morning, wonderful people. <\/strong>If it\u2019s Tuesday, it must be another GCC acquisition spree.<\/p>\n<p><strong>THE BIG CLIMATE STORY in our corner of the world- UAE\u2019s Masdar is working on a <\/strong><strong>massive global expansion of its portfolio through acquisition. <\/strong>The company is looking at solar, wind, waste-to-energy and geothermal projects.<\/p>\n<p><strong>ALSO-<\/strong><strong> Egypt\u2019s <\/strong><strong>S<\/strong><strong>enate will discuss a bill today establishing a new regulatory body whose purview includes setting policy for the assembly of EVs.<\/strong> This comes as the country\u2019s Interior Ministry issued separate rules that will allow car owners to convert their gas and diesel-powered vehicles to electric or hybrid vehicles.<\/p>\n<p>^^ BWe\u2019ve got chapter and verse on these stories and more in today\u2019s news well, below.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE GREAT DEBATE- Qatar is not too upset about Europe loosening guidelines on a <\/strong><strong>greener future: <\/strong>\u201cMany countries, particularly in Europe, that had been strong advocates of green energy [...] have made a sudden and sharp U-turn,\u201d Energy Minister and QatarEnergy CEO Saad Al Kaabi said on Thursday at a liquefied natural gas (LNG) conference in Japan, Reuters <a href=\"https:\/\/reut.rs\/3DZAfup\">reports<\/a>. He emphasized that coal burning is again on the rise and at its highest level since 2014.<\/p>\n<p><strong>Al Kaabi stressed the need for more investment in \u201ctransition fuels\u201d such as LNG:<\/strong> \u201cThe lack of such investment is putting a heavy burden on both producers and consumers. Producers must find supplies that may not exist due to the lack of investment,\u201d he added.<\/p>\n<p><strong>The GCC is playing the long game by keeping renewables as the end goal: <\/strong>While LNG <a href=\"https:\/\/bit.ly\/3LShkn0\">agreements<\/a> are being signed right and left, Al Kaabi said that more investment has to flow into renewables, pointing to projects in Qatar including the world\u2019s largest <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/77469f6c-f938-4a97-8cac-3146b39b6cbe\">blue ammonia plant<\/a>, investments in solar, and carbon capture innovations, state-run <a href=\"https:\/\/bit.ly\/3red8Vr\">QNA<\/a> reported.<\/p>\n<p><strong>THE COUNTDOWN TO COP (34 days to go)- <\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- Activist groups are <\/strong><strong>stepping up pressure on business and governments ahead of COP27<\/strong> \u2014 and you can expect that trend to accelerate in the weeks to come.<\/p>\n<p><strong>UP FIRST- Has the World Bank \u2018misplaced\u2019 up to USD 7 bn in climate funding? <\/strong>That\u2019s the contention of an <a href=\"https:\/\/oxfamilibrary.openrepository.com\/bitstream\/handle\/10546\/621424\/bp-world-bank-unreliable-climate-finance-reporting-031022-en.pdf;jsessionid=6E5B97DFE2CAC9E99B08DEDA6A633DC2?sequence=1\">Oxfam report (pdf)<\/a> that\u2019s getting ink from <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/oct\/03\/world-bank-criticised-over-climate-crisis-spending\">the Guardian<\/a> this morning. As much as USD 7 bn out of USD 17.2 bn in climate funding disbursed in 2020 could not be accounted for, Oxfam claims, following an independent audit. This is the second time in <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/7d8f0aed-898a-461a-aead-a504adbc932b\">as many weeks<\/a> that the World Bank has come under fire over climate, after its president David Malpass refused to acknowledge that climate change is a human-driven phenomenon.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>NEXT UP- Are BP\u2019s flaring emissions underreported in Iraq?<\/strong> That\u2019s the claim in <a href=\"https:\/\/projects.unearthed.greenpeace.org\/big-oil-iraq\/\">Big oil\u2019s dirty secret in Iraq<\/a> by <a href=\"https:\/\/unearthed.greenpeace.org\/2022\/09\/29\/big-oil-dirty-secret-iraq\/\">Unearthed<\/a>, a report by activist outfit Greenpeace that draws on a recent investigation by the <a href=\"https:\/\/www.bbc.com\/news\/science-environment-62917498\">BBC<\/a>. Iraq\u2019s Rumaila oilfield \u2014 one of Iraq\u2019s largest and operated by BP \u2014 flared 3.4 bn cubic meters of gas last year, emitting 9.5 mn tons of CO2 equivalent (or \u201c<a href=\"https:\/\/klima.com\/blog\/CO2-vs-CO2e-what-is-the-difference\/\">CO2e<\/a>\u201d), Greenpeace claims. Their report cross-references World Bank flaring figures with those of other organizations.<\/p>\n<p><strong>BP doesn\u2019t count flare gas produced at Rumaila\u2019s oilfield among its emissions. Why not? <\/strong>As the lead contractor at Rumaila, BP does not have a production sharing agreement, which is standard practice in other oilfields. Instead, the report claims, the oil giant is contracted by the Iraqi government annually for extraction services.<\/p>\n<p><strong>SOUND SMART- What\u2019s flare gas? <\/strong>Flare gas is excess gas \u2014 primarily consisting of methane \u2014 that is emitted and set alight during oil production. Flare gas is common in Iraq, which doesn\u2019t have the resources to process excess gas in flare gas-to-energy projects. company\u2019s acting executive director for clean energy, told <a href=\"https:\/\/bit.ly\/3fGQ9zS\">The National<\/a> in an interview. \u201cIf there is a good [project] in Europe, in Apac [Asia-Pacific] [we] will be seeking to acquire those projects,\u201d he noted.<\/p>\n<p><strong>Where does it have appetite? <\/strong>\u201cThe key focus will primarily be on renewables, mainly solar and wind, but we are also developing a waste-to-energy plant and [looking at] some geothermal projects \u2026 in the near future,\u201d Al Muharrami told the newspaper.<\/p>\n<p><strong>Masdar already likes its geographic footprint \u2014 this is about going deeper: <\/strong>The company has assets in more than 40 countries, with a combined renewables capacity of 15 GW and investments worth USD 20 bn deployed, Al Muharrami noted. Most recently, the company <a href=\"https:\/\/bit.ly\/3dZFKPd\">signed<\/a>an agreement with Germany\u2019s RWE Renewables to explore wind projects, and is supplying <a href=\"https:\/\/bit.ly\/3fH6tAg\">Tanzania<\/a> with up to 2 GW of renewables capacity.<\/p>\n<p><strong>Masdar\u2019s target: <\/strong>Growing its capacity to 100 GW over the next 10 years, Al Muharrami said.<\/p>\n<p><strong>The company also has appetite in the region and at home<\/strong> through new partnerships and tenders. Masdar will \u201cdefinitely participate\u201d in Saudi Arabia\u2019s solar and wind tender announced <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b3b6e343-2c7c-43db-ba9b-6afda7e5f573\">last month<\/a>, Al Muharrami said. The company is also developing the 2 GW Al Dhafra solar power plant in Abu Dhabi, which it claims will be the world's largest solar plant. The plant is expected to be operational at the beginning of next year, he said.<\/p>\n<p><strong>With a particular focus on green hydrogen: <\/strong>A consortium made up of Masdar and our friends at <strong>Hassan Allam Utilities<\/strong> signed an agreement <a href=\"https:\/\/enterprise.press\/stories\/2022\/04\/26\/egypt-signs-green-energy-agreements-70042\/\">in April<\/a> to establish green hydrogen plants that can produce up to 480k tons of green hydrogen a year in Egypt\u2019s Suez Canal Economic Zone. The bill also establishes a new fund that will provide financial incentives and facilities for EV assembly, he noted. We expect the legislation to be a key component of Egypt\u2019s long-awaited automotive strategy \u2014 dubbed the Automotive Industry Development Program (AIDP) \u2014 which has made local EV assembly a key cornerstone.<\/p>\n<p><strong>Enter the Supreme Council for Vehicle Manufacturing:<\/strong> This new council, which will be headed by the prime minister, will draft policies, strategies, regulation and legislation governing the wider automotive industry, including EVs.<\/p>\n<p><strong>The main event, however, is the EV finance fund. <\/strong>The fund\u2019s primary role would be to provide financing and incentives to investors looking to get in on local EV assembly in Egypt. The fund, which will be headed by Egypt\u2019s finance minister, will also provide funding for industry-relevant research and development on electric vehicle tech.<\/p>\n<p><strong>Background:<\/strong> Egypt has for years been trying to get its local automotive assembly to be more competitive than regional rivals Turkey and Morocco. The latest iteration of its auto strategy, which launched <a href=\"https:\/\/enterprise.press\/stories\/2022\/03\/13\/a-first-look-at-the-long-awaited-automotive-strategy-bidding-for-new-ev-charging-company-management-this-week-66761\/\">back in March<\/a>, made EVs a key priority. AIDP promises cash incentives of up to EGP 50k for buyers of locally-assembled EVs, while mandating that real estate developers build a certain number of charging points at their residential and commercial projects. The strategy also includes enlisting international partners to produce locally assembled electric cars in state-owned El Nasr Auto\u2019s factory. El Nasr is expected to sign the final contracts <a href=\"https:\/\/enterprise.press\/stories\/2022\/09\/05\/el-nasr-could-sign-final-contracts-to-produce-evs-next-month-80313\/\">this month<\/a>. Egypt also set tariffs motorists will pay to charge EVs back <a href=\"https:\/\/enterprise.press\/stories\/2022\/02\/15\/govt-issues-tariffs-for-ev-charging-65013\/\">in February<\/a>.<\/p>\n<p><strong>Private sector buy-in: <\/strong>When the strategy was announced, auto industry players <a href=\"https:\/\/enterprise.press\/industries\/%f0%9f%8f%ad-inside-industry\/\">were hopeful<\/a>that it would succeed in promoting a local EV market, but thought further tweaks were needed. Car owners must obtain a permit to convert their car engines from the Trade and Industry Ministry. Snoc has around 50 wells from depleted gas reservoirs that can be utilized to store captured carbon, including Sajaa \u2014 the largest of these depleted wells, Al Hamadi told GI.<\/p>\n<p><strong>SOUND SMART- Depleted gas wells can be ideal for carbon capture given their storage <\/strong><strong>capacity: <\/strong>They\u2019re sturdy enough to effectively hold the gas \u2014 existing infrastructure, including pipelines to store and transport gas, can be repurposed to store and ship CO2, <a href=\"https:\/\/ent.news\/2022\/10\/1077.pdf\">according to a study (pd<\/a><a href=\"https:\/\/ent.news\/2022\/10\/1077.pdf\">f)<\/a> published by the Global Carbon Capture and Storage Institute (CCSI).<\/p>\n<p><strong>This isn\u2019t the UAE\u2019s first stint in carbon capture: <\/strong>The first commercial-scale carbon capture and storage plant in the region was <a href=\"https:\/\/www.adnoc.ae\/en\/sustainability-and-energy-transition\/energy-transition\/carbon-capture-storage-and-utilization\">established<\/a> in the UAE in 2016.
