We break down yesterday\u2019s events and all of the announcements that came out of it in the news well, below.<\/p>\n<p><strong>We\u2019re kind of excited about day two: <\/strong>The Egypt-ICT continues today and tomorrow with a \u201crich\u201d lineup of panels and workshops that focus on green and climate financing.<\/p>\n<p><strong>On the agenda:<\/strong> Discussions will include panels on reducing the cost of green borrowing, debt for sustainable investment, a guidebook for just financing, and sustainable budgeting, among others. <a href=\"https:\/\/egypticf-africanministers.com\/wp-content\/uploads\/2022\/09\/Egypt-ICF-2022-Agenda-September-2-1.pdf\">You can check the full agenda here (pdf)<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><strong>THE BIG CLIMATE STORY OUTSIDE THE REGION- The global climate press is still fixed <\/strong><strong>on Pakistan\u2019s floods<\/strong>, with a focus on rescue efforts and human interest stories. (<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-07\/pakistani-volunteers-search-villages-to-rescue-flood-victims?srnd=premium-middle-east&sref=mmeFTDW1\">Bloomberg<\/a> | <a href=\"https:\/\/edition.cnn.com\/2022\/09\/07\/asia\/pakistan-flood-lake-manchar-swells-intl-hnk\/index.html\">CNN<\/a> | <a href=\"https:\/\/www.ft.com\/content\/375f9673-bcb6-4ca8-abcc-19e13888fe63\">FT<\/a> | <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/eighteen-die-pakistans-unprecedented-floods-taking-toll-1343-2022-09-07\/\">Reuters<\/a> | <a href=\"https:\/\/www.theguardian.com\/us-news\/2022\/sep\/07\/pakistan-flood-victims-new-york-donation\">The Guardian<\/a>)<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>ELSEWHERE- The WB beat its climate investment target: <\/strong>The World Bank\u2019s climate-related investments totaled USD 31.7 bn in fiscal year 2022, exceeding its <a href=\"https:\/\/openknowledge.worldbank.org\/handle\/10986\/35799\">climate a<\/a><a href=\"https:\/\/openknowledge.worldbank.org\/handle\/10986\/35799\">ction plan<\/a> finance targets for 2021-2025, <a href=\"https:\/\/www.worldbank.org\/en\/news\/feature\/2022\/09\/07\/world-bank-group-exceeds-new-climate-finance-target-31-7-billion-in-funding-for-climate-action\">the bank said in a statement<\/a>. That\u2019s 1% more than the World Bank\u2019s initial target of having 35% of its lending activities be climate-focused. Gabon is collaborating with the <a href=\"https:\/\/www.un.org\/osaa\/news\/gabon-receives-payment-reducing-co2-emissions\">UNFCCC REDD+<\/a> to create the credits and hopes to use them in innovative ways like \u201cexchanging carbon against debt, creating carbon-backed bonds\u201d but also to fund sustainable forestry, White said. Some 25% of revenues from credits will be divided between various sustainable development goals, while the rest will go towards curbing deforestation, as well as supporting rural communities.<\/p>\n<p><strong>CLIMATE DIPLOMACY- Israel wants to step up work with the UAE on the <\/strong><strong>climate tech front<\/strong>, Israel\u2019s ambassador to the UAE, Amir Hayek, told <a href=\"https:\/\/wam.ae\/en\/details\/1395303081312\">WAM<\/a>. Hayek told the newswire that stepping up cooperation in food-tech, agritech and renewable energy \u201ccan make the world better.\u201d This comes as the two countries are celebrating the second anniversary of the Abraham Accords signed in September 2020, which saw the two formally establish diplomatic ties.<\/p>\n<p><strong>CIRCLE YOUR CALENDAR- <\/strong><\/p>\n<p><strong>The UN Economic and Social Commission for Western Asia<\/strong> is hosting its <strong><a href=\"https:\/\/www.unescwa.org\/events\/towards-cop27-arab-regional-forum-climate-finance\">Towards COP27:<\/a><\/strong><strong><a href=\"https:\/\/www.unescwa.org\/events\/towards-cop27-arab-regional-forum-climate-finance\">Arab regional forum on climate finance<\/a><\/strong> on <strong>15 September<\/strong> in <strong>Beirut<\/strong>. Renaud-Basso pledged to invest USD 1 bn in renewable energy projects and provide a further USD 200-300 mn to fund the energy pillar of the government\u2019s Nexus on Water, Food and Energy (<a href=\"https:\/\/www.sis.gov.eg\/Story\/169930\/Egypt-aspires-to-present-success-story-in-COP27?lang=en-us\">NWFE<\/a>) program. its <\/strong><strong>severe water shortages: <\/strong>Iraq is facing extreme water scarcity, threatening the health and livelihoods of its citizens on a huge scale. Many factors contribute to these water shortages, but organizations pushing for action name the biggest culprits as climate change, water negotiations with neighboring Iran and Turkey, widespread pollution of Iraq\u2019s existing water supply, and inefficient water usage from poorly-maintained infrastructure. Today, we look at measures that are being undertaken \u2014 or that could be undertaken \u2014 to help secure an adequate supply of safe water and to make better use of the water that is available in Iraq.<\/p>\n<p><strong>Missed <\/strong><strong>Part 1 of our coverage on Iraq\u2019s water crisis?<\/strong> We have you covered <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/6c5c2f6b-090a-4d9f-93c7-308f58d2025c\">here<\/a>.<\/p>\n<p><strong>Iraq is committing USD 100 bn to invest in the green economy with the help of the UN:<\/strong> Iraq\u2019s recently-finalized Nationally Determined Contribution (NDC) report \u201copens a window for USD 100 bn investment in the green economy, from the private and public sectors, over the next 10 years,\u201d <a href=\"https:\/\/iraq.un.org\/en\/161240-iraq-joins-paris-agreement-un-calls-further-support-help-country-adapt\">the UN notes<\/a> in a recent press release. The UN is supporting Iraq to design projects that, among other things, promote investment in efficient water and wastewater infrastructure, irrigation and the management of water consumption, it says.<\/p>\n<p><strong>This investment needs to be channeled into diversifying primary water sources:<\/strong> Water-poor Basra, for example, urgently needs diversified water sources, with the construction of a planned desalination plant in Al Faw district a good starting point, argues <a href=\"https:\/\/www.al-fanarmedia.org\/2021\/09\/study-blames-mismanagement-for-water-crisis-in-southern-iraq\/\">a 2021 LSE study<\/a>. Launching major dam reservoir projects is also important, a Mosul University professor argues.<\/p>\n<p><strong>And maintaining water infrastructure: <\/strong>Water systems that are over 50 years old urgently need replacement, notes the LSE study\u2019s lead author. Upgrades to the treatment processes of existing wastewater plants, preventative maintenance, and new plant construction could greatly improve the systems overall, notes <a href=\"https:\/\/waterpeacesecurity.org\/files\/229\">a June 2022 report (pdf)<\/a> by the <a href=\"https:\/\/waterpeacesecurity.org\/\">Water, Peace and Security (WPS) Partnership<\/a>. But the cost of doing this can be prohibitive, it cautions. Establishing a modern treatment station in Dhi Qar would cost an estimated USD 69 mn, WPS notes the region\u2019s environmental authorities saying.<\/p>\n<p><strong>Budget allocation for water needs to go up: <\/strong>This means that budget allocations by the Iraqi government to maintain water infrastructure need to be much more substantial, the WPS report argues.<\/p>\n<p><strong>Better planning with stakeholder involvement, including the private sector: <\/strong>The government also needs to set plans for better water management at the local, national and regional levels, notes the <a href=\"https:\/\/www.nrc.no\/resources\/reports\/iraqs-drought-crisis-and-the-damaging-effects-on-communities\/\">Norwegian Refugee Council (NRC)<\/a> in a 2021 study. Plans should be set up in coordination with multiple stakeholders, including local farmers and the private sector, it argues.<\/p>\n<p><strong>Stricter enforcement of regs: <\/strong>Local environmental authorities could play a much bigger role in enforcing penalties for industrial polluters, WPS notes.<\/p>\n<p><strong>And awareness-raising campaigns could help to change wasteful and harmful behavior: <\/strong>National awareness-raising programs could help Iraqi businesses and citizens better understand the consequences of ingrained behavior practices, like directly releasing wastewater from households, slaughterhouses and private businesses, the WPS report says.<\/p>\n<p><strong>Investment and capacity-building could also come from donor governments and DFIs:<\/strong> Donor governments and institutions should support Iraq through direct investment \u2014 by revamping or supplying irrigation infrastructure, providing financial support to farmers to buy livestock, or supplying drought-tolerant seeds, for instance \u2014 the NRC report argues. They should also provide training to farmers on techniques like rainwater harvesting and to government bodies on water management.<\/p>\n<p><strong>These institutions need to support the Iraqi government so water sharing agreements with countries like Iran and Turkey are adhered to,<\/strong> the NRC notes. \u201cIt\u2019s important to keep the water diplomacy channels with Turkey and Iran open, to continue with exchange and dialogue, with negotiations and cooperation over water-related challenges,\u201d notes the WPS report.<\/p>\n<p><strong>Still, cooperation between these countries may be easiest to secure if the focus isn\u2019t purely on quotas for water and resource sharing,<\/strong> argues WPS. More progress might be achieved if the focus is on widespread cooperation through multi-purpose projects, rather than setting, for example, water-sharing quotas, WPS says.
