But what are the implications of messing with the weather and water table?<\/p>\n<hr class=\"grey-line\">\n<p><strong>The state of Egypt\u2019s agriculture in 2022: <\/strong>Egypt\u2019s agricultural output has been suffering over the past few years, in no small measure thanks to climate change. 2021 saw crops including mangoes and olives take a beating.<strong> It\u2019s a little different this year:<\/strong> A longer winter and milder spring caused difficulties for growers of olives and corn \u2014 but brought unexpected upsides for wheat, cotton, and, especially mangoes, which staged a recovery.<\/p>\n<p><strong>Want to read more? The renewable energy giant inked on Monday an agreement with research and tech development firm Water Global Access (WGA) to integrate hydraulic injection desalination technology (HDI). HDI utilizes one-third less energy than the most efficient reverse osmosis desalination tech currently available, according to ACWA. It currently takes at least 3 KWh to desalinate one cubic meter of water using reverse osmosis \u2014 ACWA hopes that WGA can get the figure down below 2 KWh.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>SIGN OF THE TIMES- <\/strong><\/p>\n<p><strong>Mns of people in MENA depend on privately owned <\/strong><strong>diesel-powered generators for their electricity needs <\/strong>\u2014 forced to the highly polluting generators after conflict, economic challenges or mismanagement have decimated their infrastructure, the <a href=\"https:\/\/www.newstribune.com\/news\/2022\/sep\/13\/toxin-spewing-generators-keep-the-lights-on\/\">Associated Press reports<\/a>. In Lebanon, Iraq, Yemen, and Libya, systemic central power network failures have left residents reliant on generators that pump over 40 toxic contaminants into the air, says a co-founder of the American University of Beirut (AUB) environment academy. Diesel-powered generators spew out especially large quantities of climate change-inducing emissions \u2014 and more than 40 toxic by products.<\/p>\n<p><strong>In Lebanon, levels of toxic emissions may have quadrupled since the start of the financial crisis<\/strong> \u2014 thanks to increased reliance on generators, AP quotes AUB researchers saying.<\/p>\n<p><strong>Could a market for energy service companies (ESCOs) help Lebanon?<\/strong> A white paper out last week argues that it could \u2014 and that investing in an ESCO market should be a priority. <strong>But what the heck is an ESCO? <\/strong>We have more in this morning\u2019s news well, below.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY outside our region- Another day, another report <\/strong><strong>spelling out climate doom: <\/strong>A <a href=\"https:\/\/library.wmo.int\/index.php?lvl=notice_display&id=22128#.YyCwn3ZBxPY\">multi-agency report<\/a> warning that there's a 48% chance that at least one year in the next five the annual mean temperature will temporarily be 1.5C higher than pre-industrial levels is dominating global climate headlines. <strong>The world is entering an \u201cuncharted territory of destruction\u201d<\/strong> through our collective failure to act on slashing greenhouse gas emissions, said UN Secretary General Antonio Guterres, commenting on the report, which was coordinated by the World Meteorological Organization. Guterres slammed wealthy countries for failing to help developing nations adapt to the climate crisis, saying they should immediately provide financial support of USD 40 bn a year, increasing to USD 300 bn a year by 2030. (<a href=\"https:\/\/www.theguardian.com\/environment\/2022\/sep\/13\/world-heading-into-uncharted-territory-of-destruction-says-climate-report\">Guardian<\/a> | <a href=\"https:\/\/www.washingtonpost.com\/world\/un-sums-up-climate-science-world-heading-in-wrong-direction\/2022\/09\/13\/46b14754-3368-11ed-a0d6-415299bfebd5_story.html\">Washington Post<\/a> | <a href=\"https:\/\/www.reuters.com\/business\/environment\/climate-impacts-heading-uncharted-territories-destruction-un-chief-2022-09-13\/\">Reuters<\/a>)<\/p>\n<p><strong>This is the <\/strong><strong><a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.abn7950\">second report<\/a><\/strong><strong> in a week to warn that the world is teetering on the brink of disastrous tipping points. <\/strong>We picked up the first <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/57f09a23-7eb1-41a0-811a-7c96915fa4a8\">here<\/a>.<\/p>\n<p><strong>COUNTDOWN TO COP- <\/strong><\/p>\n<p><strong>South Africa will see if <\/strong><strong>Western donors will put their <\/strong><strong>money where their mouths are: <\/strong>South Africa\u2019s cabinet is set to draft in the coming fortnight an investment plan for some USD 8.5 bn in pledges committed by Western nations to transition the country to renewables, South Africa\u2019s Environment Minister Barbara Creecy told <a href=\"https:\/\/www.reuters.com\/world\/africa\/safrica-close-producing-plan-western-climate-aid-despite-hurdles-2022-09-13\/\">Reuters<\/a><strong>. <\/strong>The US, EU, Britain, France and Germany last year committed to providing USD 8.5 bn over three to five years to help the continent\u2019s third-largest economy (after Nigeria and Egypt) start kicking coal and get more solar and wind into its energy mix. South Africa is looking for grants, but donors are largely offering loans \u2014 and the terms of the pledges are still uncertain. <strong>The ministers hope to finalize the plan before COP27.<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>MEANWHILE- More than 530 investors managing USD 39 tn urged <\/strong><strong>governments to ramp <\/strong><strong>up their climate ambition in advance of COP 27<\/strong> in a <a href=\"https:\/\/theinvestoragenda.org\/wp-content\/uploads\/2022\/08\/2022-Global-Investor-Statement-.pdf\">collective statement (pdf)<\/a> published yesterday by the <a href=\"https:\/\/theinvestoragenda.org\/about-the-agenda\/\">Investor Agenda<\/a> \u2014 a group focused on accelerating investor action for a net-zero emissions economy. The big asks from yesterday\u2019s statement? Putting regs in place to phase-out fossil fuel use, forcing companies to produce science-based transition plans, scaling up low-carbon energy systems, implementing carbon pricing mechanisms, and increasing action on deforestation.<\/p>\n<p><strong>Guess who didn\u2019t sign the pledge? The farm has an output of 115 MW, which is enough to meet the energy needs of up to 40k households, the company said. Phase one of the facility launched <a href=\"https:\/\/alj.com\/en\/news\/frv-australia-metz-solar-farm-has-started-generating-clean-energy\/\">in March<\/a>.<\/p>\n<p><strong>Background:<\/strong> In 2020 FRV <a href=\"https:\/\/frv.com\/en\/frv-consigue-la-financiacion-para-la-planta-solar-de-metz-en-nueva-gales-del-sur-australia\/\">completed the acquisition<\/a> of the solar power project, under which a power purchase agreement was signed in 2018 with Australian electricity generation company <a href=\"https:\/\/www.snowyhydro.com.au\/\">Snowy Hydro<\/a>. The project was funded through a green loan provided by Westpac and NORD\/LB, though the statement didn\u2019t disclose how much was invested.<\/p>\n<p><strong>About FRV: <\/strong>FRV is owned by Saudi Arabia\u2019s <a href=\"https:\/\/alj.com\/en\/energy-and-environmental-services\/energy-overview\/\">Abdul Latif Jameel Energy and Environmental Services<\/a>, a leading solar PV developer. EVs, waste and water recycling facilities and renewable energy plants \u2014 the foundations of any aspiring green city \u2014 also get a mention.<\/p>\n<p><strong>Sustainable cities are becoming popular in MENA:<\/strong> Launched in 2013, Abu Dhabi\u2019s <a href=\"https:\/\/masdarcity.ae\/en\">Masdar City<\/a>, promises to be the world\u2019s first carbon-neutral city. The city\u2019s 20k homes and attached business district would be entirely powered by renewable energy and be built with sustainable construction materials and architecture. Saudi Arabia\u2019s <a href=\"https:\/\/www.neom.com\/en-us\">Neom<\/a> is also promoting itself as a sustainable city powered by renewable energy. But <\/strong><strong>questions remain about efficacy and ethics: <\/strong>The UAE <a href=\"https:\/\/wired.me\/technology\/cloud-seeding-in-the-uae-gets-an-ai-boost\/\">has started developing<\/a> artificial intelligence (AI) for use in its cloud seeding program, heralding a new level of precision in tech that\u2019s being hailed as an answer to our global water scarcity woes. <a href=\"https:\/\/www.fastcompanyme.com\/news\/uae-to-enhance-rainfall-using-ai-model-for-cloud-seeding\/\">By using<\/a> an algorithm to cross reference historical weather data with current satellite reports and generate predictions about precipitation, scientists hope to effectively assess whether there\u2019s enough humidity for cloud seeding operations to be successful.<\/p>\n<p><strong>SOUND SMART- What, exactly, is cloud seeding?<\/strong> Cloud seeding literally trying to <a href=\"https:\/\/www.dri.edu\/cloud-seeding-program\/what-is-cloud-seeding\/\">make it rain or snow<\/a>. For it to work, you need to put substances that help water molecules stick together (like silver iodide) into clouds \u2014 either by spraying it from a plan or shooting it up from earth. Programs in China and the US <a href=\"https:\/\/www.mei.edu\/publications\/looking-skies-growing-interest-cloud-seeding-technology-gulf#:~:text=Results%20from%20operational%20cloud%20seeding,the%20limited%20efficacy%20of%20seeding\">show precipitation can increase as much as 10-30%<\/a> when it works.<\/p>\n<p><strong>In MENA \u2014 where water scarcity is an existential threat \u2014 solutions on the water security front can\u2019t come quickly enough.<\/strong> MENA <a href=\"https:\/\/carnegieendowment.org\/2022\/02\/24\/cascading-climate-effects-in-middle-east-and-north-africa-adapting-through-inclusive-governance-pub-86510\">is projected<\/a> to be one of the first regions to \u201ceffectively run out of water.\u201d The UAE sees \u201csparse and inconsistent\u201d rainfall, averaging some 140\u2013200 mm per year, the <a href=\"https:\/\/climateknowledgeportal.worldbank.org\/country\/united-arab-emirates\/climate-data-historical\">World Bank tells us<\/a>.<\/p>\n<p><strong>This isn\u2019t the UAE\u2019s first cloud seeding rodeo: <\/strong>The UAE has run a cloud seeding program for the last <a href=\"https:\/\/www.mdpi.com\/2073-4433\/12\/8\/1013\/htm#B9-atmosphere-12-01013\">two decades<\/a>, but efforts accelerated in 2015, when it set up a <a href=\"https:\/\/www.uaerep.ae\/\">research center<\/a> to support new tech developments in the field. The center <a href=\"https:\/\/www.mei.edu\/publications\/looking-skies-growing-interest-cloud-seeding-technology-gulf#:~:text=Results%20from%20operational%20cloud%20seeding,the%20limited%20efficacy%20of%20seeding\">has funded<\/a> 11 projects, including one focused on the use of <a href=\"https:\/\/www.nano.gov\/nanotech-101\/what\/nano-size\">nanotechnology<\/a> to develop cloud seeding materials \u2014 <a href=\"https:\/\/www.technologyreview.com\/2022\/03\/28\/1048275\/scientists-advance-cloud-seeding-capabilities-with-nanotechnology\/\">also intended<\/a> to improve cloud seeding efficiency. The AI project was financed through a USD 1.5 mn grant this year.<\/p>\n<p><strong>Other countries in the region are following suit: <\/strong>Saudi Arabia launched the first phase of its cloud seeding program <a href=\"https:\/\/english.alarabiya.net\/News\/gulf\/2022\/04\/27\/Saudi-Arabia-s-first-cloud-seeding-mission-launched-over-three-cities#:~:text=The%20cloud%20seeding%20program%20is%20part%20of%20the%20larger%20Middle,water%20sources%20and%20minimize%20desertification\">in April<\/a> this year and the second <a href=\"https:\/\/www.zawya.com\/en\/business\/energy\/second-phase-of-cloud-seeding-program-begins-in-taif-al-baha-asir-and-jazan-regions-yghe76vx\">in early August<\/a>. Kuwait said <a href=\"https:\/\/www.kuwaittimes.com\/cloud-seeding-kuwait-soon\/\">in 2016<\/a> it would launch a cloud seeding program \u201csoon.\u201d And both Egypt and Ethiopia are <a href=\"https:\/\/enterprise.press\/stories\/2021\/06\/01\/is-manipulating-the-weather-an-answer-to-water-scarcity-42499\/\">mulling<\/a> whether cloud seeding could work for them. Still, the UAE is \u201cthe unquestioned regional leader\u201d in cloud seeding, the New York Times <a href=\"https:\/\/www.nytimes.com\/2022\/08\/28\/world\/middleeast\/cloud-seeding-mideast-water-emirates.html\">reported recently<\/a>.<\/p>\n<p><strong>But cloud seeding remains a controversial practice \u2014 not least because the jury\u2019s still out on just how effective it actually is. <\/strong>\u201cThe results of about 70 years of research into the effectiveness of cloud seeding are mixed,\u201d atmospheric scientist William Cotton <a href=\"https:\/\/theconversation.com\/cloud-seeding-might-not-be-as-promising-as-drought-troubled-states-hope-177233\">noted recently<\/a>.<\/p>\n<p><strong>No one knows how much snow we can really get from SNOWIE:<\/strong> A <a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.1917204117#sec-1\">2020 study<\/a> based on an experiment called \u201cUS SNOWIE\u201d offered \u201cunambiguous\u201d evidence that cloud seeding <a href=\"https:\/\/e360.yale.edu\/features\/can-cloud-seeding-help-quench-the-thirst-of-the-u.s.-west\">can work<\/a> when conditions int he sky are just right. The catch is that we still don\u2019t have a great understanding of how much water we can produce from it, the study\u2019s lead author <a href=\"https:\/\/e360.yale.edu\/features\/can-cloud-seeding-help-quench-the-thirst-of-the-u.s.-west\">said recently<\/a>. And there are practical limitations: It\u2019s \u201cwidely acknowledged that cloud seeding is least likely to be effective during drought conditions, as clouds don\u2019t have moisture to release,\u201d notes a <a href=\"https:\/\/thebulletin.org\/2022\/08\/dodging-silver-bullets-how-cloud-seeding-could-go-wrong\/\">recent article<\/a> in Bulletin of the Atomic Scientists.<\/p>\n<p><strong>Other unanswered questions: What\u2019s the environmental impact of forcing clouds to rain? <\/strong>Cloud seeding could be linked to a number of extreme weather incidents, including severe flooding in the UK and UAE and a blizzard in China, the Bulletin article notes. Questions have also been raised about whether silver iodide \u2014 which <a href=\"https:\/\/journalofweathermodification.org\/index.php\/JWM\/article\/view\/178\">appears to be<\/a> toxic to aquatic life \u2014 may cause long-term damage to people or the environment.<\/p>\n<p><strong>In the end, silver iodide is no silver bullet: <\/strong>\u201cThe promise of creating rain is highly appealing in the face of increasing <a href=\"https:\/\/report.ipcc.ch\/ar6wg2\/pdf\/IPCC_AR6_WGII_SummaryForPolicymakers.pdf\">water shortages (pdf)<\/a> and disruptions to water cycles exacerbated by climate change,\u201d notes the Bulletin article. But <a href=\"https:\/\/www.theguardian.com\/environment\/2021\/mar\/23\/us-stated-cloud-seeding-weather-modification\">experts stress<\/a> it\u2019s no catch-all, quick-fix solution \u2014 most developing energ<\/strong><strong>y efficiency regs and an ESCO market could help <\/strong><strong>Lebanon\u2019s <\/strong><strong>economy and reduce its emissions: <\/strong>Lebanon\u2019s widespread <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-58856914\">electricity shortages<\/a> and <a href=\"https:\/\/www.lbcgroup.tv\/news\/d\/lebanon-news\/653016\/lebanon-fuel-prices-surge-again\/en\">surging energy prices<\/a> are both the result of and factors in its economic woes, making more energy efficiency a really big issue for folks in Beirut and beyond. One way forward is for the country to invest in creating energy efficiency standards, practices and policies, according to <a href=\"https:\/\/ent.news\/2022\/9\/5555.pdf\">a white paper (pdf)<\/a> out last week by the Clean Energy Business Council MENA (<a href=\"https:\/\/www.cebcmena.com\/\">CEBC MENA<\/a>), the American University of Beirut (<a href=\"https:\/\/www.aub.edu.lb\/\">AUB<\/a>) and the Issam Fares Institute for Public Policy and International Affairs (<a href=\"https:\/\/www.aub.edu.lb\/ifi\/\">IFI<\/a>).<\/p>\n<p><strong>The report\u2019s key recommendation?<\/strong> Officials should help develop a market for energy service companies (ESCOs).<\/p>\n<p><strong>Uh, Enterprise \u2026 what\u2019s an ESCO?<\/strong> <a href=\"https:\/\/www.energy.gov\/eere\/femp\/energy-service-companies-0\">ESCOs increase<\/a> the energy efficiency of their clients\u2019 facilities by developing, designing, building, and arranging financing for energy-saving projects that translate into cost savings on the energy, operations and maintenance fronts. Advocates think ESCOs will become more important as more and more companies adopt ESG targets and emissions standards.<\/p>\n<p><strong>How are they different from your run-of-the-mill energy service companies, like Halliburton? Their incentives structure:<\/strong> What differentiates ESCOs from standard energy companies is their use of performance contracting \u2014 meaning they are paid from the energy-related savings resulting from the solutions that they design and implement \u2014 the report notes. This could be through a guaranteed savings model \u2014 where the client pays retrofitting expenses, but the ESCO has a legal obligation to generate energy savings. It could also be done through a shared savings contract \u2014 where the ESCO covers all retrofitting expenses and is then paid by receiving a share of the client\u2019s savings from reduced energy consumption rates.<\/p>\n<p><strong>And with one of the region\u2019s worst economies and emissions profile, Lebanon can use all the help it can get: <\/strong>The World Bank <a href=\"https:\/\/www.worldbank.org\/en\/country\/lebanon\/publication\/economic-update-april-2022\">expects<\/a> that Lebanon\u2019s ongoing economic and financial crisis \u2014 which in part is due to rising energy costs and energy inefficiencies \u2014 will see real GDP contract 6.5% in 2022, after falling 10.5% in 2021. Lebanon\u2019s CO2 emissions, which <a href=\"https:\/\/data.worldbank.org\/indicator\/EN.ATM.CO2E.PC?locations=LB\">stand at<\/a> some 4.1 metric tonnes per capita, according to 2019 World Bank data, is higher than many regional peers, including Egypt (2.5), Jordan (2.4), Morocco (2.0) and Tunisia (2.6).<\/p>\n<p><strong>So, how can Lebanon get ESCOs up and running? A regulatory framework for energy efficiency would be a start: <\/strong>Ratifying its draft energy conservation act would promote energy efficiency, the report notes. It recommends setting \u201cambitious but achievable\u201d energy efficiency targets. It also advocates setting up a regulatory body to introduce energy audit guidelines, certification, and ESCO accreditation, providing training and capacity building, and setting clear transparency measures in ESCO contracts.<\/p>\n<p><strong>Electricity subsidies also need an overhaul:<\/strong> Reforming electricity subsidies would, among other things, create demand for ESCO projects, the report argues.<\/p>\n<p><strong>On the financing side, Lebanon\u2019s ESCO market needs more private-sector buy-in. <\/strong>The authors say the best way forward is to get private capital engaged, either on a stand-alone basis or through public-private partnerships.<\/p>\n<p><strong>And setting up Super ESCOs is also key.<\/strong> Super ESCOs <a href=\"https:\/\/www.whitecase.com\/insight-alert\/smart-cities-energy-efficiency-projects-and-case-super-esco#:~:text=A%20Super%20ESCO%20is%20an,schools%2C%20municipalities%2C%20government%20buildings%20and\">usually function<\/a> as intermediaries between ESCOs, the government, and facility owners. They grow the overall ESCO market, help existing ESCOs operate more efficiently and \u201ccan assist ESCOs in less economically developed countries to overcome financial and technical barriers,\u201d the report says.<\/p>\n<p><strong>There\u2019s precedent for a successful rollout in MENA: <\/strong>MENA\u2019s ESCO market is still early-stage compared to the US, China and Europe, the paper says. <strong>The UAE has the most developed market in MENA<\/strong>, while Saudi Arabia, Oman, Morocco and Egypt have taken steps in the field. In 2014, Dubai\u2019s Etihad ESCO generated AED 4.5 mn in cumulative investments and saved 4.4 mn kWh of energy and 2.2 mn imperial gallons (MIG) of water, the report notes. Tarshid, Saudi Arabia\u2019s first Super ESCO, is expected to save an estimated 3.7k tonnes of CO2 emissions through a project it began in 2020 retrofitting ministry buildings in Riyadh, the report adds.<\/p>\n<p><strong>OUR TAKE- It\u2019s a stretch to think that Lebanon, with all of its current challenges, has the capacity to create an ESCO market<\/strong>, but they\u2019re clearly part of a long-term solution when it manages to get through the current bottleneck. Boreal forests are vast areas of conifer trees that make up about a third of all Earth\u2019s forests. Historically, they absorbed more carbon than they released, making them the \u201cbiggest land-based carbon store on Earth,\u201d the FT reports.<\/p>\n<p><strong>Now, rising subarctic temperatures are bringing them dangerously close to a tipping point.<\/strong> These trees could start releasing more carbon than they absorb due to thawing permafrost, insect infestations and swelling fire activity. This could potentially spell catastrophe for our attempts to keep global temperature increases below 1.5\u00b0C. The FT notes that Russia\u2019s half of the boreal forests have become virtually inaccessible to the international scientists who had been researching how they\u2019re affected by climate change.
