It seems we\u2019ve hit our first slow sumer news day on the business front.<\/p>\n<p><strong>That said, the region is awash with climate-related events,<\/strong> with a flurry of activity in MENA, Africa and elsewhere ahead of COP27. We break those down in detail below. But first\u2026<\/p>\n<p><strong>MORNING MUST READ- Morocco is positioning itself to be a global leader in renewables<\/strong> with plans for a facility that will generate 10.5 GW of solar and wind energy by 2030. It plans to export a chunk of that to Europe \u2014 and could potentially supply 8% of the UKs electricity needs if the project goes through. We break it down in today\u2019s Project Profile, below.<\/p>\n<hr class=\"grey-line\">\n<p><strong>One large step for regional carbon capture:<\/strong> <strong><a href=\"https:\/\/www.globalccsinstitute.com\/\">The Global Carbon Capture and Storage<\/a><\/strong><a href=\"https:\/\/www.globalccsinstitute.com\/\"><\/a><strong><a href=\"https:\/\/www.globalccsinstitute.com\/\">Institute<\/a><\/strong> (CCSI) opened its first MENA headquarters in <a href=\"https:\/\/masdarcity.ae\/\">Masdar City<\/a>, UAE, <a href=\"https:\/\/news.masdar.ae\/en\/News\/2022\/08\/30\/05\/56\/Global-CCS-Institute-Regional-Headquarters-at-Masdar-City\">according to a statement<\/a>. \u201cFollowing years of ambition, CCS [potential is] being realized in the GCC and the progress so far is promising,\u201d CCSI global CEO Jarad Daniels said at the inauguration. \u201cThe region is well positioned to become a leader, both in the CCS market and the energy transition more broadly, and with the institute\u2019s new regional office in Abu Dhabi we aim to be there every step of the way,\u201d he added.<\/p>\n<p><strong>You can take a stroll at Expo City Dubai in a few days: <\/strong>Dubai\u2019s popular sustainability pavilion is opening its doors to visitors starting 1 September, ahead of the Expo City opening. <a href=\"https:\/\/www.expocitydubai.com\/en\">Expo<\/a><a href=\"https:\/\/www.expocitydubai.com\/en\">City Dubai<\/a> \u2014 the legacy site of Expo 2020 Dubai \u2014 will open on 1 October, but throughout September, visitors <a href=\"https:\/\/www.timeoutdubai.com\/news\/expo-city-dubai-opening-date\">can buy<\/a> tickets to the city\u2019s sustainability pavilion, <a href=\"https:\/\/www.expo2020dubai.com\/en\/understanding-expo\/participants\/special-pavilions\/sustainability\">Terra<\/a>, at AED 50 per head. Terra wants to offer real-world solutions to climate problems and claims to be a fully self-sustaining building \u2014 using some 4.9k solar panels to generate 4 GWh of clean energy per year and a greywater recycling system to reduce water usage.<\/p>\n<p><strong>HAPPENING TODAY- <\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>The G20 Joint Environment and Climate Ministers\u2019 Meeting is taking place in <\/strong><strong>Bali,<\/strong> <strong>Indonesia.<\/strong> Saudi Arabia is the only country from our corner of the world that will be attending. \u201cThis will be a chance to engage in discussions on climate cooperation ahead of [...] COP27 in Sharm El Sheikh,\u201d notes a US State Department <a href=\"https:\/\/www.state.gov\/special-presidential-envoy-for-climate-kerrys-travel-to-greece-indonesia-and-vietnam\/\">statement<\/a> about special presidential envoy for climate John Kerry\u2019s attendance of the meeting.<\/p>\n<p><strong>IRENA takes center stage right next door:<\/strong> In partnership with the Indonesia G20 presidency, the first-ever <a href=\"https:\/\/irena.org\/newsroom\/pressreleases\/2022\/Aug\/First-IRENA-Investment-Forum-Kicks-Off-in-Southeast-Asia\">Investment Forum<\/a> organized by the International Renewable Energy Agency (IRENA) kicks off today and runs for two days. The forum will focus on investment for the energy transition, looking to improve access to finance and accelerate renewable energy projects in Southeast Asia.<\/p>\n<p><strong>Coming soon, to a region near you:<\/strong> The next forum will focus on West Africa and take place in Nigeria before the end of 2022. We don\u2019t yet have a date for the first MENA forum, but in advance of it, requests for MENA renewable energy project development support or access to finance can be made <a href=\"https:\/\/www.irena.org\/irenaforcip\/middle%20east\">here<\/a>.<\/p>\n<p><strong>CLIMATE DIPLOMACY- India\u2019s Foreign Minister Subrahmanyam Jaishankar is <\/strong><strong>heading to the UAE today to <\/strong><strong>talk renewable<\/strong><strong> energy<\/strong>, <a href=\"https:\/\/newsonair.gov.in\/Main-News-Details.aspx?id=446779\">India\u2019s news agency said<\/a>. The three-day visit will focus on boosting ties in renewable energy, food security and other areas. Back in May, the two countries signed an MoU to establish a framework on climate action. The 50-minute film explores new innovations across five continents that tackle the preservation or reuse of water. It also features a bunch of celebrities, including <strong>Matt Damon<\/strong> and <strong>Jaden Smith<\/strong>, and is narrated by <strong>Liam Neeson<\/strong>. The project will also include a 20 GWh lithium-ion battery storage facility.<\/p>\n<p><strong>With plans to become a major electricity exporter to the UK:<\/strong> The project aims to export 3.6 GW of electricity to the UK through four sub-sea cables stretching 3.8k km \u2014 potentially the world\u2019s longest undersea electric cable connection. When completed, the project is expected to supply 8% of the UK\u2019s electricity needs.<\/p>\n<p><strong>The kicker? The cost: The project<\/strong><strong> is expected to cost <\/strong><strong>USD 18 bn.<\/strong> As of May, Xlinks \u2014 whose board members include <a href=\"https:\/\/xlinks.co\/who-we-are\/\">ACWA Power\u2019s CEO<\/a> Paddy Padmanathan \u2014 <a href=\"https:\/\/www.africa-energy.com\/news-centre\/article\/xlinks-raises-further-finance-morocco-uk-power-project\">had raised<\/a> an investment of undisclosed size from UK-based energy supplier <a href=\"https:\/\/octopus.energy\/\">Octopus Energy Group<\/a> and was in talks to for additional funding.<\/p>\n<p><strong>Morocco is already one of the region\u2019s solar energy leaders:<\/strong> Morocco\u2019s Noor Ouarzazate solar power complex <a href=\"https:\/\/constructionreviewonline.com\/biggest-projects\/noor-ouarzazate-solar-complex-worlds-largest-concentrated-solar-power-plant\/\">is among the world\u2019s<\/a> largest concentrated solar power facilities and currently has 510 MW capacity from its three separate, co-located power stations: Noor I (160 MW), Noor II (200 MW), and Noor III (150 MW). A 72 MW fourth station, Noor IV, is also planned, according to energy analyst and writer Llewellyn King, who <a href=\"https:\/\/www.forbes.com\/sites\/llewellynking\/2022\/08\/01\/morocco-wants-to-be-a-destination-for-renewable-energy\/?sh=7242c5943f06\">recently interviewed<\/a> Energy Transition and Sustainable Development Minister Leila Benali.<\/p>\n<p><strong>It uses different kinds of solar tech to produce energy:<\/strong> Noor I and II use one kind of <a href=\"https:\/\/www.energy.gov\/eere\/solar\/concentrating-solar-thermal-power-basics#:~:text=CSP%20technologies%20use%20mirrors%20to,an%20engine%20to%20generate%20electricity.\">concentrated solar power (CSP) technology<\/a>, and Noor III uses another, while Noor IV will make use of <a href=\"https:\/\/www.eia.gov\/energyexplained\/solar\/photovoltaics-and-electricity.php#:~:text=A%20photovoltaic%20(PV)%20cell%2C,convert%20artificial%20light%20into%20electricity.\">photovoltaic (PV) cells<\/a>, Benali told King. CSP \u2014 which uses steam generated from heated water to produce electricity \u2014 requires collector and generator systems, and is more expensive and water-intensive than PV. These days, it\u2019s most widely used in hot countries like Spain and Israel. By contrast, PV \u2014 which produces electricity directly \u2014 is the most widely used solar tech in the US and Europe, as PV cells have become very inexpensive.<\/p>\n<p><strong>CSP can store energy and extend power availability: <\/strong>CSP\u2019s big advantage is that it can store power, helping to resolve the issue of peak energy demand often coming at night or early in the morning, when there is no sunlight. Surplus heat from CSP renewable energy production can be stored in molten salt and used when needed \u2014 \u201cfor electricity generation or other purposes,\u201d King noted. Noor I has three hours of storage capacity, while Noor II and III have seven hours each. Benali hopes that stored solar heat could also be used for hydrogen production or desalination, she said.<\/p>\n<p><strong>Morocco is also eyeing more exports to existing markets Spain and Portugal<\/strong> through its existing two electricity interconnections with Europe, Benali said. Morocco\u2019s two electricity interconnections with Europe have a total capacity of 1.4 GW. Power flows both ways between them, \u201cdepending on generating and market conditions in Europe and Morocco,\u201d Benali told King.<\/p>\n<p><strong>It\u2019s good news for Europe, which is looking to lock in more of its energy needs from MENA after pulling back from Russia. <\/strong>Members of the European Union and the UK are looking to buy more electricity from North Africa and more natural gas from Egypt and Israel in a bid to lessen their reliance on Moscow now and in the long run.<\/p>\n<p><strong>As we know, linking electricity grids is a growing trend in MENA:<\/strong> A proposed direct link between the electricity grids of Egypt and Greece <a href=\"https:\/\/enterprise.press\/stories\/2022\/06\/01\/the-war-in-ukraine-is-accelerating-plans-to-link-our-electricity-grid-to-greece-72429\/\">was recently said<\/a> to be accelerating, as Europe looks to transition away from Russian fossil fuels. is causing large-scale environmental challenges, with recent news pieces reporting apocalyptic events like <a href=\"https:\/\/www.voanews.com\/a\/iraq-s-garden-of-eden-now-like-a-desert-\/6701644.html\">total surface water loss<\/a> in once-lush marshlands and <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220618-in-a-parched-land-iraqi-gazelles-dying-of-hunger\">gazelles dying of hunger<\/a> en masse. The <a href=\"https:\/\/ent.news\/2022\/6\/4145.pdf\">country was named (pdf)<\/a> the world\u2019s fifth most vulnerable to decreased water and food availability, extreme temperatures and myriad associated health issues, in 2017. Now, an increasing number of international organizations are sounding the alarm in a bid to avert total catastrophe.<\/p>\n<p><strong>Iraq\u2019s water supply has been in decline for decades,<\/strong> with water flows from the Euphrates and Tigris rivers \u2014 which supply at least 98% of its surface water \u2014 decreasing by an estimated 30-40% over a 40-year period ending in 2018, notes <a href=\"https:\/\/waterpeacesecurity.org\/files\/229\">a June 2022 report (pdf)<\/a> by the <a href=\"https:\/\/waterpeacesecurity.org\/\">Water, Peace and Security (WPS) Partnership<\/a>. In 2021, <a href=\"https:\/\/reliefweb.int\/report\/iraq\/running-dry-water-scarcity-threatens-lives-and-development-iraq-enar\">the country saw<\/a> record low rainfall, resulting in its second driest season in 40 years, and causing an increased reduction of water flow in the Euphrates by 73% and the Tigris by 29%. As of May this year, river levels <a href=\"https:\/\/www.voanews.com\/a\/severe-water-shortages-strain-wheat-harvest-in-iraq\/6594125.html\">had seen<\/a> a 60% y-o-y decline.<\/p>\n<p><strong>These shortages \u2014 and contamination of the existing supply \u2014 carry substantial health risks and threaten livelihoods. <\/strong>Currently, an estimated three out of five Iraqi children have no access to safely managed water services, Unicef notes. In 2018, some 118k people <a href=\"https:\/\/www.policyforum.net\/water-justice-in-iraq-in-the-aftermath-of-war\/\">were hospitalized<\/a> after drinking contaminated water. Water shortages saw 37% of farmers <a href=\"https:\/\/www.nrc.no\/globalassets\/pdf\/reports\/iraqs-drought-crisis\/iraqs-drought-crisis-and-the-damaging-effects-on-communities.pdf\">surveyed in 2021 (pdf)<\/a> report wheat crop failure, and loss of livestock. Local wheat production shrunk to 4.2 mn tons in 2021 from 6.2 mn tons in 2020, according to Agriculture Ministry data cited by AP. Annual demand is estimated at some 5-6 mn tons.<\/p>\n<p><strong>Iraq\u2019s overall water inflow from the Euphrates and Tigris rivers is expected to decrease by up to 60% by 2025<\/strong> compared with 2015, WPS notes. Wheat and barley production in the north of the country <a href=\"https:\/\/iraq.un.org\/en\/161240-iraq-joins-paris-agreement-un-calls-further-support-help-country-adapt\">looks set to see<\/a> a 70% y-o-y decrease this year. In anticipation of a drier season, the agriculture and water resources ministries decided in October to reduce areas for planting and agricultural irrigation by 50%. Meanwhile, the country\u2019s population of 40 mn is <a href=\"https:\/\/www.policyforum.net\/water-justice-in-iraq-in-the-aftermath-of-war\/\">set to double by 2050<\/a>, further straining its water resources.<\/p>\n<p><strong>So what\u2019s causing these acute water shortages? For starters, climate change: <\/strong>A temperature increase of 1\u00b0C and a precipitation decrease of 10% by 2050 \u2014 both of which <a href=\"https:\/\/www.france24.com\/en\/live-news\/20211124-world-bank-warns-over-looming-plunge-in-iraq-water-resources\">are likely<\/a> \u2014 <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2021\/11\/24\/iraq-rising-fiscal-risks-water-scarcity-and-climate-change-threaten-gradual-recovery-from-pandemic\">would cause<\/a> a 20% reduction of available freshwater in Iraq. Assuming this happens, nearly one-third of the irrigated land in Iraq will have no water by 2050.<\/p>\n<p><strong>Second, regional conflicts: <\/strong>Iraq is highly dependent on the Euphrates and Tigris rivers, which originate in Turkey and Iran. Geopolitical conflict between Iraq, Syria, Turkey and Iran over water distribution from these rivers has become more heated in recent years, exacerbated by the impact of large-scale infrastructure projects like dams, hydropower and irrigation schemes each country has undertaken unilaterally, WPS notes. Turkey and Iran have been reluctant to negotiate binding agreements over water distribution, it adds. <strong>Not to mention the USD 600 mn worth of damage to water transport and storage infrastructure from Daesh-bags.<\/strong><\/p>\n<p><strong>Third, much of the water that is available is heavily polluted, despite existing legislation: <\/strong>High levels of untreated wastewater, poor waste management, agricultural runoff and high salinity all negatively impact Iraq\u2019s water quality, WPS notes. Multiple sectors produce chemicals that endanger public health, and generally require specialized water treatment. And national enforcement of punitive measures for polluting industries is limited by personnel capacity and insufficient funding, it adds.<\/p>\n<p><strong>Only a relatively small amount of wastewater is treated:<\/strong> At a country-wide level, an estimated two-thirds of industrial and household wastewater is untreated and ends up in Iraqi rivers, waterways and septic systems.<\/p>\n<p><strong>Finally, the inefficient use of water and poorly-maintained infrastructure<\/strong>, the WPS report notes. The country\u2019s national development plan 2018-2022 saw only 49.5% of its estimated annual investments directed towards essential infrastructure, including water. It doesn\u2019t have an effective national water monitoring network, WPS tells us.<\/p>\n<p><strong>The prevalence of water-intensive industries adds to this:<\/strong> Agriculture accounts for an estimated 91% of the country\u2019s water usage, WPS tells us. Many of the crops grown are particularly water-intensive \u2014 like rice, wheat, corn and cotton. The bill \u2014 which was signed into effect by President Joe Biden <a href=\"https:\/\/www.reuters.com\/world\/us\/biden-signs-430-billion-climate-healthcare-tax-bill-2022-08-16\/\">earlier this month<\/a> \u2014 sets out to alleviate the impact of climate change, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-08-07\/senate-passes-democrats-landmark-tax-climate-and-drugs-bill?srnd=green\">Bloomberg<\/a>. Having been dubbed the biggest victory for the environmental movement since the landmark <a href=\"https:\/\/www.epa.gov\/clean-air-act-overview\/clean-air-act-text\">Clean Air Act<\/a> in 1967, it is considered the largest climate investment in US history.<\/p>\n<p><strong>Why is this so huge? <\/strong>The bill would cut the country\u2019s net greenhouse gas emissions by 31-44% below 2005 levels in 2030, compared to the 24-35% drop expected from current policies, according to an analysis from energy and climate analytics firm <a href=\"https:\/\/rhg.com\/research\/inflation-reduction-act\/\">Rhodium Group<\/a>. It should also help double the capacity of installed wind and solar by 2030, <a href=\"https:\/\/energyinnovation.org\/wp-content\/uploads\/2022\/08\/Updated-Inflation-Reduction-Act-Modeling-Using-the-Energy-Policy-Simulator.pdf\">based on a study by research firm Energy Innovation<\/a>. This would make up 72% to 85% of total US energy supply.<\/p>\n<p><strong>Renewable energy production is hoped to more than triple in the US,<\/strong> adding up to an additional 550 GW of electricity from wind, solar and other clean power sources, according to analysis from the <a href=\"https:\/\/twitter.com\/USCleanPower\/status\/1555648284068401154\">American Clean Power Association<\/a>. That\u2019s enough to power 110 mn homes, <a href=\"https:\/\/cleanpower.org\/blog\/its-a-big-deal-for-job-growth-and-for-a-clean-energy-future\/\">the industry trade group said<\/a>.<\/p>\n<p><strong>And how does it do that? <\/strong><a href=\"https:\/\/www.democrats.senate.gov\/imo\/media\/doc\/summary_of_the_energy_security_and_climate_change_investments_in_the_inflation_reduction_act_of_2022.pdf\">In a summary of the bill (pdf)<\/a> prepared by US democratic senators, five main goals are addressed. We break those down below:<\/p>\n<p><strong>#1- Lower consumer energy costs: <\/strong>A range of incentives to consumers to relieve the high costs of energy and decrease utility bills includes a USD 4k consumer tax credit for lower to middle income individuals to buy used or electric vehicles, and up to USD 7.5k tax credit to buy new electric vehicles. A USD 1 bn grant program to make affordable housing more energy efficient is also on the table.<\/p>\n<p><strong>#2- Increase energy security and domestic manufacturing: <\/strong>This section of the bill focuses on incentives to help alleviate inflation and reduce the risk of future price shocks by bringing down the cost of clean energy and clean vehicles and relieving supply chain bottlenecks. For example, up to USD 20 bn in loans will be made available to build new clean vehicle manufacturing facilities across the country.<\/p>\n<p><strong>#3- Decarbonize the economy:<\/strong> This part of the bill focuses heavily on offering a number of tax credits and grant programs to reduce emissions in every sector of the economy. One program includes roughly USD 30 bn in targeted grant and loan programs for states and electric utilities to accelerate the transition to clean electricity. Another USD 27 bn would be set aside for a clean energy technology accelerator to support deployment of technologies to reduce emissions, especially in disadvantaged communities.<\/p>\n<p><strong>#4- Invest in communities and environmental justice:<\/strong> The investment package for this section of the bill includes over USD 60 bn in environmental justice priorities to drive investment into disadvantaged communities. This comes in the form of community led projects in disadvantaged areas or community capacity building centers to address disproportionate environmental and public health harms related to pollution and climate change.<\/p>\n<p><strong>#5- Farmers, forestland owners and resilient rural communities:<\/strong> Rural communities are also at the forefront of the bill. More than USD 20 bn will be set aside to support climate-smart agriculture practices while USD 5 bn in grants to support forest conservation and urban tree planting.<\/p>\n<p><strong>There may even be a climate bank on the way: <\/strong>The legislation also includes provisions to create a first-of-its-kind <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/283\/text\">climate bank<\/a> that will invest in disadvantaged communities while providing funding for environmental justice mapping and community engagement. It also institutes a brand-new production tax credit for offshore wind technologies made in the US.<\/p>\n<p><strong>The legislation already has the buy-in from major producers: <\/strong>Honda and LG Energy have committed to building a USD 4.4 bn factory in the US that will produce lithium-ion batteries for electric vehicles, they announced in a joint <a href=\"https:\/\/global.honda\/newsroom\/news\/2022\/c220829eng.html?from=r?from=newsrelease_area\">statement<\/a> earlier in the week. The factory is expected to have an annual production capacity of 40 GWh a year and work will begin in early 2023. Also, <a href=\"https:\/\/www.firstsolar.com\/\">First Solar<\/a> announced that it plans to invest up to USD 1.2 bn in scaling production of photovoltaic solar modules.
