Probably due to lots of overlapping holidays all over the region <\/strong><strong>\u2014 and the world. <\/strong>Thursday was off in Egypt in observance of Armed Forces day, while everyone from Morocco across to Oman (with the exeeptions of our friends in Saudi Arabia and Qatar) observed the Prophet Muhammad\u2019s Birthday over the weekend. Canadians are celebrating Thanksgiving today, and their American neighbors are off in observance of Columbus Day (and celebrate Thanksgiving in late November).<\/p>\n<p><strong>THE BIG CLIMATE STORY- Bill Gates wants us to invest in nuclear \u2014 and he kind of has <\/strong><strong>a point: <\/strong>At a conference on the countdown to COP27 in Abu Dhabi last week, the Microsoft founder lauded the UAE for the Barakah nuclear power plant and urged that MENA invest in nuclear energy as part of its green transition. There\u2019s plenty of controversy and concern about nuclear safety \u2014 and it\u2019s largely overblown. We break down why Bill has a point in this morning\u2019s news well, below.<\/p>\n<p><strong>DON\u2019T LET THE WEEKEND FOOL YOU: We\u2019re all in for a busy day:<\/strong><\/p>\n<p><strong>WATCH THIS SPACE #1- The annual meetings of the IMF and World Bank kick off today in <\/strong><strong>Washington, DC<\/strong>, and will run through Sunday, 16 October. While the focus will be squarely on the global economy, climate change and the green transition will feature prominently during the gatherings, according to the <a href=\"https:\/\/www.worldbank.org\/en\/meetings\/splash\/annual\/schedule\">schedule<\/a> for the meetings.<\/p>\n<p><strong>Speaking of the World Bank: <\/strong>The institution\u2019s senior climate change advisor, Stephane Hallegatte, is speaking at <a href=\"https:\/\/erf.org.eg\/events\/the-road-to-cop-27-distinguished-lecture-by-stephane-hallegatte\/\">seminar<\/a> being held in Cairo by the Egyptian Center for Economic Studies today in Cairo. You can register for the event <a href=\"https:\/\/erf.org.eg\/event-registration-distinguished-lecture-by-stephane-hallegatte\/\">here<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>WATCH THIS SPACE #2- Egypt\u2019s Senate will discuss legislation today that could set up a <\/strong><strong>new regulatory body <\/strong><strong>and fund to promote the electric vehicle industry.<\/strong> The legislation sets up the Supreme Council for Vehicle Manufacturing, which will set policies for the automotive sector in general, including EVs, and a fund to provide incentives. We had the <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/d8c44e38-2cea-4dc5-ba60-de5aac32a3fa\">details of the legislation here<\/a> last week.<\/p>\n<p><strong>The Senate will also discuss amendments to the Environment Act<\/strong> that would see a \u201cgreen fee\u201d of between EGP 1k and EGP 50k levied on new diesel- and gas-fired vehicles, according to a report prepared by the Senate\u2019s environment, and trade and industry committees. As the bill currently stands, some 80% of the proceeds would go towards localizing what the politicians are calling \u201cclimate-friendly vehicle industries,\u201d with the rest to be split between the Environment Protection Fund and the state budget.<\/p>\n<p><strong>Wait, Enterprise: What\u2019s this \u201cclimate-friendly vehicle industry\u201d talk? Not just EVs? <\/strong>Nope. Egypt, with its abundance of natural has, has been positioning both EVs and dual-fuel vehicles as options. Dual-fuel vehicles are converted to burn both gasoline and compressed natural gas (CNG), with storage tanks taking up trunk space.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #3- European Union officials are meeting in Algiers today with top <\/strong><strong>government officials for an <\/strong><strong><a href=\"https:\/\/www.aps.dz\/en\/economy\/45141-algeria-eu-4th-annual-high-level-energy-dialogue-meeting-on-october-10th-in-algiers\">energy dialogue<\/a><\/strong><strong>.<\/strong> Among the topics: How Algeria can expand its renewable energy industry in the coming decades, the European Council on Foreign Relations<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>The sit-down comes just days after Algeria and Italy stepped up concrete <\/strong><strong>talks designed to step up cooperation on renewables. <\/strong>Algeria\u2019s state-owned electricity and natural gas distributor, <a href=\"https:\/\/www.sonelgaz.dz\/fr\">Sonelgaz<\/a>, is mulling agreements with Italy\u2019s <a href=\"https:\/\/www.enel.com\/\">Enel Group<\/a> in a number of sectors, according to a Sonelgaz <a href=\"https:\/\/www.facebook.com\/Sonelgaz.energy.dz\/posts\/pfbid0qTDuAXRzPUbUr6sH6yu4KgR9inJi2b3sKhSMqzgxEy4UVKiSSs1xjcymoJ96GE9vl\">statement<\/a>. Among the ideas are working together on battery energy storage, PV panel manufacturing, green hydrogen production, and smart meters.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WATCH THIS SPACE #4- It\u2019s the last day to file your expression of interest for a piece of <\/strong><strong>the 900 MW for phase six of Dubai\u2019s Al Maktoum solar park, <\/strong>according to a <a href=\"https:\/\/www.facebook.com\/dewaofficial\/photos\/a.267088530009389\/5830337200351133\/\">statement<\/a> by Dubai Electricity and Water Authority (DEWA) on Saturday. Biden\u2019s attendance at COP27 means that \u201cthere is sufficient evidence\u201d for a \u201c[agreement] to be clinched or a game-changing announcement to be made,\u201d one European diplomat told the news outlet.<\/p>\n<p><strong>The UAE is already talking up COP28<\/strong>, saying the gathering next year will be <strong>the \u201cmost significant climate conference since Paris,\u201d<\/strong> according to a report in <a href=\"https:\/\/www.thenationalnews.com\/uae\/environment\/2022\/10\/07\/cop28-to-be-most-significant-climate-event-since-paris-says-director-general\/?utm_medium=Social&utm_source=Twitter#Echobox=1665118332\">the National<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORIES OUTSIDE OUR REGION- <\/strong><\/p>\n<p><strong>WATCH THIS SPACE #2-<\/strong> <strong>Global<\/strong> <strong>aviation wants to reach net zero by 2050. <\/strong>The International Civil Aviation Organization (ICAO) said last week it has agreed to a long-term global aspirational goal (or \u201cLTAG\u201d in climate-speak) that would see it hit net zero by 2050, according to an <a href=\"https:\/\/icao.int\/\">ICAO<\/a> <a href=\"https:\/\/www.icao.int\/Newsroom\/Pages\/States-adopts-netzero-2050-aspirational-goal-for-international-flight-operations.aspx\">statement<\/a>. Some 184 countries, including almost all of MENA, agreed to the goal, UN agency ICAO said.<\/p>\n<p><strong>Lots has to happen for the aviation industry to hit is mark. <\/strong>It needs to slash emissions, accelerate the adoption of new aircraft technologies, streamline flight operations and sort out sustainable aviation fuels, the statement said. Sustainable fuels will be the topic of an ICAO gathering next year, with the body\u2019s president saying (in UN-ese) that flying with zero emissions will require plenty of work from governments and industry players alike.<\/p>\n<p><strong>MEANWHILE- Category 1 Hurricane Julia hit Nicaragua\u2019s Caribbean coast <\/strong>with wind speeds totalling 140 km per hour on Sunday after battering Colombia\u2019s San Andres Island, news outlets reported. \u201cLife-threatening flash floods and mudslides possible from heavy rains over Central America and Southern Mexico through early next week,\u201d the US National Hurricane Center detailed in a <a href=\"https:\/\/twitter.com\/NHC_Atlantic\/status\/1579074211737260032\">statement<\/a>, adding that Julia\u2019s impact will be <a href=\"https:\/\/twitter.com\/NHC_Atlantic\/status\/1579120516559908864\">felt<\/a> through Tuesday. He also called upon major oil-producing nations to explore cleaner ways to extract hydrogen.<\/p>\n<p><strong>He\u2019s even suggesting the region could leapfrog into fusion: <\/strong>MENA could lead by developing nuclear fusion reactors that \u201care safe and cheaper than traditional energy sources,\u201d he noted.<\/p>\n<p><strong>SOUND SMART- What is nuclear fusion? <\/strong>In short, nuclear fusion is <a href=\"https:\/\/en.wikipedia.org\/wiki\/Nuclear_fusion\">a reaction<\/a> that could potentially generate unlimited energy by fusing the nuclei of atoms \u2014 as opposed to splitting the nuclei of an atom in a conventional nuclear fission reaction. Fusion reactions, which power the stars, need temperatures equivalent to 100-200 mn C, so, until very recently, it had been relegated to the realm of science fiction. <a href=\"https:\/\/www.bbc.com\/news\/science-environment-60312633\">Recent advancements<\/a> in the technology, however, are slowly suggesting that controlled fusion reactions may be within reach \u2014 to the point that <strong>the UK greenlit the world\u2019s first fusion station <\/strong><strong><a href=\"https:\/\/www.bbc.com\/news\/uk-england-nottinghamshire-63163966\">last week<\/a><\/strong>. The caveat: The UK government said that there are \u201cno guarantees\u201d that the GBP 20 bn plant, which is set to be complete in 2040, will work.<\/p>\n<p><strong>Chernobyl (and the Simpsons) gave nuclear a bad name, but remember, that was in the <\/strong><strong>80s: <\/strong>Nuclear energy in general has had a bad rep, thanks to incidents like Chernobyl, Three Mile Island, and more recently, Fukushima. But the damage from these incidents has been exaggerated. 43 people, in total, died as a result of long-term radiation from Chernobyl over the span of 25 years, according to a 2008 UN report (<a href=\"https:\/\/www.unscear.org\/docs\/publications\/2008\/UNSCEAR_2008_Annex-D-CORR.pdf\">pdf<\/a>). That\u2019s out of around 350k people that had to be evacuated from the area. That\u2019s been in large part due to the safety measures and precautions in place back then.<\/p>\n<p><strong>Safety measures, as well as data collection and sharing, have also gotten better over <\/strong><strong>time<\/strong>, and continue to do so, according to <a href=\"https:\/\/www-pub.iaea.org\/MTCD\/Publications\/PDF\/TE-1894web.pdf\">the International Atomic Energy Agency (pdf)<\/a>. The lack of any major incidents since Fukushima in 2011 (which resulted from an earthquake and tsunami) speaks volumes to safety.<\/p>\n<p><strong>The UAE\u2019s Barakah is an example of nuclear done right: <\/strong>The 5.6 GW nuclear power plant \u2014 the region\u2019s first multi-unit nuclear power plant \u2014 has gotten a thumbs up from IAEA safety inspectors as recently <a href=\"https:\/\/www.iaea.org\/newscenter\/pressreleases\/iaea-sees-strengthened-operational-safety-at-uaes-first-nuclear-power-plant-encourages-continued-improvement\">as last month<\/a>. Barakah \u201chad strengthened operational safety by fully addressing the findings of an initial IAEA safety review mission five years ago,\u201d the IAEA said. Furthermore, the Emirati Nuclear Energy Corporation (ENEC), which owns Barakah, <a href=\"https:\/\/wam.ae\/en\/details\/1395303090293\">signed<\/a> an MoU with the UAE Cyber Security Council yesterday to ensure cyber security response at its facilities. The plant recently <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/aec970b2-7771-4e16-bcb1-c49316f335f1\">inaugurated<\/a> its third 1.4 GW unit, which was connected to the national grid <a href=\"https:\/\/wam.ae\/en\/details\/1395303090216\">over the weekend<\/a>.<\/p>\n<p><strong>And the region is not far behind: Egypt<\/strong> kickstarted construction on its USD 30 bn <a href=\"https:\/\/enterprise.press\/hardhats\/dabaa-starter-pack-egypts-atomic-age\/\">Dabaa<\/a> nuclear power plant <a href=\"https:\/\/enterprise.press\/stories\/2022\/07\/21\/rosatom-starts-construction-of-dabaa-nuclear-plant-76321\/\">in July<\/a> of this year. The 4.8 GW was expected to be fully operational in 2029, with the first of four 1.4 GW reactors expected to come online in 2026. Meanwhile, <strong>Saudi Arabia<\/strong> has taken steps this year toward getting a nuclear energy program underway.
