Oman\u2019s OQ Group has received some interest from equity investors to buy a stake in the 100 MW Liwa solar plant, and Emirates Steel Arkan is partnering with Japanese companies to \u201cgreenify\u201d the UAE\u2019s steel industry. We have chapter and verse on these stories and more in the news well below.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>KUDOS- KSA is kicking in c. USD 10 mn in funding in a bid to prevent a <\/strong><strong>a catastrophic oil spill in the Red Sea. <\/strong>The problem: a now-decrepit oil tanker named the FSO Safer that Yemen\u2019s government had been using to store oil. KSrelief chief Abdullah Al Rabiah signed an MoU agreeing on the funding on Saturday on the sidelines of the UN General Assembly, the agency noted in a <a href=\"https:\/\/www.ksrelief.org\/Pages\/NewsDetails\/dac4d3e5-25a6-42b2-a7e1-eafc4ec5402a\">Sunday statement<\/a>. The UN has been seeking USD 75 mn in funding to get phase one of the tanker salvage operation off the ground, in a bid to avoid a >USD 20 bn cleanup operation, <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/de3754bc-7a49-4cc3-81e0-e13c88ffcbd3\">we noted<\/a> last week.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION-<\/strong><strong> The UK\u2019s opposition <\/strong><strong>Labour <\/strong><strong>party is pulling no punches in its criticism of current government climate action \u2014 with vows to do better. <\/strong>UK shadow chancellor Rachel Re{eves yesterday pledged that a Labour government would spend GBP 8 bn (some USD 8.5 bn) co-investing in green projects with private companies in a speech at the party\u2019s annual conference in Liverpool, <a href=\"https:\/\/www.theguardian.com\/politics\/live\/2022\/sep\/26\/labour-party-conference-rachel-reeves-keir-starmer-mini-budget?page=with:block-63314d078f0891514fe7c582#block-63314d078f0891514fe7c582\">the Guardian reports<\/a>. Reeves criticized the plan by <a href=\"https:\/\/enterprise.press\/stories\/2022\/09\/05\/this-evening-telecom-egypts-stake-in-vodafone-egypt-could-be-in-play-pmi-is-less-bad-liz-truss-named-as-uks-new-pm-80351\/\">new UK Prime Minister<\/a> Liz Truss <a href=\"https:\/\/www.ft.com\/content\/58eb6f5e-a035-4749-9508-f3e9602d46f1\">to lift<\/a> a three-year ban on fracking in England \u2014 one of several energy supply reforms aimed at securing energy independence amid fallout from the Russia-Ukraine war. \u201cWith Labour, [fracking] will not happen,\u201d <a href=\"https:\/\/labour.org.uk\/press\/rachel-reeves-shadow-chancellor-of-the-exchequer-conference-speech\/\">said Reeves<\/a>. (<a href=\"https:\/\/www.reuters.com\/world\/uk\/taking-aim-government-uks-labour-unveils-national-wealth-fund-plan-2022-09-25\/\">Reuters<\/a> | <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/rachel-reeves-labour-wealth-fund-industry-b2174891.html\">Independent<\/a> | <a href=\"https:\/\/www.ft.com\/content\/331a0465-4125-49d7-bf79-d4eaf90ce60c\">Financial Times<\/a>)<\/p>\n<p><strong>This comes as the UK government announced that it\u2019s launching an independent review <\/strong><strong>into how it can deliver on its commitment to reach net zero by 2050.<\/strong> The review will focus on maximizing economic growth while increasing energy security and affordability, the government announced in a <a href=\"https:\/\/www.gov.uk\/government\/news\/chris-skidmore-launches-net-zero-review\">statement<\/a> yesterday. It will be submitted to the government by the end of the year.<\/p>\n<p><strong>SOUND PLUGGED IN- The GBP hit an all-time low yesterday <\/strong>against the greenback. Countries had a deadline of last Friday to turn their plans to slash greenhouse gas emissions (called \u201cnationally determined contributions,\u201d or NDCs) to the UN Framework Convention on Climate Change (UNFCCC). With less than 39 days before COP27, only 19 of the 193 countries that promised more ambitious targets in Glasgow last year submitted NDCs at all.<\/p>\n<p><strong>The MENA region was not among them<\/strong>, with the tracker showcasing a naughty list of countries that failed their targets. Some notable mentions: Egypt got a \u201chighly insufficient\u201d rating for not setting specific targets<strong> \u2014 <\/strong>and for making its goal contingent on foreign support. Tunisia\u2019s NDCs do not fall within the scope of CAT and were therefore not assessed, while the UAE\u2019s NDC analysis is still pending.<\/p>\n<p><strong>SMART POLICY?<\/strong> By making goals contingent on foreign support, Egypt is drawing a line under COP27 czar Mahmoud Mohieldin\u2019s point that emerging markets did not cause the climate crisis \u2014 but are now being asked to pay to fix it after advanced economies have reaped the benefits of having nuked the environment for centuries. But they\u2019re still worth a look. For cities lacking these natural barriers, developing man-made landscapes could be a solution, such as building underground reservoirs and sand barriers, as we previously <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/c4a7d2df-9059-4fef-ba68-55d99ce6e6be\">explained<\/a>.<\/p>\n<p><strong>The two-day <\/strong><strong><a href=\"https:\/\/event.businessfrance.fr\/forum-afrique-france-transition-ecologique\/\">Africa-France Forum for Ecological and Energy Transition<\/a><\/strong><strong> starts<\/strong> <strong>today<\/strong><strong> and will run through Thursday <\/strong>at the Four Seasons Hotel in Gammarth, Tunis, Tunisia. The gathering will see representatives from MENA countries, including Tunisia, Algeria, Egypt and Libya, showcase the environmental challenges in their respective countries and will spotlight the renewable energy solutions they plan to use to solve these challenges, the French Embassy in Tunisia <a href=\"https:\/\/tn.ambafrance.org\/Premier-Forum-Afrique-France-de-la-transition-ecologique-et-energetique-a-Tunis\">says<\/a>. Organizers include the French Agency for the Environment and Energy Management (ADEME) and Business France with support from Schneider Electric.<\/p>\n<p><strong>ALSO TODAY (and also in Tunis)- The<\/strong><strong> European Bank for Reconstruction and Development<\/strong><strong>\u2019s (EBRD) BoD will arrive to <\/strong><strong>meet with members of cabinet <\/strong>to \u201cgain first-hand experience of the country\u2019s economic and political development,\u201d according to an EBRD <a href=\"https:\/\/www.ebrd.com\/news\/2022\/ebrd-board-of-directors-visits-tunisia-.html\">statement<\/a>. Renewables and the green transition are key to the EBRD\u2019s regional strategy, EBRD President Odile Renaud <a href=\"https:\/\/enterprise.press\/stories\/2021\/05\/11\/enterprise-talks-to-ebrd-president-odile-renaud-basso-semed-managing-director-heike-harmgart-40529\/\">told Enterprise<\/a><a href=\"https:\/\/enterprise.press\/stories\/2021\/05\/11\/enterprise-talks-to-ebrd-president-odile-renaud-basso-semed-managing-director-heike-harmgart-40529\/\">last year<\/a>. The 320 MW plant will be completed in 1H2025 and is expected to produce electricity and 314 tons of steam per hour to power and heat the Jafurah gas field.<\/p>\n<p><strong>SOUND SMART- What is a cogeneration plant?<\/strong> The plant traps waste heat from industrial processes and reuses it to generate electricity for something else.
