Let\u2019s jump right in.<\/p>\n<p><strong>THE BIG CLIMATE STORY in our neighborhood- We now know more about Empower\u2019s <\/strong><strong>IPO offering next week:<\/strong> The Emirates Central Cooling Systems Corporation wants to offer a 10% stake next week as it gears up for its debut on the Dubai Financial Market. The district cooling firm \u2014 which is looking to raise USD 700 mn in the offering \u2014 was part of 10 state-owned firms slated for listing last November by Dubai\u2019s government privatization program.<\/p>\n<p><strong>THE BIG CLIMATE STORY GLOBALLY? That would be COP27, it seems<\/strong>, given the event gets underway on 6 November.<\/p>\n<p><strong>THE COUNTDOWN TO COP (12 days to go)- <\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>The US is in favor of a dialogue about \u201closs and damages,\u201d but not so big <\/strong><strong>on <\/strong><strong>implementation<\/strong>, <a href=\"https:\/\/bloom.bg\/3eUbMfO\">Bloomberg<\/a> reported on Thursday, citing senior administration officials. Developing economies \u2014 <a href=\"https:\/\/enterprise.press\/issues\/2022\/09\/29\/am-egp-closes-at-record-low-against-the-greenback\/#tldr-story-08\">including COP27 host country Egypt<\/a> \u2014 are pushing for \u201closs and damage\u201d financing to compensate countries that experienced major economic losses as a result of climate change. The issue <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/cefec386-e61c-4d5b-9b3e-6089678ea3aa\">gained fresh urgency<\/a> after disastrous floods claimed north of 1k lives in Pakistan, caused more than USD 10 bn of damage \u2014 and <a href=\"https:\/\/www.nature.com\/articles\/d41586-022-02879-2\">displaced as many as 32 mn people<\/a>.<\/p>\n<p><strong>What\u2019s the problem? <\/strong>The US supports engaging in dialogue on the issue, but its negotiators are reportedly lobbying against putting any concrete funding commitments on the agenda for Sharm. In parallel, more than 100 US climate groups yesterday wrote to top US climate diplomat John Kerry to ask him to support the creation of a loss and damage fund at COP, <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/us-groups-urge-kerry-back-climate-compensation-fund-2022-10-24\/\">Reuters<\/a> reports.<\/p>\n<p><strong>BUT EU MINISTERS ARE DOWN WITH THE PROGRAM, having agreed yesterday<\/strong><strong> to <\/strong><strong>support putting <\/strong><strong>climate change-driven loss and damage on the agenda in Sharm<\/strong>, <a href=\"https:\/\/www.reuters.com\/business\/environment\/eu-countries-meet-agree-stance-un-climate-negotiations-2022-10-24\/\">Reuters<\/a> reports. One note of caution: While the bloc said it would support talks on the subject, the purpose and focus of these discussions remain unclear, the newswire says.<\/p>\n<p><strong>There\u2019s less and less wiggle room for wealthy countries and Big Oil on this issue<\/strong> <strong>as COP gets closer: <\/strong>Six fossil fuel companies made enough to cover the costs of climate change-induced extreme weather events in developing countries in 1H 2022, with USD 70 bn left over, a <a href=\"https:\/\/uploads-ssl.webflow.com\/605869242b205050a0579e87\/6355adbb4f3fdf583b15834b_L%26DC_THE_COST_OF_DELAY_.pdf\">report (pdf)<\/a> published yesterday by Oxfam International states. <strong>The usual rich-country argument against a loss-and-damage fund for emerging markets? <\/strong>That doing so would simply cost too much.<\/p>\n<p><strong>We know this will be a major theme at COP:<\/strong> Oxfam joins a chorus of prominent voices \u2014 including Egypt\u2019s UN Climate Champion <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/95e5d7e3-db69-4e6e-a81c-d28c4eef1ec6\">Mahmoud Mohieldin<\/a> and the IFC\u2019s VP of cross-cutting solutions <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/5e8d0ca6-bf58-4d58-a836-e87342c5414e\">Emmanuel Nyirinkindi<\/a>, both of whom raised the issue in interviews with Enterprise Climate \u2014 who are determined to keep the conference focused on securing sustainable, long-term financing for poorer nations struggling with the effects of climate change. More than 60% of finance for climate action comes from debt instruments, and only some 12-13% of this debt-based finance is concessional, Mohieldin <a href=\"https:\/\/climate.enterprise.press\/issues\/2022\/09\/20\/mahmoud-mohieldin-private-sector-ends-government-begins-comes-climate-action\/#128080\">recently told us<\/a>.<\/p>\n<p><strong>MEANWHILE- Israeli politicians will attend the global climate conference with no official <\/strong><strong>backing<\/strong> <strong>for a verbal pledge to reach net zero by 2050<\/strong>, the country\u2019s Environmental Protection Ministry said yesterday, according to the <a href=\"https:\/\/www.timesofisrael.com\/israel-heads-to-cop27-without-official-backing-for-former-pm-bennetts-net-zero-vow\/\">Times of Israel<\/a>. As Knesset elections grow closer, the Justice Ministry ruled against passing a government decision on climate change and the Finance Ministry opposed including former Prime Minister Naftali Bennett\u2019s net zero commitment in a climate bill earlier this year, thus backtracking from a verbal pledge made in the runup to COP26 in Glasgow. The bill instead commits the country to cutting its emissions by 85% by 2050.<\/p>\n<p><strong>AND- Egypt <\/strong><strong>wants world leaders to act like grownups and put climate \u2014 not geopolitical <\/strong><strong>tensions \u2014 first at COP27.<\/strong> That was one of the key takeaways from Egypt Foreign Minister (and COP27 President) Sameh Shoukry\u2019s remarks with Emirati state news agency <a href=\"https:\/\/wam.ae\/en\/details\/1395303094001\">WAM<\/a> earlier this week. Shoukry stressed the importance of separating international disputes from the urgency of tackling climate change concerns to avoid reaching a \u201cpoint of no return.\u201d <a href=\"https:\/\/enterprise.press\/issues\/2022\/10\/24\/am-expect-more-on-state-ownership-and-industry-on-day-2-of-govts-economic-conference\/#tldr-story-05\">EnterpriseAM had the full rundown yesterday.<\/a><\/p>\n<p><strong>FINALLY- Egyptian officials have reportedly canceled blue zone events on 7 November. <\/strong>COP27 officially gets underway on 6 November, and world leaders will be in Sharm El Sheikh 6 7 and 8 November (Monday and Tuesday) for the state-to-state negotiating track. Citing the need to maintain a high-security environment, officials have reportedly informed the UN that there will be no \u201cblue zone\u201d activities on the Monday; activities can go ahead as planned on Tuesday. Climate activists are not happy with the changes, according to reports in the <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/oct\/24\/egypt-shuts-down-event-spaces-on-first-monday-of-cop27-in-blow-to-ngos?utm_source=pocket_mylist\">Guardian<\/a> and <a href=\"https:\/\/www.reuters.com\/business\/environment\/egypt-cop27-climate-summit-activists-concerned-voices-will-be-curtailed-2022-10-24\/\">Reuters<\/a>.<\/p>\n<p><strong>SOUND SMART- <\/strong>The Blue Zone includes negotiating rooms, plenary space and room for side events. It\u2019s where state-to-state negotiations take place, requires a special badge to enter and belongs to the UN. The Green Zone belongs to Egypt as COP27 host and is where business leaders and civil society members will spend time in workshops, events and other activities. The US Department of State has a nice <a href=\"https:\/\/www.state.gov\/cop27-logistical-faq\/\">explainer here<\/a> and the COP27 website <a href=\"https:\/\/www.cop27.eg\/#\/conference\">has a breakdown here<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>WATCH THIS SPACE #1- Fossil fuel-based hydrogen is a lot more expensive now,<\/strong> <strong>paving the way for green hydrogen. <\/strong>Surging natural gas prices have driven up the cost of hydrogen produced from fossil fuels by 70% compared to global averages prior to the Russia-Ukraine war, according to <a href=\"https:\/\/ent.news\/2022\/10\/3061.pdf\">a Carbon Tracker report (pdf)<\/a>. Fossil fuel-generated hydrogen assets totalling USD 100 bn may be stranded by 2030 due to increasing prices, making way for a rising demand for green hydrogen to the tune of USD 73 bn. The surging demand for non fossil-hydrogen and an accelerated generation rate of the low-carbon energy source could see green hydrogen priced under USD 2 per kilogram by 2030.<\/p>\n<p><strong>This is great news for MENA, which has had its sights set on green hydrogen for some<\/strong> <strong>time. <\/strong>Just yesterday, Oman announced a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e806e16c-672f-4775-8776-6f597297731a\">USD 140 bn green hydrogen<\/a> strategy to be implemented by 2050. Egypt also signed green hydrogen projects worth <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e9569d88-5e15-464f-a2f4-341bbb306057\">USD 63.8 bn<\/a>, while the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/268bfc3b-f341-49a6-aa57-90857030b5ff\">UAE and Saudi Arabia<\/a> each dedicated more than USD 10 bn to the generation of green hydrogen.<\/p>\n<p><strong>Obligatory note of caution: <\/strong>What\u2019s happening now is a gold rush. Would-be builders are running around the globe signing MoUs and letters of intent to build green hydrogen \/ ammonium facilities, but the trick will be seeing how many of them get financing and are built. Among the deciding factors: How many rich countries <a href=\"https:\/\/www.utilitydive.com\/news\/ira-subsidies-green-hydrogen\/632599\/\">roll out production subsidies as the Biden administration recently did<\/a> with the Inflation Reduction Act?<\/p>\n<p><strong>WATCH THIS SPACE #2- Ins. companies are slowly phasing out fossil fuels<\/strong><strong> as their impact becomes unaffordable<\/strong>, Insure Our Future global campaign <a href=\"https:\/\/bit.ly\/3Fa4YFR\">said<\/a> Wednesday. Some 62% of reins. companies and almost 40% of ins. firms have set up coal exit policies in the past five years, according to Insure Our Future\u2019s<a href=\"https:\/\/ent.news\/2022\/10\/1458.pdf\">2022 Scorecard on Ins., Fossil Fuels and the Climate Emergency (pdf)<\/a>. Some 27.5% of reins. companies and 13.7% of ins. firms are also restricting oil and gas ins. The activist group said <strong>Allianz, AXA and Axis Capital were at the top of its scorecard in terms of best coal exit policies<\/strong>. Insure Our Future\u2019s assessment is based on the ins. companies\u2019 fossil fuel underwriting and divestment policies.<\/p>\n<hr class=\"grey-line\">\n<p><strong>HAPPENING TODAY- <\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>Spanish renewables firms to visit Morocco: <\/strong>The <a href=\"https:\/\/www.investinspain.org\/en\/index\">Spanish Institute for<\/a><a href=\"https:\/\/www.investinspain.org\/en\/index\">Foreign Trade (ICEX<\/a>) is accompanying a delegation of 10 Spanish renewable energy companies to Rabat today, according to <a href=\"https:\/\/bit.ly\/3EXH4gr\">a press release<\/a>. On the Moroccan side, renewable energy companies <a href=\"https:\/\/www.masen.ma\/\">Masen<\/a>, Institut de Recherche en Energie Solaire et Energies Nouvelles (<a href=\"https:\/\/iresen.org\/\">Iresen<\/a>), <a href=\"https:\/\/www.fenelec.com\/\">Fenelec<\/a>, and <a href=\"http:\/\/gaiaenergyre.com\/\">Gaia Energy<\/a> will be among those welcoming ICEX and Spanish stakeholders. is looking to pull the trigger on the initial public offering of a 10% stake on the Dubai Financial Market (DFM) next week, the company said in its <a href=\"https:\/\/www.empower.ae\/ipo\/uploads\/EN\/IntentiontoFloatAnnouncement.pdf\">intention to float (pdf)<\/a> yesterday. The district cooling firm \u2014 which is looking to raise USD 700 mn from the IPO \u2014 was one of 10 state-owned firms slated for listing last November by Dubai\u2019s government privatization program.<\/p>\n<p><strong>What\u2019s being sold? <\/strong>The 1 bn ordinary shares being offered are held in aggregate by Dubai Electricity and Water Authority (<a href=\"http:\/\/www.dewa.gov.ae\/en\">DEWA<\/a>) \u2014 which owns 70% of the company \u2014 and <a href=\"https:\/\/www.difc.ae\/public-register\/ema-power-investment-limited\/\">Emirates Power Investment<\/a> (a <a href=\"https:\/\/dubaiholding.com\/en\/\">Dubai Holding<\/a> subsidiary). DEWA is selling 7% of its shares and Emirates Power is selling 3% in the IPO, according to the ITF.<\/p>\n<p><strong>The time frame:<\/strong> The company plans to price the offering and kick off its subscription period next Monday, 31 October. Subscriptions will close on 7 November for UAE retail investors and 8 November for other qualified investors, the statement notes. Empower\u2019s shares are expected to begin trading on the DFM on 16 November, <a href=\"https:\/\/www.empower.ae\/ipo\/\">its website says<\/a>.<\/p>\n<p><strong>Empower plans to pay out dividends twice a year post-IPO<\/strong>, flagging April and October every year as payment periods, the ITF says. It intends to pay a minimum dividend amount of AED 850 mn (almost USD 231.5 mn) per year in the two fiscal years following the IPO, spanning April 2023 to October 2024. After 2024, it plans to pay \u201ca sustainable dividend\u201d aligned with business growth, the statement adds. DEWA and Emirates Power were paid AED 2.9 bn (USD 790 mn) in dividends from a pre-IPO special payment.
