A possible solution? Chinese FDI. We have more in today\u2019s Solar section, below.<\/p>\n<p><strong>THE BIG NEWS FROM THE REGION-<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>YOUR MORNING MUST-READ: MENA\u2019s water wars have taken to the skies<\/strong>, the <a href=\"https:\/\/www.nytimes.com\/2022\/08\/28\/world\/middleeast\/cloud-seeding-mideast-water-emirates.html\">New York<\/a><a href=\"https:\/\/www.nytimes.com\/2022\/08\/28\/world\/middleeast\/cloud-seeding-mideast-water-emirates.html\">Times<\/a> says, noting that countries in our neck of the woods are now locking horns over cloud seeding.<\/p>\n<p><strong>The catch: All of Iran\u2019s assertions <\/strong><strong>that other countries are stealing its water<\/strong><strong> are unfounded<\/strong>, atmospheric scientists tell the Gray Lady: Clouds usually evaporate within two hours \u2014 not long enough for them to drift from the UAE to, say, Iran.<\/p>\n<p><strong>Wait, what\u2019s cloud seeding? <\/strong>It\u2019s a (not uncontroversial) process of pumping chemicals that bond with water vapor into clouds to try to force or enhance precipitation. Clouds can be seeded from ground stations, airplanes or, occasionally, rockets.<\/p>\n<p><strong>We\u2019ve heard this all before:<\/strong><strong> Iran has been accusing <\/strong><strong>Israel and the UAE<\/strong><strong> of tampering with <\/strong><strong>clouds over its land mass<\/strong> for more than a decade. \u201c<a href=\"https:\/\/www.timesofisrael.com\/iranian-general-blames-water-woes-on-israeli-cloud-theft\/\">European countries used special equipment to force clouds to dump our water on their continent<\/a>,\u201d then-Iranian president Mahmoud Ahmadinejad said back in 2011, claiming western nations were hatching plots to limit Iran\u2019s water supply and cause drought.<\/p>\n<p><strong>Those fickle foreign fingers\u2026 <\/strong>\u201cIran\u2019s climate changes are unnatural and result from foreign interference, through their research; Iranian scientific centers have reached this conclusion,\u201d Iranian news agency ISNA quoted a military commander in the country\u2019s Revolutionary Guards <a href=\"https:\/\/english.alarabiya.net\/News\/middle-east\/2018\/07\/02\/Revolutionary-Guards-commander-accuses-Israel-of-stealing-Iran-s-rain-clouds\">as saying<\/a> back in 2018.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Just in time for the World Cup: Qatar\u2019s circular economy is set to generate some USD 17 <\/strong><strong>bn by 2030 for the Gulf country<\/strong>, <a href=\"https:\/\/www.invest.qa\/en\/media-and-events\/news-and-articles\/increased-momentum-towards-a-circular-economy-drastic-changes-and-opportunities-to-transform-the-gcc-region\">according to the Investment Promotion Agency of Qatar<\/a> (IPA). IPA notes that its <a href=\"https:\/\/www.epa.gov\/recyclingstrategy\/what-circular-economy\">circular economy<\/a> will create 9k-19k jobs in Qatar by 2030 while serving as a magnet for green foreign direct investment.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>CLIMATE DIPLOMACY-<\/strong> <strong>Japan\u2019s NEXI inks decarbonization finance agreement with <\/strong><strong>Afreximbank:<\/strong> Japan\u2019s state-owned Nippon Export and Investment Insurance (<a href=\"https:\/\/www.nexi.go.jp\/en\/\">NEXI<\/a>) signed an MoU with the African Export-Import Bank (<a href=\"https:\/\/www.afreximbank.com\/\">Afreximbank<\/a>) to support investment, trade and decarbonization in Africa, NEXI announced in <a href=\"https:\/\/www.nexi.go.jp\/en\/topics\/newsrelease\/2022082301_1.html\">a statement<\/a> yesterday. Among the key aims of the agreement: providing financial support to promote investment by Japanese companies in Africa and promoting information exchange in areas including decarbonization technologies and the energy transition, the statement noted.<\/p>\n<p><strong>NEXI wants to help fill the financing gap for green energy in Africa:<\/strong> Energy demand in Africa remains strong and infrastructure developments are needed as part of the growing green economy, said NEXI Structured and Trade Finance Insurance Department manager Yoji Akiyama in a joint Afreximbank-NEXI webinar held on Thursday. \u201cThe challenge is how to finance them.\u201d NEXI plans to contribute to filling this finance gap with its ins. schemes, as well as by offering infrastructure bonds with banks and institutional investors, he added.<\/p>\n<p><strong>SOUND SMART\u2013 More and more consumers see energy efficiency as important<\/strong>, according to <a href=\"https:\/\/download.schneider-electric.com\/files?p_Doc_Ref=998-21551003&mkt_tok=MTc4LUdZRC02NjgAAAGGiBBXWJTZwTT22_oUWGcQdJ9hDVV8SlCM9NZxPrlK4F9g_xY6ROfKiQAiAG6v1LfGxMP-48yWJMNdwNbHB9lTD8qaKxlRvxGEbaW0IcETtKQy5QBJIqA\">a recent survey (pdf)<\/a> by digital automation and energy management company <a href=\"https:\/\/www.se.com\/eg\/en\/\">Schneider Electric<\/a>. To achieve this, the legislation requires companies to cut their reliance on Chinese components and raw materials if they want to benefit from the full USD 7.5k tax credit. Key components including solar cells, transformers, solar heaters are increasingly rare, SEDA board member Hatem Tawfik tells Enterprise Climate. \u201cThis comes as a result of import regulations [in the country] that impose letters of credit (L\/Cs) for imports,\u201d he adds. SEDA understands that manufacturing is a priority for L\/Cs, but it also believes that electricity production should be included as a priority area, as this is a critical industry right now, Tawfik says. \u201cThis is especially the case because every USD 1 mn spent on solar saves Egypt some USD 10 mn per annum in natural gas.\u201d<\/p>\n<p><strong>A number of<\/strong><strong> 30-40 MW solar projects are already at risk, SEDA says:<\/strong> \u201cOn-grid solar energy projects currently under development in the country range from 30 to 40 MW, and they could save up to USD 400 mn annually if used to generate power through renewable energy,\u201d he tells us. These projects are at risk of continuing their work unless urgent action is taken, Tawfik noted.<\/p>\n<p><strong>Background: <\/strong>Last March, the <a href=\"https:\/\/enterprise.press\/issues\/2022\/02\/15\/importers-will-need-letters-credit-buy-goods-new-central-bank-rules\/\">Central Bank of Egypt made it mandatory<\/a> for importers to obtain L\/Cs for their imports. The policy was aimed at reducing the rate at which Egypt was burning foreign exchange amid a serious emerging-market sell-off triggered by Russia\u2019s invasion of Ukraine.<\/p>\n<p><strong>SHORT TERM FIX- Enterprise Egypt reported yesterday morning that <\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2022\/08\/29\/this-morning-enterprise-climate-just-went-live-abdalla-madouly-talk-import-restrictions-and-the-qataris-might-be-interested-in-alex-containers-eastern-company-79465\/\">Egyptian officials<\/a><\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2022\/08\/29\/this-morning-enterprise-climate-just-went-live-abdalla-madouly-talk-import-restrictions-and-the-qataris-might-be-interested-in-alex-containers-eastern-company-79465\/\">may be about to take steps<\/a><\/strong><strong> to make it easier for some importers to source hard currency <\/strong>if they\u2019re bringing in critical raw materials or production inputs. The hope is that they could make it easier for solar products to source the components they need. The news comes after central bank governor Tarek Amer resigned with more than a year to go on his second (and final) term in office. He was replaced by veteran banker Hassan Abdalla, who previously led Arab African International Bank (AAIB), a joint venture between the central banks of Egypt and Kuwait.<\/p>\n<p><strong>LONG TERM FIX- A domestic component industry, thanks to Beijing? <\/strong>Egypt\u2019s government is in talks with unnamed Chinese players to build and finance a USD 2.3 bn complex to make solar-panel components, <a href=\"https:\/\/www.asharqbusiness.com\/article\/41151\">Bloomberg Asharq<\/a> reports, citing four unnamed government sources.<\/p>\n<p><strong>Details: <\/strong>The complex \u2014 which could be located in Suez, Minya or Aswan \u2014 would house silicone, polysilicon, chip-cutting, solar cell, glass, and PVC plastics factories, as well as a station to power the facility. Egypt\u2019s electricity, military production, planning and trade ministers are all reportedly part of the negotiations with Chinese firms to build the project and are also in talks with Chinese banks for a long-term, low-interest loan to finance it. Asharq\u2019s sources did not disclose a timeframe for the talks.<\/p>\n<p><strong>This isn\u2019t just an Egypt problem: <\/strong>The solar industry has been hobbled by supply chain kinks and the cost of solar power components globally has risen sharply this year, climbing some 15% between May and early August, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-27\/solar-panel-costs-rise-in-climate-change-threat-as-longi-boosts-prices#xj4y7vzkg\">Bloomberg<\/a>, which cites data from the China Silicon Industry Association.<\/p>\n<p><strong>Thankfully, this hasn\u2019t put a damper on solar regionally \u2014 particularly in energy <\/strong><strong>exporting countries.<\/strong> Just last week, Qatar awarded two major utility-scale solar power projects worth QAR 2.3 bn (USD 632 mn), according to <a href=\"https:\/\/www.qna.org.qa\/en\/News-Area\/News\/2022-08\/23\/0043-qatarenergy-awards-contract-to-build-two-mega-solar-power-plants-worth-qr-23-billion\">Qatar News Agency<\/a>.<\/p>\n<p><strong>EGYPT\u2019S KARMSOLAR TO SELL FRESH EQUITY<\/strong><\/p>\n<p><strong>Egyptian solar energy company <\/strong><strong><a href=\"https:\/\/www.karmsolar.com\/\">KarmSolar<\/a><\/strong><strong> will<\/strong><strong> sell a minority stake to investors via a capital increase<\/strong> as it looks to expand its presence in Egypt and across the region, according to a <a href=\"https:\/\/ent.news\/2022\/8\/KarmSolar-minority-stake-round-EN.pdf\">company press release (pdf)<\/a>. KarmSolar hopes to raise \u201ca significant amount\u201d in the investment round, KarmSolar CEO Ahmed Zahran told Enterprise on Monday, without disclosing the target sum or how much equity will be on offer. The capital injection will help grow the company\u2019s existing power generation and distribution business and allow it to push into new markets in the region, Zahran said, without naming any specific countries. The number of air conditioning units in use is also expected to surge to <a href=\"https:\/\/www.unep.org\/news-and-stories\/press-release\/cool-coalition-comes-together-save-lives-energy-and-trillions-global\">4.5 bn by 2050 from 1.2 bn<\/a> in 2022.<\/p>\n<p><strong>What is DHC anyway? <\/strong>DHCs are alternative energy supply systems implemented within urban areas for the purpose of saving energy, space, and slashing air pollution. DHC plants produce chilled water in a centralized location for distribution to buildings through a network of insulated underground pipes. Cities with major downtown or commercial districts utilizing district cooling systems include Stockholm, Hamburg, Paris, Tokyo, and Houston.<\/p>\n<p><strong>Case in point #1- Saudi Arabia: <\/strong>\u201cSaudi Arabia spends a large amount of energy to produce 60k MW of electricity to power the economy, of which 60-70% goes into air-conditioning. High levels of food waste and insufficient agricultural production are two major sources of insecurity. Meanwhile, soaring CO2 emissions from international food transportation and food waste compound the health and environmental challenges of our currently unsustainable food system.<\/p>\n<p><strong>Enter \u201cslow food\u201d and its related movements:<\/strong> In a bid to counter this, the <a href=\"https:\/\/www.slowfood.com\/\">global slow food movement<\/a> \u2014 a worldwide network promoting local produce and food traditions \u2014 is working to support local farmers, along with healthy and environmentally friendly food consumption.<\/p>\n<p><strong>Why is it taking off? Wastage is driving food insecurity.<\/strong> In the UAE alone, annual food wastage is worth an estimated USD 3.5 bn.<\/p>\n<p><strong>As is a slowdown in production:<\/strong> MENA has seen a significant slowdown in cereal yields since 2009, with growth between 2009 and 2019 coming in at 14.76%, down from 47.98% growth between 1999 and 2009, according to the <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1077015\/United_Kingdom_Food_Security_Report_2021_19may2022.pdf\">2021 UK Food Security Report (pdf).<\/a><\/p>\n<p><strong>Not to mention those pesky CO2 emissions: <\/strong>Global food waste releases some 3.3 bn tons of CO2 greenhouse gas (GHG) equivalent every year. In 2017, food transportation added emissions equivalent to 3 GT of CO2 to the atmosphere \u2014 some 7.5 times more than previous estimates \u2014 according to <a href=\"https:\/\/www.nature.com\/articles\/d41586-022-01766-0#:~:text=They%20found%20that%2C%20in%202017,Nature%20Food%20on%2020%20June.\">recent academic research<\/a>.<\/p>\n<p><strong>A handful of regional slow food and farm to fork movements<\/strong> <strong>are working hard to reduce these harmful results.<\/strong> These organizations \u2014 many of them grassroots community associations \u2014 span <a href=\"https:\/\/www.slowfood.com\/nazioni-condotte\/egypt\/\">Egypt<\/a>, <a href=\"https:\/\/www.slowfood.com\/nazioni-condotte\/jordan\/\">Jordan<\/a>, <a href=\"https:\/\/www.slowfood.com\/nazioni-condotte\/kuwait\/\">Kuwait<\/a>, <a href=\"https:\/\/www.slowfood.com\/nazioni-condotte\/morocco\/\">Morocco<\/a>, <a href=\"https:\/\/www.slowfood.com\/nazioni-condotte\/kenya\/\">Kenya<\/a>, <a href=\"https:\/\/www.slowfood.com\/nazioni-condotte\/turkey\/\">Turkey<\/a> and other countries in the region. Here are some of our favorites:<\/p>\n<p><strong><a href=\"https:\/\/www.health-cuisine.com\/\">From Farm to Fork<\/a><\/strong><strong> (Jordan) <\/strong>has produced a cookbook featuring 24 local products, 24 farmers, 24 chefs and 48 dishes from Jordan\u2019s 12 governorates, while its website lists sustainable restaurants and meeting venues, culinary tours and food events, it notes (<a href=\"https:\/\/www.health-cuisine.com\/?fbclid=IwAR3J4pEZcC_IJ8e4rZDvR4Du-TI08sMrA4XJEX5LmVNIDQtnhbblGPYTl_g#fromfarmtofork\">runtime: 01:31<\/a>). It was founded in 2021, and is supported by over 50 stakeholders in Jordan\u2019s agricultural, tourism, hospitality, food and beverage and education sectors, and co-funded by the Dutch agriculture ministry.<\/p>\n<p><strong><a href=\"https:\/\/food-heritage.org\/about\/\">Food Heritage Foundation<\/a><\/strong><strong> (Lebanon)<\/strong> seeks to promote Lebanon\u2019s \u201ccollective memory and indigenous knowledge\u201d of food and agriculture, it notes on its website. It runs projects including food tourism, community kitchens, farmers\u2019 markets, traditional recipe promotion, and livelihood initiatives for rural food producers.<\/p>\n<p><strong><a href=\"https:\/\/www.facebook.com\/LaVieRamallah\/\">La Vie Cafe<\/a><\/strong><strong> (Palestine) <\/strong>has created a garden supplying fresh, organic food, and regularly produces videos in Arabic and English discussing agriculture and how to start an urban garden. The caf\u00e9\u2019s owners have also founded an arboretum and eco-park, <a href=\"http:\/\/juthour.org\/\">Mashjar Juthour<\/a>, where they host short courses on organic agriculture and sustainability.<\/p>\n<p><strong><a href=\"https:\/\/www.facebook.com\/MyArabianAlmanakh\/?ref=page_internal\">My Arabian Almanakh<\/a><\/strong><strong> (UAE)<\/strong> is an online urban gardening journal that shares tips for recreational and food-producing urban gardening. In 2017, the journal\u2019s authors <a href=\"https:\/\/thedreamworkcollective.store\/products\/my-arabian-almanakh?fbclid=IwAR0aUDDZAHsSH0jcPsNvWbhUz0-CUy6hzv8eQEy1ay05lBfrT2aRVf4PHbY\">wrote a book<\/a> that teaches readers how to grow and maintain green spaces over a 16-month period. Its focus is on growing food, using natural pesticides, and caring for plants that are native to the local environment, it notes.<\/p>\n<p><strong><a href=\"https:\/\/www.refoodkuwait.org\/\">Re:Food<\/a><\/strong><strong> (Kuwait)<\/strong> aims to reduce food waste by collecting and repackaging unused food from local suppliers, manufacturers and distributors, and distributing it to those experiencing hunger through a subscription model. The organization has received multiple awards, with its founder being awarded the 2018 Kuwait Youth Award for Excellence and Creativity.<\/p>\n<p><strong><a href=\"https:\/\/www.spinneys.com\/en-ae\/lifestyle\/farm-to-table\/#:~:text=Farm%20to%20Table%20is%20a,the%20UAE%20from%20October%202021.\">Spinneys Farm to Table school program<\/a><\/strong><strong> (UAE)<\/strong> is the first step in the multinational supermarket chain\u2019s bid to educate 1 mn people about healthy and sustainable diets by 2023, its website notes. The program consists of five modules, designed for children aged 7-11, focusing on how food is grown and transported, what sustainable food consumption means, and the basics of a healthy diet.
