The advisers on the multi-tranche, USD-denominated offering have already started making calls to investors.<\/p>\n<p><strong>ALSO- Egypt\u2019s Climate Resilience Fund has launched<\/strong> and is on the lookout for pre-seed startups that tackle climate-focused agritech solutions as it looks to raise USD 25 mn. We speak below to the founders about their plans and targets.<\/p>\n<p><strong>^^We have more on these stories and more <\/strong>in this morning\u2019s news well, below.<\/p>\n<hr class=\"grey-line\" \/>\n<p><a id=\"tldr-story-05\" class=\"content-anchor\"><\/a> <strong>THE GREAT DEBATE- Qatar joins Saudi, UAE in calling for a slower <\/strong><strong>divestment from fossil fuels: <\/strong>Qatar\u2019s Energy Minister said \u201c<strong>that emotional demands to <\/strong><strong>\u2018cancel\u2019<\/strong><strong> hydrocarbons\u201d are \u201cunrealistic<\/strong> \u2026 and harmful to a realistic energy transition,\u201d the <a href=\"https:\/\/bit.ly\/3UJUe6k\">Qatar News Agency<\/a> wrote earlier this week. Geopolitical turmoil has hindered the transition towards clean energy, Saad bin Sherida Al Kaabi said at the <a href=\"https:\/\/www.aggpm2022.org\/2021\/english\/\">Asia Green Growth Partnership Ministerial Meeting<\/a>. Al Kaabi, who is also the president and CEO of <a href=\"https:\/\/bit.ly\/3r8MOMe\">QatarEnergy<\/a>, said that \u201ccleaner forms of hydrocarbons, with appropriate carbon abatement solutions, are an essential part of a reliable and a responsible transition\u201d \u2014 pointing, naturally enough, to natural gas.<\/p>\n<p><strong>This is not the first time we have heard this:<\/strong> The <a href=\"https:\/\/bit.ly\/3xUUdCw\">UAE and KSA aren\u2019t yet ready to do a 180<\/a><a href=\"https:\/\/bit.ly\/3xUUdCw\">on fossil fuels<\/a>, either. Senior officials have argued for continued fossil fuel investment, saying that current renewables capacity can\u2019t meet energy demand.<\/p>\n<p><strong>So what now? The answer: investing in renewable energy while also relying on \u201ccleaner\u201d <\/strong><strong>sources like natural gas<\/strong> to \u201cmanage intermittency issues \u2014 when the sun is not shining, or when the wind is not blowing,\u201d Al Kaabi suggested. This statement was made after QatarEnergy signed agreements for the construction of the world\u2019s largest blue ammonia project, worth some USD 1 bn, we <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/77469f6c-f938-4a97-8cac-3146b39b6cbe\">previously<\/a><a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/77469f6c-f938-4a97-8cac-3146b39b6cbe\">wrote<\/a>.<\/p>\n<hr class=\"grey-line\" \/>\n<p><a id=\"tldr-story-04\" class=\"content-anchor\"><\/a> <strong>WORTH READING- MENA\u2019s cement and construction sectors need <\/strong><strong>2030 <\/strong><strong>targets, <\/strong><strong>as opposed to 2050 or 2060<\/strong>, World Cement Association CEO Ian Riley tells <a href=\"https:\/\/www.zawya.com\/en\/projects\/industry\/net-zero-ambitions-menas-cement-and-construction-sectors-should-set-2030-targets-dlo6en32\">Zawya Projects<\/a> in a Q&A. Although 2050 and 2060 net zero targets are an important step, MENA\u2019s cement sector has made little progress in emission reduction so far.<\/p>\n<p><strong>SOUND SMART- Average CO2 output per ton of cement in our region is 35% higher than <\/strong><strong>the global average<\/strong>, Riley says.<\/p>\n<p><strong>We need better public policy to drive change: <\/strong>The absence of economic incentives for cement producers to adopt sustainable technologies is one of the biggest obstacles to doing better, says Riley. In developing countries in the region, weak currencies and the rising costs of inputs are also factors.<\/p>\n<p><strong>He notes that adopting sustainable processes at cement plants will not require <\/strong><strong>significant additional capex<\/strong> and can be furthered through policies that could potentially halve the CO2 footprint of concrete. Riley adds that more transparency in emission data reporting is a first step to encouraging sustainability in cement production.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>What\u2019s happening with PPAs in Egypt?<\/strong> Power purchase agreements (PPA) hit two birds with one stone: They ease the transition to renewable energy while mitigating the financial burden it incurs. Egypt\u2019s <a href=\"https:\/\/bit.ly\/3Sj54yx\">El Gouna<\/a>, did just that in 2020 when it signed a PPA for 16% of its energy needs with <a href=\"https:\/\/www.solarizegypt.com\/\">SolarizEgypt<\/a>. PPAs have become increasingly attractive as challenging economic conditions have taken a toll on investments in solar.<\/p>\n<p><strong>Want to read more? Advisers on the bond sale have already started making calls to investors.<\/p>\n<p><strong>What we know of the planned issuance: <\/strong>The green bonds will be issued in five-year and ten-year tranches, and could potentially issue tranches of longer tenors, depending on market conditions, <a href=\"https:\/\/www.reuters.com\/business\/finance\/saudi-arabias-wealth-fund-hires-banks-debut-green-bonds-document-2022-09-27\/\">Reuters<\/a> noted. The issuer will be GACI First Investment Company \u2014 a <a href=\"https:\/\/www.fitchratings.com\/research\/international-public-finance\/fitch-rates-gaci-first-investment-company-upcoming-emtn-programme-at-a-exp-27-09-2022\">PIF-owned<\/a> special purpose vehicle set up in the Cayman Islands \u2014 and guaranteed by PIF.<\/p>\n<p><strong>What we don\u2019t know: How big is the sale? <\/strong><a href=\"https:\/\/www.reuters.com\/markets\/asia\/saudi-wealth-fund-issue-green-bonds-soon-next-week-sources-2022-09-09\/\">Reuters noted<\/a> earlier this month that PIF was planning an offering in the USD bns.<\/p>\n<p><strong>Advisers<\/strong><strong>:<\/strong> BNP Paribas, Citigroup, Deutsche Bank, Goldman Sachs and JPMorgan are joint global coordinators and bookrunners, while HSBC, Credit Agricole, First Abu Dhabi Bank, Mizuho, SMBC Nikko, SNB Capital, Societe Generale and Standard Chartered are also bookrunners, Reuters and Bloomberg note.<\/p>\n<p><strong>Where\u2019s the money going? <\/strong>PIF \u201cwill use proceeds from the bond sale to finance, refinance or invest in one or more green projects like renewable energy,\u201d <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-27\/saudi-wealth-fund-mandates-banks-for-debut-dollar-green-bond?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg reported<\/a> yesterday, citing information given in the bond prospectus.<\/p>\n<p><strong>PIF released a green financing framework (<\/strong><strong><a href=\"https:\/\/www.pif.gov.sa\/Investors%20Files%20EN\/PIF%20Green%20Finance%20Framework.pdf\">pdf<\/a><\/strong><strong>) back in February<\/strong>, saying that the projects it plans to fund with the proceeds from the issuance, include renewable energy projects, green building initiatives, and clean transport projects. PIF is also working with BlackRock on developing an ESG framework, according to Bloomberg.<\/p>\n<p><strong>PIF \u201chas been monitoring the market for months to find \u2018a window\u2019<\/strong> in which to pull the trigger on the issuance,\u201d Reuters reported earlier this month.<\/p>\n<p><strong>It follows ADCB\u2019s first-ever issuance of USD 500 mn in early September: <\/strong>Abu Dhabi Commercial Bank (ADCB) raised USD 500 mn in its maiden green bond issuance, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/039de4e2-7078-4457-8904-11d3d4430560\">we reported earlier this month<\/a>. The fund\u2019s general partners Hossam Allam (<a href=\"https:\/\/www.linkedin.com\/in\/hossam-allam-a48b4b14\/\">LinkedIn<\/a>) and Sherief Kesseba (<a href=\"https:\/\/www.linkedin.com\/in\/sherief-kesseba\/\">LinkedIn<\/a>) tell us that climate-focused agritech is at the forefront of the fight against climate change.<\/p>\n<p><strong>The fund is looking to raise USD 25 mn over the next two years<\/strong> from development finance institutions and family offices outside of Egypt, Allam said.<\/p>\n<p><strong>What type of projects do they want to back? <\/strong>Tech-enabled projects that the CRF finds interesting include precision farming (which uses data to help farmers optimize their yields), B2B agriculture marketplaces, and agrifoods. Startups in fields including regenerative and circular agriculture, seawater farming and forestry can also expect to pique the interest of the fund. \u201cYou don\u2019t think of North Africa as a forestry destination, but if you introduce seawater and look at mangrove forestry, there is an interesting suite of solutions there,\u201d Allam tells us.<\/p>\n<p><strong>Venture building is also in the plan: <\/strong>If the GPs and team members find an idea that they like but that hasn\u2019t been turned into a proper business, they will bring together founders and a team that can take the idea forward, Kesseba tells us. \u201cWe\u2019re a venture fund, so we want to invest in existing startups\u2026If there is no founder coming to us with a needed solution, we will venture-build that solution,\u201d Allam says.<\/p>\n<p><strong>The primary focus is pre-seed stage startups: <\/strong>The CRF is looking to fund startups at the pre-seed stage (pun most certainly intended) with ticket sizes ranging from USD 50-500k, Allam says.<\/p>\n<p><strong>The future goes beyond MENA:<\/strong> The fund will focus on Egypt and MENA at first, but the aim is to expand throughout Africa in two years\u2019 time, Kesseba says.<\/p>\n<p><strong>MENA\u2019s climate startup scene is still nascent, but the GPs are hoping to help shape and<\/strong><strong> build it. <\/strong>\u201cThe space in Egypt and Africa reminds me of the early stages of the startup ecosystem in Egypt \u2014 competent founders without the proper business acumen, who don\u2019t think of themselves as startup founders,\u201d Allam tells us. The GPs believe that if you start investing in the sector, activity will happen and a pipeline will start to emerge in the next 6-7 years.<\/p>\n<p><strong>COP27 will be an important platform for the development of VC funding in this space: <\/strong>\u201cOne of the problems of impact investment in climate is that the market does not adequately value climate or our ecosystem,\u201d Allam says.
