COP27 was the first time the climate summit has <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/a2ede7a3-4d48-40de-9dea-928df00d0eb0\">formally debated<\/a> the issue. Countries are also reportedly struggling to agree on whether 1.5\u00b0C above pre-industrial levels should remain the \u201cexplicit targeted limit\u201d for warming and the phase out of fossil fuels\u2014 although <a href=\"https:\/\/www.ft.com\/content\/f1feb965-dfad-4bcc-9fc4-0d0aa85a47dd\">yesterday\u2019s announcement<\/a> of G20 support for that goal could increase the chances of consensus at COP, <a href=\"https:\/\/www.reuters.com\/business\/cop\/cop27-climate-talks-get-boost-g20-declaration-2022-11-16\/\">Reuters<\/a> quoted an unnamed EU official saying.<\/p>\n<p><strong>^^ We have the full story<\/strong> in the news well, below.<\/p>\n<p><strong>And the timeline to avoid 1.5\u00b0C of warming? The public-private partnership will develop the project over five stages, and the plant is expected to yield 1.2 mn tonnes of green hydrogen and ammonia annually.<\/p>\n<p><strong>Not the first: <\/strong>Acwa Power, Neom, and Air Products are all part of a joint venture to develop \u201cthe world\u2019s largest utility scale, commercially-based hydrogen facility powered entirely by renewable energy,\u201d according to <a href=\"https:\/\/acwapower.com\/en\/projects\/neom-green-hydrogen-project\/\">Acwa Power<\/a>. Egyptian-headquartered renewable energy player <a href=\"https:\/\/www.weareinfinity.com\/\">Infinity<\/a> through a USD 41.5 mn investment, the bank said in a <a href=\"https:\/\/www.ebrd.com\/news\/2022\/ebrd-increases-stake-in-egypts-infinity-.html\">statement<\/a> yesterday. The EBRD did not disclose the size of its stake in Infinity following the investment. The bank had previously become a shareholder after <a href=\"https:\/\/enterprise.press\/stories\/2020\/01\/16\/ebrd-invests-usd-60-mn-in-egypts-infinity-energy-9950\/\">investing USD 60 mn<\/a> in the company in 2020. Our friends at Infinity declined to comment on the transaction when we spoke yesterday.<\/p>\n<p><strong>Where will the funding go? <\/strong>Primarily toward Infinity\u2019s expansion plans in Egypt and other countries, as well as potential acquisitions, the statement said. An undisclosed portion of the funding will be used for Infinity\u2019s <a href=\"https:\/\/enterprise.press\/stories\/2022\/07\/19\/infinity-will-become-africas-largest-renewables-player-through-lekela-acquisition-76096\/\">acquisition of African renewables player Lekela Power<\/a>, which is expected to close in 1Q 2023.<\/p>\n<p><strong>EBRD is a longtime investor in the regional renewables sector \u2014 and has stepped up its <\/strong><strong>already-significant commitment to Egypt:<\/strong> The news comes days after the lender <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e6167da5-7401-4525-a79d-20e3e0de4124\">committed<\/a> USD 1.3 bn including \u201cUSD 1 bn of private renewable finance, USD 300 mn in sovereign finance and grants of USD 3 mn from its shareholder special fund,\u201d to help Egypt decarbonize its power infrastructure and install new renewable energy capacity. The lender is heading up the energy pillar in Egypt\u2019s newly-launched Nexus on Water, Food and Energy (NWFE).<\/p>\n<p><strong>2 GREEN HYDROGEN FACILITIES<\/strong><\/p>\n<p><strong>Infinity subsidiary Infinity Power, is building two<\/strong><strong> green hydrogen production plants<\/strong>, one in Egypt\u2019s Suez Canal Economic Zone and the other on the Mediterranean, as part of a consortium including Egypt\u2019s Hassan Allam Utilities and UAE\u2019s Masdar, the company said in a <a href=\"https:\/\/ent.news\/2022\/11\/Infinity-Power-Green-Hydrogen-Project-EN-Final.pdf\">statement (pdf)<\/a> yesterday. The 28 GW-worth of wind power agreements Egypt has lined up will \u2014 if they all get off the drawing board \u2014 demand investment of some USD 34 bn. The nine green hydrogen and ammonia facilities framework agreements the country signed will together cost as much as USD 85 bn, the statement read.<\/p>\n<p><strong>Who is paying for what? <\/strong>All of the projects are in the early stages of development, so there is no breakdown on how they will be financed yet \u2014 and still no public handicapping of which are most likely to attract finance. You can expect most of them to be looking for a mix of funding from development finance institutions (DFIs), multilaterals, banks, and public funds. The climate finance roadmap laid out during COP27 through its <a href=\"https:\/\/www.sis.gov.eg\/Story\/169930\/Egypt-aspires-to-present-success-story-in-COP27?lang=en-us\">Nexus for Water, Food, and Energy (NWFE)<\/a> program and the <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/13\/egypts-just-financing-guide-bidens-cop27-pledge-headline-the-news-from-sharm-this-weekend-86886\/\">Sharm El Sheikh Guidebook for Just Financing<\/a> will be guides to how policymakers look at the funding question.<\/p>\n<p><strong>There\u2019s also the issue of whether Europe might provide producer subsidies to Egypt <\/strong>for green energy (ammonia and hydrogen in particular) destined for export to the European Union, a question we raised with OCI and Fertiglobe CEO AHmed El Hoshy (see interview, below).<\/p>\n<p><strong>DFIs are already stepping up to the plate: <\/strong>Development finance institutions including the European Bank for Reconstruction and Development have already <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/15\/the-enterprise-climate-ceo-poll-ebrds-harry-boyd-carpenter-87419\/\">signaled their interest<\/a> in the newly announced projects, while the US, Germany and other European countries have pledged to <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/13\/us-europe-pledge-more-than-usd-550-mn-to-fund-egypts-energy-transition-86885\/\">provide more than USD 550 mn<\/a> to support Egypt\u2019s clean energy transition under NWFE, which the Egyptian government launched in July to channel finance into green projects. Agreements signed last week are expected to <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/10\/we-just-lined-up-usd-15-bn-in-financing-for-nwfe-projects-86774\/\">unlock USD 15 bn<\/a> from private investors and DFIs to help Egypt decarbonize its power infrastructure, and strengthen its food and water security.<\/p>\n<p><strong>REFRESHER-<\/strong> Egypt has <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/1f8d7402-6d05-4eae-b3b0-b5bb811be7ab\">signed framework agreements<\/a> for nine green hydrogen and ammonia facilities in the Suez Canal Economic Zone, which would collectively produce up to 4.6 mn tons of green ammonia and 2.7 mn tons of hydrogen a year when fully operational. Fertiglobe is the world\u2019s largest seaborne exporter of urea and ammonia combined and the largest producer of nitrogen products in MENA, with a combined production capacity of 6.7 MTPA of urea and merchant ammonia. We talked to El Hoshy about green hydrogen, decarbonization, and what he thinks would be the best outcome of COP27.<\/p>\n<p><strong>Enterprise: Let\u2019s start at the top \u2014 what\u2019s green hydrogen and how does it relate to your core ammonia and methanol businesses?<\/strong><\/p>\n<p><strong>Ahmed El Hoshy: <\/strong>Green hydrogen is the low-carbon fuel of the future, it\u2019s as simple as that. It\u2019s particularly important when we look at how to decarbonize hard-to-abate sectors, such as general industrials, marine transportation, power generation, food production, and agriculture.<\/p>\n<p><strong>As things stand today, green hydrogen makes up a negligible fraction of global hydrogen production<\/strong> \u2014 much less than 5% of all hydrogen being produced. Gray hydrogen is the dominant form in the market today, and around 50% of it is used to produce ammonia and methanol. When you look at it, ammonia and methanol are the keys to the green economy transition \u2014 they can deliver hydrogen via existing pathways and infrastructure, making it much, much faster to quickly reach our decarbonization goals.<\/p>\n<p><strong>The problem with hydrogen is that it\u2019s very difficult, by itself, to store and transport<\/strong> \u2014 its boiling point is -253\u00b0C. So as gas, you\u2019re storing this under incredibly high pressure, and as a liquid, you\u2019re looking at cryogenic temperatures \u2014 really, really cold.<\/p>\n<p><strong>That\u2019s where ammonia comes in \u2014 it\u2019s an ideal carrier for hydrogen<\/strong> with a boiling point of just -33\u00b0C and there\u2019s plenty of transport and storage infrastructure already in place all around the globe. That makes it one of the most efficient ways to transport green hydrogen. It has a much higher energy density and is less energy intensive to produce and store.<\/p>\n<p>To transport hydrogen over long distances, you need to use stable derivative such as ammonia, LNG or methanol. That\u2019s one of the reasons we think that ammonia and methanol have huge potential to decarbonize shipping, replacing diesel, fuel oil, and other fuels that emit greenhouse gases when combusted.<\/p>\n<p>This becomes even more relevant when we start pricing carbon \u2014 when that\u2019s taken into account, ammonia and methanol are the shipping, power and vehicular fuels of the future.<\/p>\n<p><strong>E: Where is green hydrogen in your business model?<\/strong><\/p>\n<p><strong>AH: We realize that decarbonization is not a \u201cnice to have,\u201d it\u2019s central to our strategy.<\/strong> You can call it luck or call it skill, but we happen to be in the ammonia and methanol industries, two industries that the consensus now agrees play a significant part in our energy future.<\/p>\n<p><strong>And frankly, it\u2019s exciting. For Europe and Egypt in particular, the situation we have before us today is win-win.<\/strong> Egypt is an ideal place to generate renewable energy and because it is right next door to Europe, we can not only help European countries move towards their energy independence, but we can also help them decarbonize and deliver on their climate goals at the same time.<\/p>\n<p>In MENA, Fertiglobe has four production locations \u2014 two in Egypt, and one in each of Algeria and Abu Dhabi. OCI has five more \u2014 two in the Netherlands and three in the United States. With that global footprint, we think we\u2019re ideally positioned to drive, and be part of the green economy going forward.<\/p>\n<p><strong>We have decarbonization initiatives running at every single plant.<\/strong> We\u2019re moving from fueling plants with natural gas and generating CO2 emissions, to looking at capturing that CO2 and using green hydrogen rather than natural gas. And as we do that, we\u2019re uniquely positioned: We have the youngest global asset base in our industry, and that gives us the potential to deliver the lowest emissions of any global portfolio.<\/p>\n<p>What\u2019s more, our portfolio is in the right geographic locations. We\u2019re in Beaumont, Texas, on the Gulf Coast. We\u2019re in Rotterdam, the key European seaport. We\u2019re in Abu Dhabi and Algeria. And we\u2019re in Egypt right at the foot of the Suez Canal. That\u2019s a list that includes three of the four largest bunkering destinations in the world.<\/p>\n<p>Being globally present with this platform means that we can deliver network effects over time at the same time as we <strong>convert infrastructure that today produces gray ammonia into infrastructure for green ammonia<\/strong>.<\/p>\n<p>The plant <a href=\"https:\/\/enterprise.press\/stories\/2022\/11\/09\/fertiglobe-commissions-100-mw-plant-kicking-off-a-big-day-for-green-hydrogen-in-egypt-86670\/\">we just started commissioning in Egypt<\/a> is the first phase of a plant that will produce green hydrogen and green ammonia \u2014 we\u2019re very excited about it. It is the first of its kind in Africa. Fertiglobe is studying building another green hydrogen plant in Abu Dhabi in collaboration with <a href=\"https:\/\/www.oci.nl\/news\/2021-fertiglobe-announces-collaboration-agreement-with-masdar-and-engie\/\">Masdar and Engie<\/a> and at a 1 mn ton per annum low-carbon ammonia plant in Abu Dhabi with partners includign Ta\u2019ziz (an Adnoc-ADQ joint venture), GS Energy, and Mitsui. In Europe, OCI is involved in the NortH2 plant as an off-taker of green hydrogen from the North Sea, while in the United States, we have several low-carbon projects underway including a new blue ammonia facility in Texas.<\/p>\n<p><strong>E: We\u2019ve seen a scramble in Egypt and other regional players (KSA, the UAE) to line up investment in green hydrogen and ammonia. How many of these early-stage agreements do you think will become plants?<\/strong><\/p>\n<p><strong>AH:<\/strong> I think it\u2019s good to be optimistic. It\u2019s good to see the players and ideas that are out there. But to do a pure greenfield? That\u2019s been our business for more than 20 years, and I can tell you that the economics are difficult to make it work. It\u2019s difficult to bring it all together when you consider interest rates for project finance and the challenge of finding off-takers for low-carbon products, to name just two of the factors that need to be in place.<\/p>\n<p>We talked about this at the <a href=\"https:\/\/hydrogencouncil.com\/en\/\">Hydrogen Council<\/a>, which I am a member of: We\u2019re seeing plenty of projects announced globally despite rising interest rates, but <strong>less than 10% of those projects in general get to the stage of final investment decisions<\/strong>, in my view.<\/p>\n<p><strong>E: Why do you think that is? <\/strong><\/p>\n<p><strong>AH: There needs to be a carrot and stick approach to improve the economics of these projects.<\/strong> This means support in the form of grants or subsidies that make projects more attractive. Or a mandate \u2014 ideally, both. Legislation that requires businesses to meet certain low-carbon targets by \u201cx\u201d date or be charged \u201cy\u201d amount for its emissions. It\u2019s a challenge to line up a big emitter as an off-taker unless there\u2019s a clear incentive for them to do it. <strong>We need to create the demand for the supply side to fill.<\/strong> Having supply available will not, by itself, create demand.<\/p>\n<p><strong>E: Does the Biden administration\u2019s subsidy of USD 3 per kg help or distort the market, then? <\/strong><\/p>\n<p><strong>AH:<\/strong> I think the Inflation Reduction Act definitely helps. But really, I think what the industry, policymakers and regulators need to do is look at the existing ammonia industry. It\u2019s global. There are existing plants and storage facilities. There are loading facilities and trading businesses and vessels to handle it.<\/p>\n<p><strong>How can we decarbonize that one piece at a time?<\/strong> How do we go from zero to 5% and then to 10% and 15% \u2014 and do it economically, not all from scratch. Everyone needs to learn lessons on how to work together with governments to create schemes that make sense. On building a market. And on certification.<\/p>\n<p><strong>Breaking things down into discrete chunks makes it all about action, not about kicking the ball down the line to some idyllic future.<\/strong> By taking steps one project at a time, we will build knowledge and more effectively reach a stage where some of the grander ideas we\u2019re seeing now make practical sense.<\/p>\n<p><strong>E: What\u2019s the key, then? Regulatory change even before incentives? <\/strong><\/p>\n<p><strong>AH: <\/strong>Absolutely. As incumbents with existing infrastructure, we find that there\u2019s a lack of clarity on issues such as mass-balancing and co-production. Not everyone will be familiar with those terms, so I\u2019ll explain.<\/p>\n<p>Let\u2019s say, for example, that you have a 1 MPTA ammonia plant. <strong>You start using 10% green hydrogen and make it 90% gray instead of 100% gray. Do you now have a product that\u2019s certified 10% green? Certainly not in Europe<\/strong>, where the way the mechanics work today is that we look at the whole plant\u2019s emissions and not the feedstock. That makes it very tough for an incumbent to make a decision to partially decarbonize.<\/p>\n<p><strong>It is important to resolve this because it\u2019s tough to go from zero to hero<\/strong> \u2014 to go fully green. But why can\u2019t we have a proper, safe certifying mechanism that allows a producer to sell into Europe something that is 10% green and be charged 90% of the carbon tax and not 100%? The jury is still very much out on what that looks like. But we need to not let the perfect be the enemy of the good by giving existing producers a pathway to decarbonize \u2014 and by creating an approach to certification that allows mass-balancing and co-processing to happen.<\/p>\n<p><strong>E: Circling back those US producer subsidies: Could you see a day when the EU, for example, provides funding to Egypt to subsidize production destined for EU markets?<\/strong><\/p>\n<p><strong>AH:<\/strong> Egypt has clear competitive advantages in green hydrogen, and what you want as the European Union \u2014 as the US and developed countries \u2014 is to support that. One of the biggest costs of green hydrogen is the cost of renewable energy. Egypt has the best solar and wind corridors in the world, and 97% of us live on 3% of land, so there\u2019s plenty of space. The Mediterranean-Red Sea corridor is a huge advantage.<\/p>\n<p><strong>But when subsidies tip the scale in favor of US producers, we\u2019re going to need support here to be competitive and move projects forward.<\/strong> Support from Europe and other partners can do that.<\/p>\n<p><strong>The Biden administration\u2019s IRA is something of a double-edged sword.<\/strong> It\u2019s a change in the right direction, and other countries realize that \u2014 the US has just given huge incentives for low-carbon hydrogen projects. Canada, for example, is now following in the same footsteps and discussing investment tax credits for low and no-carbon industries.<\/p>\n<p>At the same time, <strong>it creates complexity for projects in the Middle East<\/strong>, Australia and Latin America. It\u2019s kind of taken the wind out of the sails of some of the projects there.<\/p>\n<p>But again: The IRA won\u2019t create demand. <strong>There needs to be demand incentives on the other side for supply and demand to align.<\/strong> And as I said earlier, we still need global alignment on certification.<\/p>\n<p><strong>E: If you were starting a new climate-related business today, what would it be?<\/strong><\/p>\n<p><strong>AH:<\/strong> I think there are several areas that look really interesting. The first is building businesses that create trust via proper certification \u2014 to help weed out noise and create a platform for governments and businesses to communicate about what\u2019s trustworthy and fair.<\/p>\n<p>Then, if your pockets are deeper, I would look at how to solve long-term technical challenges such as direct air capture of carbon and sustainable aviation fuel.<\/p>\n<p><strong>E: What would make COP27 a success from your point of view?<\/strong><\/p>\n<p><strong>AH:<\/strong> An agreement that we need to level the playing field. COP27 has been a great platform for governments and the private sector to exchange thoughts. It\u2019s helping decrease the noise and focus on what governments and regulatory bodies can do to help get low-carbon supply and demand off the ground.<\/p>\n<p>Ultimately, we need to create a situation where the economics prevail and which also results in a remarkable reduction in emissions over time. The G20 statement also reaffirmed the global goal to phase out \u201cinefficient fossil fuel subsidies.\u201d<\/p>\n<p><strong>The COP27 host welcomed the declaration:<\/strong> \u201cThere are very strong elements and commitments, and reiterations of previous commitments,\u201d special representative for the COP27 presidency Wael Aboulmagd said in a news conference following the declaration, according to <a href=\"https:\/\/www.reuters.com\/business\/environment\/egypts-cop27-presidency-welcomes-g20-declaration-climate-2022-11-16\/\">Reuters<\/a>.<\/p>\n<p><strong>REMEMBER- A proposal by India to \u201cphase down\u201d all fossil fuels has been gaining <\/strong><strong>momentum<\/strong>, with backing from the EU, small island states, and the UK reportedly almost locked in ahead of the COP27 Egyptian presidency\u2019s cover decision, which is expected this week.<\/p>\n<p><strong>EGYPT + EU ESTABLISH RENEWABLE HYDROGEN STRATEGIC PARTNERSHIP<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>The EU <\/strong><strong>has <\/strong><strong><a href=\"https:\/\/energy.ec.europa.eu\/memorandum-understanding-strategic-partnership-renewable-hydrogen-between-european-union-and-arab_en\">signed an MoU with Egypt<\/a><\/strong><strong> to establish a \u201cstrategic <\/strong><strong>partnership\u201d on<\/strong><strong> renewable hydrogen<\/strong> to help support Egypt\u2019s clean energy transition. The agreement will serve as a \u201cframework to support long-term conditions for the development of a renewable hydrogen industry and trade across the EU and Egypt, including infrastructure and financing\u201d helping both sides achieve goals. The partnership will help the EU reach its goal of securing a supply of 20 mn tons of renewable hydrogen by 2030, as the EU looks to import \u201crenewable hydrogen and its derivatives\u201d from Egypt.
