this morning packed with regional green news, so let\u2019s jump right into it.<\/p>\n<p><strong>THE BIG CLIMATE STORY in our corner of the world has to be hydrogen<\/strong> as backers of the emerging technology position it as part of the solution to our energy transition:<\/p>\n<ul>\n<li><strong>Blue hydrogen appears to have taken a lead in the GCC<\/strong> (however temporary?) over green hydrogen agreements;<\/li>\n<li><strong>Egypt looks set to unveil new framework agreements for green hydrogen <\/strong>projects during COP27, building in momentum it established with MoUs in the past months.\/<\/li>\n<\/ul>\n<p><strong>AND- There\u2019s news this morning of yet another GCC investment in a green asset in the <\/strong><strong>west<\/strong> as Wafra takes a majority stake in US solar producer Mission Clean Energy.<\/p>\n<p><strong>PLUS- Qatar has inaugurated the 800 MW Al Kharsaah solar plant. <\/strong>Built at a cost of QAR 1.7 bn (USD 470 mn), the plant is expected to meet 10% of the country\u2019s peak electricity demand.<\/p>\n<p><strong>^^ We\u2019ve got chapter and verse on those stories <\/strong>and more in the news well, below.<\/p>\n<p>***<br \/>\n <a We\u2019ll be back with the results in a couple of weeks<br \/>\n <strong>***<\/strong><\/p>\n<p><strong>COUNTDOWN TO COP (18 days to go)-<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>We\u2019re seeing an increase in environmental awareness stunts pre-COP27.<\/strong> UN \u201cPatron of the Oceans\u201d (we\u2019re not kidding \u2014 that the name of the gig) <a href=\"https:\/\/www.unep.org\/people\/lewis-pugh\">Lewis Pugh<\/a> is swimming across the Red Sea to highlight its endangered coral reefs before COP27. Pugh started his 160 km swim from Saudi Arabia to Egypt\u2019s Hurghada on 11 October and is expected to arrive in a week. In a <a href=\"https:\/\/bit.ly\/3S9vHFd\">tweet<\/a>, Pugh called upon world leaders to take bold action at COP27 as coral reefs are being destroyed by warming oceans.<\/p>\n<p><strong>And then there\u2019s the cyclists: <\/strong>In a bit to draw attention to the problem of litter, Yusef Ahmed, Galal Zekri, retired ambassador Mohamed Elewa, and Wolfgang Hohmann will be pedaling 655 km from Cairo to Sharm El Sheikh. German Ambassador to Cairo Frank Hartmann <a href=\"https:\/\/www.facebook.com\/german.embassy.cairo\/posts\/pfbid0ypSzBoPsCtyPzAt9dJ2H6KsGFsj9vct3ppwQQkz82aACbSNhavQz47Rk22QgWtBDl\">met some of the cyclists<\/a> before they set out on 14 October, an embassy statement <a href=\"https:\/\/www.facebook.com\/german.embassy.cairo\/posts\/pfbid0ypSzBoPsCtyPzAt9dJ2H6KsGFsj9vct3ppwQQkz82aACbSNhavQz47Rk22QgWtBDl\">notes<\/a>.<\/p>\n<p><strong>^^ Publicity bids or not, both are a hell of a lot more constructive than the <\/strong><strong><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7fb1eb86-db6a-4697-85aa-a9d2b87238f3\">bozos gluing themselves to works of art<\/a><\/strong> across Europe to draw attention to climate.<\/p>\n<p><strong>WORTH READING-<\/strong> <strong>Egypt may be gearing up for COP27, but the conference doesn\u2019t <\/strong><strong>register<\/strong><strong> with the informal garbage collectors known as the zabbaleen, <\/strong>who recycle over 85% the waste produced in Cairo, the National <a href=\"https:\/\/www.thenationalnews.com\/mena\/2022\/10\/18\/cairos-garbage-city-continues-its-recycling-operations-unaware-of-cop27\/\">reported yesterday<\/a>. Very few inhabitants of \u201cGarbage City\u201d \u2014 where collecting and recycling rubbish is a thriving economy \u2014 are aware COP27 is even taking place, it found.<\/p>\n<p><strong>We\u2019ve already seen the Zabbaleen reluctant to integrate into Egypt\u2019s government-led <\/strong><strong>green initiatives. <\/strong>After the ratification of Egypt\u2019s new Waste Management Act <a href=\"https:\/\/enterprise.press\/stories\/2020\/10\/18\/el-sisi-ratifies-egypts-waste-management-law-23377\/\">in October 2020<\/a>, the government started <a href=\"https:\/\/enterprise.press\/stories\/2021\/05\/20\/zabaleen-are-getting-new-competition-in-cairo-41245\/\">securing contracts<\/a> with the private sector to collect, treat, recycle and dispose of waste \u2014 with plans to integrate the zabbaleen into the system as employees of private sector contractors. But some in the zabbaleen community are resisting thepush to \u201cformalize an informal sector,\u201d we reported <a href=\"https:\/\/enterprise.press\/greeneconomys\/room-zabbaleen-egypts-new-waste-management-system\/\">last July<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- BlackRock is setting up a unit to <\/strong><strong>invest in the green <\/strong><strong>transition<\/strong>, Reuters <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/blackrock-creates-transition-capital-unit-tap-climate-opportunities-memo-2022-10-17\/#:~:text=LONDON%2C%20Oct%2017%20(Reuters),staff%20seen%20by%20Reuters%20showed.\">reported<\/a> on Monday, citing a company memo. The USD 8 tn asset manager\u2019s Transition Capital will apparently work with portfolio managers and BlackRock\u2019s capital markets team to target green transition projects. Headed by McKinsey\u2019s former head of sustainability, the team will develop funds and new investment strategies and expand BlackRock\u2019s research in clean energy transition tech.<\/p>\n<p><strong>REMEMBER- BlackRock boss Larry Fink has better things to do than atten COP27<\/strong>, as <a href=\"https:\/\/climate.enterprise.press\/issues\/2022\/10\/13\/ceos-blackrock-citi-standard-chartered-better-things-attend-cop27\/\">we<\/a><a href=\"https:\/\/climate.enterprise.press\/issues\/2022\/10\/13\/ceos-blackrock-citi-standard-chartered-better-things-attend-cop27\/\">noted<\/a> last week.<\/p>\n<p><strong>ALSO- Is Stellantis walking back on its green record? <\/strong>Stellantis CEO wants to renegotiate the EU\u2019s proposed 2035 ban on fossil fuels cars, the company\u2019s chief executive Carlos Tavares said at a news conference on the sidelines of the Paris Motor Show on Monday, <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/stellantis-ceo-calls-talks-soften-eus-2035-fossil-fuel-car-ban-2022-10-17\/#:~:text=PARIS%2C%20Oct%2017%20(Reuters),Carlos%20Tavares%20said%20on%20Monday.\">Reuters<\/a> writes. Earlier this year, the EU effectively <a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/european-green-deal\/delivering-european-green-deal\/co2-emission-performance-standards-cars-and-vans_en\">banned<\/a> the sale of new fossil fuel vehicles \u2014 including hybrids \u2014 from 2035.<\/p>\n<p><strong>Why? Switching to EVs is expensive for consumers\u2026 <\/strong>Tavares cited unmanageable \u201csocial consequences\u201d to the decision to ban combustion vehicles, claiming that a forced transition to EVs will make car ownership unaffordable for many people, proposing that hybrids be given a role in the transition to zero-emissions vehicles.<\/p>\n<p><strong>Sending mixed messages: <\/strong>Tavares also reiterated the company\u2019s commitment to carbon neutrality by 2038, according to a Stellantis <a href=\"https:\/\/www.media.stellantis.com\/em-en\/corporate-communications\/press\/stellantis-energizes-paris-motor-show-with-electrified-portfolio-taking-center-stage\">statement<\/a>. Earlier this month, Stellantis and Siemens <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/9058e4fc-827c-451d-bc6a-c1130b751aa2\">announced a partnership<\/a> to upscale EV last mile delivery infrastructure in MENA and last year, it began <a href=\"https:\/\/www.afrik21.africa\/en\/morocco-stellantis-to-produce-its-new-electric-car-at-the-kenitra-plant\/\">producing<\/a> EVs at its Kenitra plant in Morocco.<\/p>\n<p><strong>CLIMATE DIPLOMACY- Saudi is looking at renewable energy investments in South Africa. <\/strong>Crown Prince Mohamed Bin Salman and South African President Cyril Ramaphosa inked agreements and MoUs worth more than USD 15 bn during the latter\u2019s visit to Jeddah earlier this week, the countries said in a <a href=\"https:\/\/bit.ly\/3g5DWVm\">joint statement<\/a> this week. While the statement does not mention the areas involved in the agreements, the pair did discuss cooperation in solar, wind and atomic energy. The GCC\u2019s access to cheap domestic natgas, local carbon capture and storage (CCS) expertise, and available infrastructure will make blue hydrogen production more feasible than the \u201cmore costly and challenging\u201d green hydrogen \u2014 in the short-to-medium term, Zawya notes the report saying.<\/p>\n<p><strong>Significant investment in tech and infrastructure for storage and transportation is still needed to make GCC green hydrogen projects commercially viable, <\/strong>the report notes. Green hydrogen production growth is also hindered by \u201csubstantial delays in auctioning processes\u201d faced by the region\u2019s renewables projects, it adds.<\/p>\n<p><strong>But long-term supply and export potential is there:<\/strong> In the long-term, the UAE, Saudi Arabia and Oman could all be green hydrogen producers and exporters, Moody\u2019s tells us, because of their access to cheap renewable energy and water desalination expertise.<\/p>\n<p><strong>Egypt leads the pack in MENA in terms of the value of green hydrogen projects, with some USD 63.8 bn<\/strong> \u2014 just over 35% of the USD 180 bn regional total.<\/p>\n<ul>\n<li><strong>Morocco<\/strong> has announced some USD 16.85 bn worth of projects.<\/li>\n<\/ul>\n<p><strong>The GCC has a pipeline with some USD 70 bn. <\/strong>According to data from MEED in <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/e9569d88-5e15-464f-a2f4-341bbb306057\">early October<\/a>:<\/p>\n<ul>\n<li><strong>Oman<\/strong> has announced USD 48.9 bn worth of projects,<\/li>\n<li><strong>Saudi Arabia<\/strong>: USD 10.5 bn<\/li>\n<li><strong>The UAE<\/strong>: USD 10.3 bn<\/li>\n<\/ul>\n<p><strong>The Moody\u2019s report makes the economic case for GCC green hydrogen project development: <\/strong>Both green and blue hydrogen could offset the economic and fiscal impact on the GCC of lower global oil demand and prices when the energy transition gathers steam, the report notes.<\/p>\n<p><strong>But only green hydrogen could reduce GCC countries\u2019 \u201cheavy\u201d hydrocarbon reliance<\/strong> and \u201cunderlying credit exposure to longer-term carbon transition risks,\u201d it adds. They\u2019re the GCC\u2019s go to green asset managers in the US:<\/strong> Founded in 1985 as Wafra Investment Group Advisory, the firm has been managing sovereign GCC institutions\u2019 investments, including Kuwait Investment Authority, according to its <a href=\"https:\/\/bit.ly\/3TxWHzs\">website<\/a>.
