It\u2019s a first sign of significant investor appetite for the asset class. The bonds will go on sale this Wednesday.<\/p>\n<p><strong>Cue Saudi:<\/strong> Shortly after ADCB\u2019s announcement, Reuters reported that Saudi\u2019s sovereign wealth fund is looking to go to market with its maiden green bond issuance as early as this week.<\/p>\n<p><strong>Why this matters: <\/strong>We need green finance \u2014 and lots of it \u2014 across emerging markets to finance both mitigation (trying to slow the pace at which the planet is warming) and adaptation (figuring out how to ensure our cities stay liveable, that homes are safe, that businesses can operate) in the decades to come. Rich countries have promised to make USD 100 bn in climate finance available to developing economies by 2035. Our friend Mahmoud Mohieldin, the UN climate champion for Egypt, says the real number is in the tns, not bns.<\/p>\n<p>^^ We have more on this story and more in this morning\u2019s news well, below.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Last week, the buzz was coming from the <\/strong><strong><a href=\"https:\/\/egypticf-africanministers.com\/\">Egypt-International Cooperation Forum<\/a><\/strong> <strong>(Egypt-ICF)<\/strong>, which wrapped on Friday. Authorities privately positioned it as a \u201ctest run\u201d for some of the ideas and infrastructure that will back COP27.<\/p>\n<p><strong>The three-day event saw high-level talks, proposals and even some climate finance <\/strong><strong>pledges<\/strong>, including a <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/b68245c3-a9ac-4b0c-a45a-7e0199a067dc\">pledge<\/a>of over USD 1 bn in financing from the EBRD. The final two days saw Egypt\u2019s International Cooperation Minister Rania Al Mashat give a glimpse into its guidebook for \u201cfair climate finance\u201d set to be launched during COP27, proposals for how to tackle spiraling green borrowing costs \u2014 and a robust defense of African nations\u2019 gas production and export ambitions despite emissions reductions targets. We have more on those outcomes in the news well below.<\/p>\n<p><strong>MEANWHILE- <\/strong><strong>Saudi Arabia\u2019s Finance Minister Mohamed Al Jadaan reiterated the <\/strong><strong>kingdom\u2019s commitment to invest SAR 700 (USD 186 bn) bn in its green economy<\/strong>, according to the <a href=\"https:\/\/bit.ly\/3x3EWis\">Saudi Gazette<\/a>. Speaking at a conference in KSA last week, Al Jadaan said investment in the green economy and the drive to spur npn-oil growth are moving at an \u201caccelerated pace.\u201d <strong>The Kingdom\u2019s non-oil economy grew 5.4%<\/strong> in 2Q 2022. Saudi had committed SAR 700 bn in green economy investments through to 2030 as part of the <a href=\"https:\/\/www.saudigreeninitiative.org\/about-saudi-green-initiative\/\">Saudi Green Initiative<\/a>, which launched last October.<\/p>\n<p><strong>HAPPENING TODAY- <\/strong><\/p>\n<p><strong>UN Climate Change Champion for Egypt <\/strong><strong>Mahmoud Mohieldin<\/strong> will be addressing the <strong><a href=\"https:\/\/www.amcham.org.eg\/\">American Chamber of Commerce in Egypt<\/a><\/strong> today at 3 PM CLT. You can register to attend the event online <a href=\"https:\/\/www.amcham.org.eg\/events-activities\/events\/online-registration\/1444\">here<\/a>.<\/p>\n<p>The <strong><a href=\"https:\/\/ed-forum.org\/wp-content\/uploads\/2022\/09\/Detailed-Program-V25.pdf\">Environment and development forum<\/a><\/strong> enters its second day in Cairo, Egypt. The event \u2014 organized by the <a href=\"https:\/\/www.arabwatercouncil.org\/\">Arab Water Council<\/a> \u2014 is positioning itself on the \u201croad to COP27\u201d and tackles key topics including food and water security, sustainable development, environmental conservation, and sustainable transportation. The event runs through Tuesday.<\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>SIGN OF THE TIMES- Global oil and gas exploration hit new lows this year: <\/strong>Oil and gas exploration activity has significantly slowed down this year, with the number of exploration licenses, leases, and amount of land being tendered for exploration falling to new lows, according to research by energy consultancy <a href=\"https:\/\/bit.ly\/3KUC0dT\">Rystad Energy<\/a>. The amount of land awarded for exploration has fallen to a 20-year low to 320k sqm between January and August. Globally, the number of lease rounds dropped to 21, down half from the 42 rounds held during the first eight months of 2021. Rystad is projecting 44 lease rounds this year (the lowest number since 2000) compared with 58 last year.<\/p>\n<p><strong>How are we looking in our neck of the woods?<\/strong> Licensed acreage in Africa shrank 70% y-o-y to 46k sqm in Egypt, Morocco, Angola and Zimbabwe.<\/p>\n<p><strong>What\u2019s driving the contraction? <\/strong>Rystad thinks the slowdown is largely because of the lingering impact of the covid-19 pandemic, which sent oil prices below zero, promoting oil companies to sharply cut exploration and governments to cancel tender processes. Meanwhile, some governments are \u201cpausing or halting leases and encouraging companies to wrap up exploration activity within already awarded blocks,\u201d a trend it says could accelerate as \u201cgovernments are less eager to invest in fossil fuel production and instead look ahead to a net zero future.\u201d<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- <\/strong><\/p>\n<p><strong>The world may have already passed five dangerous tipping points and could be on the <\/strong><strong>precipice of multiple other \u201cdisastrous\u201d ones<\/strong>, several news outlets write, referring to <a href=\"https:\/\/www.science.org\/doi\/10.1126\/science.abn7950\">a study<\/a> published late last week. The report found evidence for 16 tipping points \u2014 where passing a particular temperature threshold automatically triggers unstoppable change in a climate system, <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/sep\/08\/world-on-brink-five-climate-tipping-points-study-finds\">the Guardian reports<\/a>. Five of these may have already been passed thanks to the 1.1\u00b0C of global heating humanity has already caused. At 1.5\u00b0C \u2014 the threshold at which signatories to the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\">2015 Paris Agreement<\/a> had hoped to limit global heating \u2014 another five tipping points could be passed, including the loss of almost all mountain glaciers. The final six tipping points require global heating of at least 2\u00b0C to be triggered, the study\u2019s authors say. (<a href=\"https:\/\/www.nytimes.com\/2022\/09\/08\/climate\/global-warming-climate-tipping-point.html\">New York Times<\/a> | <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-08\/climate-tipping-points-may-be-triggered-even-if-warming-peaks-at-1-5c?srnd=green-weather-science&leadSource=uverify%20wall\">Bloomberg<\/a>)<\/p>\n<p><strong>MEANWHILE-<\/strong> <strong>New UK Prime Minister Liz Truss plans to re-examine the country\u2019s net <\/strong><strong>zero by 2050 <\/strong><strong>policy \u201cin a way that is pro-business and pro-growth,\u201d<\/strong> she said in a <a href=\"https:\/\/bit.ly\/3qloTZC\">statement<\/a> to parliament. Truss\u2019 vision aims to ultimately provide the UK with energy security and become an energy exporter by 2040 rather than depending on \u201cmalign actors.\u201d She wants to ramp up sources of domestic energy, including North Sea oil and gas production, and award over 100 new exploration licenses.<\/p>\n<p><strong>She\u2019s not dismissing renewables: <\/strong>\u201cWe will speed up our deployment of all clean and renewable technologies including hydrogen, solar, carbon capture and storage and wind,\u201d she said. The aim is to not have electricity prices set by marginal gas prices. The bonds will be issued this Wednesday, 14 September, the bank said. Strong investor appetite allowed ADCB to lock in better pricing on the issuance than its initial guidance, <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/adcb-raises-500-million-with-debut-green-bonds-document-2022-09-08\/\">Reuters<\/a> reports.<\/p>\n<p><strong>How significant was the demand? The green bond issuance drew more than USD 1.9 bn in orders and was 3.8x oversubscribed<\/strong>, the bank said. The issuance drew a mix of regional and international investors, with one source telling Reuters that the sale had \u201c<strong>a very strong following from European accounts<\/strong>.\u201d They added that orders surpassed the USD 1 bn mark after only 90 minutes.<\/p>\n<p><strong>Where\u2019s the money\u2019s going? <\/strong>Proceeds will go towards financing or refinancing green loans eligible under <a href=\"https:\/\/www.adcb.com\/en\/multimedia\/pdfs\/2022\/august\/adcb-green-bond-framework.pdf\">ADCB's green bond framework (pdf)<\/a>, which the lender released earlier this month. Projects eligible for green loans include green building projects, sustainable water treatment initiatives, clean transportation projects, and \u201cpollution prevention initiatives,\u201d the statement said. The bank plans on allocating AED 35 bn (USD 9.5 bn) to green finance by 2030 and separately aims to reach net-zero emissions and cutting financed emissions under to the government\u2019s emissions goals.<\/p>\n<p><strong>Advisers: <\/strong>Barclays and ING were joint sustainability structuring advisers, according to Reuters. ADCB, BofA Securities, JPMorgan, Mizuho and SMBC Nikko were joint lead managers and book runners.<\/p>\n<p><strong>Why this matters:<\/strong> <strong>The transaction could open the green bond market for other GCC <\/strong><strong>issuers. <\/strong>In the midst of global market turmoil, a successful issuance from the GCC \u2014 and a green one at that \u2014 isn\u2019t very \u20182022.\u2019 Issuance volumes in the GCC have <a href=\"https:\/\/www.reuters.com\/markets\/us\/gulf-bond-hopefuls-wait-wings-after-first-half-plunge-volumes-2022-07-21\/\">plummeted 80%<\/a> so far this year due to market volatility and rising interest rates. Saudi Arabia and Qatar have both floated the possibility of issuing green bonds in recent months but are yet to pull the trigger amid continued turbulence in the markets.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>WILL KSA ALSO ISSUE GREEN BONDS THIS WEEK?<\/strong><\/p>\n<p><strong>Saudi Arabia\u2019s <\/strong><strong>Public Investment Fund (PIF) could go out with its inaugural <\/strong><strong>green bond offering as early as this week<\/strong>, sources told <a href=\"https:\/\/www.reuters.com\/markets\/asia\/saudi-wealth-fund-issue-green-bonds-soon-next-week-sources-2022-09-09\/\">Reuters<\/a> on Friday, a day after ADCB\u2019s announcement. It aims to be fully operational in 2024-2025. The wind farm is principally owned by Spain\u2019s <a href=\"https:\/\/www.edpr.com\/en\">EDP Renewables<\/a> (EDPR) and France\u2019s <a href=\"https:\/\/www.engie.com\/en\">Engie<\/a>, with a small minority stake held by Lithuania\u2019s <a href=\"https:\/\/ignitisrenewables.lt\/\">UAB Ignitis Renewables<\/a>. The project is being developed by Ocean Winds, a 50-50 joint venture between EDPR and Engie.<\/p>\n<p><strong>About Lamprell:<\/strong> Lamprell\u2019s renewables arm \u201cfocuses on foundation fabrication and other services to offshore wind projects,\u201d according to <a href=\"https:\/\/www.lamprell.com\/about-us\/company-profile.aspx\">its website<\/a>.
