental cost to hosting the World Cup? <\/strong>Without trying to pile on the hate on what has been (from a football perspective) an excellent tournament so far, we breakdown the cost of emissions the USD 250 bn tournament is expected to rack up over the timeline of development and hosting the event.<\/p>\n<p><strong>^^ We have chapter and verse on these stories and more in the news well, below. <\/strong><\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- The post-COP debrief continues in the <\/strong><strong>international press: <\/strong>International climate coverage remains focused on COP27, with <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-21\/how-cop27-ended-with-success-on-climate-justice-and-failure-on-emissions?srnd=green&leadSource=uverify%20wall\">Bloomberg<\/a> terming the summit\u2019s loss and damage agreement as \u201cflawed but historic\u201d and zeroing in on the lack of progress on phasing out fossil fuels. <a href=\"https:\/\/www.reuters.com\/business\/cop\/how-far-has-cop27-inched-beyond-past-climate-deals-2022-11-21\/\">Reuters<\/a> offers a run-down of where COP27 progressed beyond previous COPs, with its greater focus on carbon trading, adaptation, and curbing agricultural emissions. The <a href=\"https:\/\/www.ft.com\/content\/7f4b8029-258a-4af5-9e72-abcd736468e1\">Financial Times<\/a> looks at plans by recently-appointed UN climate chief Simon Stiell to give the COP process a shake-up and make it \u201cas effective as possible.\u201d And the <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/nov\/20\/world-still-on-brink-of-climate-catastrophe-after-cop27-deal\">Guardian<\/a> cites warnings from climate experts and campaigners that large economies need to make \u201cfresh commitments\u201d to slash emissions.<\/p>\n<p><strong>The soundbite of the day goes to UN secretary general Ant\u00f3nio Guterres: <\/strong>\u201cOur planet is still in the emergency room. We need to drastically reduce emissions now \u2014 and this is an issue this COP did not address. The world still needs a giant leap on climate ambition.\u201d<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>PROJECT MILESTONE-<\/strong> <strong>Construction has started on the second of four <\/strong><strong>reactors at Egypt\u2019s 4.8 GW<\/strong> <strong>Dabaa n<\/strong><strong>uclear power plant<\/strong>, according to an Egyptian government <a href=\"https:\/\/bit.ly\/3EqcVV5\">statement<\/a> on Saturday. Egypt and Rosatom began construction on the USD 30 bn plant <a href=\"https:\/\/enterprise.press\/stories\/2022\/07\/21\/rosatom-starts-construction-of-dabaa-nuclear-plant-76321\/\">in July<\/a> of this year, kicking off an eight-year construction timeline. The facility is due to come online in the mid-2030s.<\/p>\n<p><strong>PSA- Amazon Web Services\u2019 <\/strong><strong><a href=\"https:\/\/aws.amazon.com\/energy\/clean-energy-accelerator\/\">Clean Energy Accelerator 3.0<\/a><\/strong><strong> is accepting <\/strong><strong>applications<\/strong> from mature startups working in breakthrough clean energy technologies. Challenge focus areas include carbon capture and storage, economic hydrogen generation and transport, grid modernization, energy storage and resilience. Selected companies will participate in a 12-week virtual and in-person training in Seattle in 2Q 2023 with mentorship from industry leaders from around the world. Program outcomes will be showcased during COP28 in Dubai next year. According to <a href=\"https:\/\/www.alborsaanews.com\/2022\/11\/20\/1599698\">Planning Minister Hala El Said<\/a>, we can expect:<\/p>\n<ul>\n<li>Model shareholder agreements ready by 2Q 2023;<\/li>\n<li>Signed agreements sometime around mid-year.<\/li>\n<\/ul>\n<p><strong>Why this matters: <\/strong>Subtle changes in language in the model shareholder agreement could make or break the viability of a project. And it\u2019s not just Egypt that\u2019s competing for developer interest \u2014 you can <strong>think about what\u2019s going on right now as a land grab<\/strong>. Ultimately, each project developer aims to have multiple projects lined up around the world and \u2014 with limited capacity at their companies and in the supply chain \u2014 will execute the one(s) that make the most economic sense. If would-be regional titans Egypt and Saudi Arabia are going to get this right, they need to move quickly \u2014 but carefully.<\/p>\n<p><strong>So when will Egypt see money being spent? It\u2019s a long game. <\/strong>El Said\u2019s remarks yesterday gave us insight into how Egypt sees the hydrogen boom being phased, suggesting she expects as much as 16.5 bn to be deployed by 2025-26, with the balance happening in three phases, one ending in 2030 (worth as much as USD 38 bn) and one in 2035 (USD 28.5 bn). The caveat there, of course, is that the numbers she was talking about assume 100% of the projects now on deck will make it past final investment decision and to implementation.<\/p>\n<p><strong>Egypt isn\u2019t done building a pipeline of potential projects: <\/strong>A new framework agreement with two international companies could be expected signed \u201cduring the coming period,\u201d El Said added, without disclosing details.<\/p>\n<p><strong>With a little help from our friends? <\/strong>Egypt and the World Bank are lining up cooperation agreements in green hydrogen and renewable energy, according to a <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/556207363216355\">statement<\/a> by the Egyptian Electricity Ministry on Sunday.<\/p>\n<p><strong>REFRESHER- <\/strong>Egypt had signed nine framework agreements with international power companies to construct green hydrogen and ammonia facilities in the Suez Canal Economic Zone at COP27 <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f8d7402-6d05-4eae-b3b0-b5bb811be7ab\">last week<\/a> and the facilities will collectively produce up to 7.6 mn tons of green ammonia and 2.7 mn tons of hydrogen a year when fully operational.<\/p>\n<p><strong>AND REMEMBER- All of this is very new<\/strong>, not just to Egypt, but in the global marketplace. Electrolyser technology still has at least a few years left to mature. Rising interest rates in USD will challenge project economics. There are no pipelines linking Egypt to Europe to sell hydrogen or \u201ccarrier molecules.\u201d There\u2019s finite capacity in the world to design and build plants, let alone to supply electrolysers. And by our math, we still don\u2019t have enough green power generation capacity \u2014 let alone the green corridor it will need to be transmitted to from solar or wind farms to plants \u2014 to do all of the projects now on the drawing board.<\/p>\n<p><strong>So, Enterprise \u2014 you\u2019re pessimistic? <\/strong>Not even a little bit. We think hydrogen definitely has a place in the world\u2019s energy mix going forward \u2014 and as it does, there are few places as well-suited to produce it than Egypt. But there are lots and lots of issues to sort out as we build this fascinating industry.<\/p>\n<p><strong>MORE DETAIL ON GLOBELEQ\u2019S PLANT-<\/strong><\/p>\n<p><strong>UK power producer <\/strong><strong>Globeleq will develop, finance, build, own and operate its green <\/strong><strong>hydrogen project in Egypt\u2019s Suez Canal Economic Zone as a lead investor and developer<\/strong>, according to a <a href=\"https:\/\/www.globeleq.com\/blog\/globeleq-signs-green-hydrogen-framework-agreement-with-government-of-egypt-at-cop27\/\">company statement<\/a>. The 2 mn ton per annum project will be developed in three phases over the next 12 years. It will see a total of 3.6 GW of electrolyzers powered by up to 9 GW of solar and wind energy. Green fuel production will also be considered. The first phase will see the production of 100k tons of green ammonia from hydrogen for export to Europe and Asia by 2026\/2027. However, the environmental cost and emissions generated by hosting the tournament \u2014 from exorbitant water usage to keep pitches green to construction and aviation emissions \u2014 has led critics to question claims of carbon-neutrality.<\/p>\n<p><strong>How much emissions are we talking about? <\/strong>For starters, a <a href=\"https:\/\/digitalhub.fifa.com\/m\/283d8622accb9efe\/original\/ocv9xna0lkvdshw30idr-pdf.pdf\">2021 FIFA report<\/a> estimated that 3.6 mn tons of carbon dioxide will be produced between 2011 and 2023 in association with the tournament \u2014 by comparison, Russia produced almost 2.2 mn tons of emissions during the last world cup, according <a href=\"https:\/\/digitalhub.fifa.com\/m\/a96fa2c95a79242\/original\/bs36nsonccbtfs5v7ppu-pdf.pdf\">FIFA<\/a><a href=\"https:\/\/digitalhub.fifa.com\/m\/a96fa2c95a79242\/original\/bs36nsonccbtfs5v7ppu-pdf.pdf\">\u2019s 2018 report<\/a>.<\/p>\n<p><strong>In fact, skeptics believe emissions will be much higher: <\/strong>A report by <a href=\"https:\/\/ent.news\/2022\/11\/1252.pdf\">Carbon Market Watch<\/a> claims that the tournament\u2019s emissions will in fact be up to 8x higher than the organizers\u2019 estimates, and that the new venues \u2014 seven of which were constructed from scratch \u2014 are the highest source of emissions. The country has also built roads, hotels and a metro system over the course of the past decade, reports <a href=\"https:\/\/www.pbs.org\/newshour\/world\/qatars-carbon-neutral-world-cup-raises-doubts-from-climate-experts\">PBS<\/a>, with many critics contesting the environmental impact of these huge construction projects.<\/p>\n<p><strong>Spectators are flying in from their hotel rooms for games<\/strong>: The tournament organizers are running over 500 shuttle flights daily from neighboring cities including Dubai to address Doha\u2019s accommodation shortage for fans, <a href=\"https:\/\/www.reuters.com\/lifestyle\/sports\/fans-book-90000-nightly-rooms-group-stage-qatar-world-cup-more-available-2022-11-09\/\">Reuters<\/a> reports. 52% of tournament-related emissions are expected to come from air travel alone, FIFA\u2019s report estimated.<\/p>\n<p><strong>And keeping the turf green is coming at a hefty cost<\/strong>: Maintaining one football turf has cost Qatar at least 10k liters of desalinated water daily for the past few months, <a href=\"https:\/\/www.reuters.com\/lifestyle\/sports\/qatars-world-cup-turf-needs-chilled-stadiums-desalinated-water-thrive-2022-02-21\/\">Reuters<\/a> reported earlier this year \u2014 a far cry from the 50k liters needed to maintain one of those stadium pitches in the country\u2019s sweltering summer months. Qatar is home to eight stadiums and 136 training grounds, which groundskeepers have been blasting directly with chilled air since September to mimic winter temperatures in order to seed pitches with ryegrass in preparation for the tournament.<\/p>\n<p><strong>So how is Qatar planning to offset all these emissions? <\/strong>The host country is promising to reduce FIFA\u2019s estimate through carbon savings from its 800 MWp <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7739d0cb-e2fc-41b9-844f-9606f9f8b004\">Al Kharsaah solar power plant<\/a> to offset half of the event\u2019s emissions and the purchase of 1.8 mn tonnes of carbon credits from the Doha-based <a href=\"https:\/\/www.globalcarboncouncil.com\/\">Global Carbon Council<\/a> to offset the cup\u2019s remaining emissions. \u201cDelivering a carbon-neutral FIFA World Cup is a countrywide effort. This is part of the company\u2019s USD 6 bn plan to quadruple its energy production capacity in Africa \u2014 with a focus on wind \u2014 to 4 GW by 2026. In Egypt, the company is looking to build wind farms west of the Nile as the Red Sea becomes saturated, he said.<\/p>\n<p><strong>Where else is the money going? <\/strong>Another USD 2 bn are earmarked for South Africa, while the rest will go to other African markets, he added.<\/p>\n<p><strong>And where will it come from? <\/strong>The company generally looks to finance some 25-40% of its projects through the sale of ownership stakes, he told Bloomberg, with the remainder coming from banks and long-term multilateral lenders like the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC).<\/p>\n<p><strong>Lekela\u2019s new owners will increase its focus on the Middle East (and Egypt): <\/strong>The company was <a href=\"https:\/\/enterprise.press\/stories\/2022\/07\/19\/infinity-will-become-africas-largest-renewables-player-through-lekela-acquisition-76096\/\">acquired<\/a> by Egyptian renewables provider <a href=\"https:\/\/www.weareinfinity.com\/\">Infinity<\/a> and <a href=\"https:\/\/www.africafc.org\/\">Africa Finance Corporation<\/a> last summer, making Infinity the continent\u2019s largest renewables player. The acquisition is expected to close in January, Infinity co-founder and chairman Mohamed Mansour told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-20\/egypt-to-start-building-11-billion-wind-farm-from-2024\">Bloomberg<\/a>. \u201cWith the acquisition, we will transform into a Middle Eastern company,\u201d Antonopoulous added.
